Apparently, the perpetrators had the third accomplice who is not mentioned.” said the Acting Chief Rangwane Jacob Motsepe. Rangwane further said that Mr. Malatse Mpya used to interrupt the community meetings and it is not the first time he was arrested. Last time he was arrested was when him and his cronies went onto the Cut shop now open Vandalized Bakgatla Ba Mmakau Tribal Office mountain and demanded to close down the operation of the mine. He even said that the tribal council has been elected long time ago but the only hold back is by the Department of the Local Government & Human Settlement with the resolution to put those members in the list of the Bakgatla Ba Mmakau Tribal Council. It could be that both Mr. Mpya and Basil are having personal issues with the tribal council and are forced to act out of proportion. The Chief regard these actions as an act of jealousy. “Our duty is to guide the community on whether they want business and sites/land to reside, we come up with a resolution. “We receive the grants from the Government and use it accordingly and hand over a report there off. In terms of votes, we own 60% as the Royal House which culminate for a period of five yeas and the community owns 40%.” Continue on page 2 Huge range of board types & colours American Walnut White Melamine Black Cherry Windsor Cherry All boards are 1830 x 2750 x 16 mm Etimo Peen LETHLABILE, Shop 1 Lethlabile Mall, Osaletseng Street, Lethlabile-C Brits • Tel: 012 251 0102 65779 www.zoomadvertising.co.za Chipboard 30 October 2014 65779-HWWH - Lethlabile Cut shop press ad DL.indd 1 2014/10/22 3:51 PM ???ve days of anger and griev- FRONT PAGE The Mmakau SAPS finally removed the stones, trees and burned tyres, which were used by members of the community to barricade the roads of Ramogodi, Uitviel, Mapetla and Mathataneng in Mmakau. T he barricading of roads in the area happened after residents engaged and formed a protest for service delivery involving a water shortage. Buses, taxis, students and workers were stuck in the poor village and had no chance of escaping. After five days of stand still, the Department of Education and the Mmakau SAPS pleaded with angry residents to stop with the protest. On Friday after the protest, the Local Mu- “I raised him, fed him, paid his educational fees up until tertiary level, for him to complete both his first aid and computer studies, now this is how he pays me back with my blood.” T hese are the strong and sadden words by a heartbroken disable and a street hawker Monageng Patrick Sekati (56) from Mpyatilo section in Madidi. Sekati told Madibeng Times that every fortnight together with his mother they used to send money to his son while at school and paying his computer studies during his matric year. He further said that his son Matlhogonolo Ofentse Motsepe (24) started acting arrogantly towards his late grandmother after the passing of his mother Ellenah Madibe Motsepe, who passed on in 2006. This is a familiar subject I return to because recently I’ve had a number of letters expressing the same bewilderment and sadness. My own reaction is one of matching confusion, simply because it’s hard to understand why these young men treat their parents so badly. To give just one example of many, I know of a very sad story about a child who used to physically abuse her mother and made her sleep without food, as we speak, the mother passed on and the son has got a child with his younger sister the story happened in Maboloka.“I started realizing that my “The graffiti on the wall are a disgrace, we are not tolerating the actions at all. We tried to speak with the mine (Keeley Granite) and they came to terms of giving the community a certain percentage but during the meeting scheduled there were only four representatives from the community that attended, now why complaining?” ask the Chief. In the interest of the community it will be better that the interested people come to the meetings to listen and not create problems” like jumping on the tables and making a shame of the there names. The proper course will be followed and the correct representatives will be put into office at the time. It is said that there is only one mine in the area and not 4 like the allegations say. The Department of the Local Government & Human Settlement will introduce the new Kosi at its time. I then realized that some of the items were missing.” “When confronted, my son denied stealing the items and said he has got nothing to do with the missing Tupperwares. I had two cases opened against my son the last one was in Klipgat (first case number 24062013 second case number 69082013) but all of them were not taken seriously saying that there is no evidence pointed against him” said the devastated father Sekati who further indicated that after the passing of his wife he only wanted to keep the peace in the household, but can’t believe his son turned into a “monster” that he is today. Mr. Sekati even laid a complain to the Pretoria North Police Station and the matter was then referred to the Klipgat Police Station but never capitalized and or referred to court. His complains is that he suspects that the evidence on the docket has tempered with. With details I have shown, it is undoubtedly so that the son has gloomed the family with a dark cloud and painted an appalling picture of a family torn apart because of the harsh, controlling nature of one individual. Occasionally a reader may in his opinion point out the fact that the letter is only one side of the story. But sometimes I’m overwhelmed by the heartfelt truth within a case like this, 618 628 638 647 (Taxi Battery) 652 (Taxi Battery) 657 Warranty R695 R800 R900 R985 R1000 R1095 1 year SABAT WILLARD VARTA ATLAS R745 R845 R950 R1000 R1205 R1210 R780 R880 R775 R800 R1210 R1230 R800 R825 R1100 R960 R1380 R1520 1 year Stories: David Malatsi 078 140 7478 Advertising: [email protected] Editorial: [email protected] Emergency Numbers Brits Police 012 381 6000 Madibeng Fire Brigade 012 250 2222 NW Provincial Medical Services 10177 Necsa Emergency Services 012 305 3333 Brits District Hospital 012 252 3311 Brits Medi Clinic 012 252 8000 Water interruptions 012 318 9100 Electricity Interruptions 012 318 9100 and wonder what possible justification the ‘other side’ could offer. Judging by the way the family is surviving, Mr. Sekati is the bread winner in the household surviving by being a street hawker and possibly by the disability grands he receives every month. The death of Mr. Sekati’s mother Norah Mariam Motaung (74) came as a shock to the entire family as many questions were raised on how it has happened that she just died in the house alone. Apparently, the Mrs. Motaung was found dead in the house on the 31 March 2013. According to Mr. Sekati, his mother was found laying on the floor by her face and had a bleeding scare on her forehead as if she was forcibly and intentionally pushed on the ground by someone. “Later after the death of my mother, my Identity document, my mothers ID and death certificate went missing and also my son disappears.” “All I am asking is for him to bring back those documents because they will never benefit him whatsoever. I haven’t had a conversation with my son in for years, I don’t know where he is. I pray for him every single day, that he find some peace and some happiness. That’s all that I want from them. I easily could have fallen down on the ground. I refuse to be defeated by the situation.” “I don’t think our relationship can ever be mended,’ she says. ‘Our personalities clash and we are simply not good 1 year R800 R950 R1100 R1000 R1340 R1380 2 year SUFFERING 2 year Tel: 012 252 3709, 012 252 0911 C/o De Witts & Reitz Street Trading Hours: Mon - Fri: 08:00 - 17:00 Sat: 08:00 - 12:00 The father Monageng Patrick Sekati, the deceased grandmother Norah Mariam Motaung and the son Matlhogonolo Ofentse Motsepe. for each other. She knows how to push all my buttons and I just don’t need the aggravation in my life. I have moved on and I will never go back, all I need from him is my documents” said Mr. Sekati with tears rolling down. As a father of three children, I can only begin to imagine how wretched Mr. Sekati must be feeling at this stage. Even by her daughter’s own admission, her sin wasn’t egregious. The estrangement happened must have happened way after Matlhogonolo engaging with some more untrustworthy friends in the area. My wife divorced me and she took all her things. We had to share our wealth and I could not talk to her. She was with another man. I love my wife a lot and I tried everything a lot and I tried everything to bring her back. I went to doctors to get help but i kept paying without success. I was sad and lost hope. But one day I was on internet and read about PROF. SANGA who helped many people with similar problems. I called him and we met. He asked me for her photo and two rings. I was told too to pray for 5 days calling her name. After only 5 days, I received a surprise call from my wife asking to meet me. We met and resolved our differences. I was so happy and we are now happily married again. She loves me like when we fell in love for the first time and I love her that much too. I owe my happiness to PROF. SANGA. You are not like others. You never asked me for even a cent till I saw results. You will receive many many blessings. I advice all of you out there who want to bring back lost love in their lives and win court cases to make use of this man. He is the only powerful with healing gift, yet honest. This was discovered by community members. The witness alleged that he was at his place at the farm when he woke up and went outside his house when he noticed the body of the deceased hanging on the tree from the distance. H e then went closer to the scene where he saw the deceased. He then called the police to the scene. Police arrived at the scene found the deceased hanging with a rope fastened on the branch of the tree. They called EMS which declared the man dead after the deceased was cut free from the tree. T his is after a leopard took refuge in a house in the village over the weekend that sent fears among the distraught community. Luckily the owner of the house was not home at the time of the incident. Accordingly this incident trumps as certainly the most dangerous as one of the Department staff was savagely bitten on the arm as she entered the building where the leopard was hiding and one victim was slightly injured and is in a stable condition. Part of the reason for the dangerous circumstance was that the animal was cornered and confined to a small area, and the situation was becoming even more dangerous owing to the ever increasing numbers of interested parties that came to investigate as well as onlookers. In a dramatic encounter, the Department’s back up staff joined hands with the South African Police Services and the local professional hunter who efficiently and humanely dispatched the animal. “The department will remain vigilant and conduct thorough investigations in conjunction with the South African Police Services to ascertain the origin of the animal and bring to book any perpetrator regarding this matter”, expressed MEC Tlhape. MEC Tlhape also emphasized the need to better inform the public and communities on what to do when confronted with such potentially dangerous ani- the Angels are protecting this part of the road constantly as accidents always happen and few victims – as we can recall the bus with hundreds of kids onboard also overturned on the same point on road. The DA is in possession of a leaked Internal Audit Report for Madibeng Local Municipality in the North West on its unauthorized expenditure for the 2013/2014 financial year. The report found inadequate internal controls in place for management to mitigate risks involved with finances of the Municipality. T he report found: Non-compliance with supply chain management rules, budget procedures, Treasury Office Policies and Procedures; Inadequate division of duties by financial officers; Insufficient and ineffective independent review functions; and Inadequate and incomplete audit trail documentation. Further findings were recorded as follows: It took 19 min: 13 sec. for a Financial Officer to channel off R2.2 million without a single signature or approval;Inflating of prices to influence tender awards; Payments to service providers for services that were never rendered; and Fraud. In light of these findings, the DA calls on the Minister of Cooperative Governance and Traditional Affairs (COGTA), Pravin Gordhan, to place Madibeng under Section 136 (1)(b) administration as the financial crisis in Madibeng is untenable and residents are suffering the consequences. “We further call for the necessary criminal and disciplinary action in terms of the Municipal Finance Management Act to be initiated without delay.” The Madibeng Municipality has stolen R2.2 million hypothetically and created the situation otherwise. Last week, the DA leaked another Madibeng secret report showing catastrophic failures in the water supply in Madibeng and the systemic failures in water supply countrywide. There was another five day protest in October this year (2014) in Mmakau near Mothutlung whereby two members of the community where arrested by the police and released on bail. At present, several smaller municipalities are struggling to operate and maintain their services infrastructure in a costeffective and sustainable manner. The end result is predictable: rapid deterioration of assets, followed by catastrophic component failure, and regular and prolonged disruptions in service delivery. The initial investigation confirmed that municipal service delivery was totally ineffective and in certain areas non-existent, especially with regard to essential services such as refuse removal, sewerage conveyance, and treatment and supply of potable water. At the time, one of the major concerns was the discharge of raw sewerage, overflowing from non-functional pump stations and wastewater treatment plants, into the river systems and dams that supply water to other local authorities located in the downstream catchment areas. The conclusion reached was that the poor condition of water and sanitation infrastructure could be as a result of; insufficient funding allocation for the rehabilitation and/or replacement of components that have reached the end of their design life inadequate maintenance budgets, which could be attributed to the municipality’s limited income base. A non-compliance with existing health and safety legislation the current infrastructure life cycle scenario can be described as “run to destruction” because of a total lack of routine and preventative maintenance. The unfortunate outcome is premature asset failure to remove screenings at sewer pump stations and at the inlets to wastewater treatment works results in downstream blockages, clogging of pump impellers and eventual mechanical breakdowns. Failure to respond to sewer blockages within a reasonable time leads to the discharge of raw sewage into sensitive natural environments. Failure to respond to water pipe bursts promptly result in considerable water losses and lengthy interruptions in water supply because of supply chain bottlenecks. Water purification chemicals at remote water treatment plants are often in short supply, resulting in poor drinking water quality due to an acute shortage of funds for O&M, repairs to a defective pump unit is often postponed until the second (standby) unit fails. (It is common practise to install pump units in both water and sewer pump stations in a duty/standby configuration, to ensure continuous operation should one unit become defective.) The inevitable outcome is prolonged interruptions in service delivery. And consequential inconvenience to local residents, as well as health risks associated with sewage spills the municipality’s asset register is not up to date, which makes it difficult to trace missing plant and equipment, and compile maintenance plans. RESPONSE OF THE MUNICIPALITY The allegations that were published on several newspapers about internal audit findings were unfounded and untrue. The municipality would like to confirm that it is in possession of the leaked document and it still remains the internal document of the municipality. This report was an Ad hock unauthorised expenditure report which was not supposed to be sent out to the media or the public before proper internal processes were finalised. Madibeng Municipality is in the process of investigating the allegations contained in that internal report. It is highly regrettable that the report had to be leaked before internal processes were finalised. Should the municipality find any employees guilty of leaking confidential internal documents, disciplinary action will be taken against such officials. Upon finalisation of the internal investigation the report will serve at the Internal Audit committee, the Mayoral committee and Council and decisions will be taken in order to remedy all findings. T his situation left the entire family stranded and concerned for almost three weeks. Then finally thanks to Mr. J.W Roos, the owner of the farm in Klipkop where Matshidiso used to stay with friends, help sort the situation out. Matshidiso Molefe (47) died on the 10 October 2014 on a farm after a long illness. She was kept in Boikanyo funeral under takers mortuary for two weeks. The mortuary then demanded that in order for them to release the body for burial, the family must settle the amount of about R16 000. (R11 600 when the mortuary transports the body or R8 850 if the family takes the body with their own transport). According to the brother in law, Mr. Kgaboetsile Molefe, says the mother of seven left Botswana a long time ago (couple of years back) to look for employment here in South Africa. Later this year (2014) they were told that Matshidiso is very ill, and she is situated in a farm somewhere in Klipkop. Neighbors and friends informed the family that the deceased, Matshidiso, died working for Mr. Roos and apparently she has been working on the farm for over a year. The farm owner Mr. Roos confirmed with Madibeng Times that Matshidiso was indeed in severe pain help where he could. Mr. Roos stated, “I want to correct the statement that we hear from individuals in the area, the deceased was not my employee, but she was staying on the farm with friends. She got very ill and together with my son we took her to hospital twice this year for her treatment.” When asked on how he will assist in the burial, he explained, “In an out most good will, I will help where I can to make sure that the body of (Annah) goes back to Botswana for proper burial and may her soul rest in peace.” said the farm owner, Mr. Roos. The deceased Annah Matshidiso Molefe. Matshidiso Molefe is leaving behind seven children, a husband, family and relatives and will be buried on the 25 October 2014 in Botswana where she was born and grew up. Mr. Roos further told Madibeng Times that when one of his employees or their family members died on the farm, he fully supported the family with cash and sometimes he contributed with one or two cattle for the occasion. Mr. Molefe further concluded by giving credits where it needed. He said he appreciated the effort made by a member from the Royal House in Bethanie Mr. Thabo More, the ward councilor of ward 14 Clr. Makgale every individual who played a part in the gesture including the community’s paper Madibeng Times. “People here in South Africa do help one another, I really admire the way the situation was conducted and I am thrilled that the spirit of my sister in law will finally rest in peace. To Mr. Roos, even though you did not want to help at first we appreciate what you did.” said Mr. Molefe. Out of a good heart, Mr. Roos paid the entire R12 000 that was required by Boikanyo funeral undertakers for transport to Botswana. Annah “I want to correct the statement that we hear from individuals in the area, the deceased was not my employee, but she was staying on the farm with friends. She got very ill and together with my son we took her to hospital twice this year for her treatment.” 5 Take your Municipality to the Consumer Protection Act With the new Municipal Executive Mayor Clr. Jostina Mothibe energetic performance we are expecting lots. She is trying to save the sinking municipality? It is not known whether the Madibeng Municipality residents should be worried of waiting for another 20 years of democracy to find services in their area. E arly on, on the 17 October 2014, AfriForum released a Municipal Consumer Guide in Cape Town which will enable municipal consumers to submit various service delivery complaints themselves, which include incorrect municipal bills, no waste removal, potholes, contaminated drinking water and unreliable electricity supply, without having to undergo a long, costly court process. The civil rights organization won a court case in 2013 against the Minister of Trade and Industry in which the court ruled that all municipalities are subjected to the Consumer Protection Act. If there is any challenge with service delivery from the seniors above, with confidence the council of Madibeng should be the ones submitting various service delivery complaints to the Consumer Guide. Continue on page 14 30 October 2014 Brits Police Station Must Understand the Urgency The crime statistics show that the crimes committed in Brits are above 5000 to 6000 cases each year, and this year (2014), the statistics indicated that the trend stayed the same. T here has not been a substantial reduction of crime in Brits. What is the Executive Mayor of Madibeng Clr. Jostina Mothibe doing about the performance rendered by the Brits station commander Brigadier Kgoroba in combating crime in the area? Is the Mayor going to intervene; in assuring crime prevention in Madibeng? At present, the station commander’s assets have proved insufficient in tackling crime. And they have not implemented preventative measures to reduce crime in Madibeng; is the Municipality requesting extra police for Madibeng? The Question remains, are Madibeng residents safe? Criminals who are committing crimes on a daily basis, walks scot-free? Over 450 people have lost their lives in Brits in the past 3 years due to violent crime. Madibeng communication officer Lebogang Tsogang reiterated and said, “Please note that the SAPS is a state organization that does not report to the municipality. All the questions relating to their service and conduct of the Police, please revert them to the SAPS communication unit for response. The municipality has a good working relationship with the Police and we believe they will be better placed to respond to your queries.” she replied. Under present circumstances, the population of residents in Brits is growing rapidly, yet Brits SAPS have no plans of increasing the number of officials. So far, the Brits SAPS has shown no action plan to deal with criminal elements such as farm attacks, mob killings (vigilante), robbery, house breaking, rape, women and children abuse to name the few. In the past financial year 1,200 detectives resigned Brits SAPS from the police, leaving a Brigadier hole, that is going to have Kgoroba a big impact on the fight wearing against crime, say experts. netball costume. Meanwhile, a senior police officer told parliament’s portfolio committee on policing that many detectives had left because of misconceptions about changes to their pension benefits. Police seniors further say these misconceptions over government pension payouts were behind the resignation of 1,060 detectives in the past year. These were based on rumours that public servants would no longer receive gratuities after retirement. There were reports of other public servants, including teachers and nurses, resigning because of this misconception. Too many dockets, too few detectives This is a huge problem. Detectives are already working on between 70 and 140 dockets each a month; compare this to the international norm of about 25 dockets. We are now approaching the Christmas season, and members of the public are now living in fear of what will happen to them while doing their shopping spree with these criminals who know that for a policeman to arrive at a scene will take 30 minutes; these numbers need to change to 5minuts to be realistic to catch the perpetrators. Research statistics further indicates that instead of the criminal activity to depreciate for the better, it increases for the worst. In everyday life in Brits, thugs take a life of an ordinary citizen, and this is gaining momentum due to the fact that the police visibility is not implemented. The number of police officials in Brits is less convincing, and makes the job of the police more difficult to constantly deal with the increasing criminal activities taking place on a daily basis. The police visibility in the communities around Madibeng must be a fact not a favour. Police should in most cases be alert and visible to prevent crime from happening, and to make it difficult for criminals to do their dirty work. In 2012 the total crime statistics reported to be 6169, year 2013 the total number was 5600 and this year (2014) October the total number is 5362, which is still to high. The armed robberies have a major impact on the situation of crime activities with 440 in 2012, 400 in 2013 and 291 October 2014 this stops businesses doing business. It is advisable to the Local Municipality of Madibeng to further research about the services of the police station and their statistics in due course nissan for more updates. We want some serious intervention in preventing crime in its tracks! Our topic for this issue is: What is the Executive Mayor of Madibeng Clr. Jostina Mothibe doing about the performance rendered by the Brits station commander Brigadier Kgoroba in combating crime in the area? Should the Mayor intervene in assuring crime prevention in Madibeng? Is the Municipality in need of extra police for Madibeng? Are Madibeng residents safe? They even said he have as a reliable Less than ten months to go before the next national municipal elections in South Africa. Membership of the Party is renewed on 1 July each year and this is a reminder and an invitation in this regard. There is a two year consecutive membership requirement to be a candidate for the Party and to meet this constitutional requirement we are suggesting that early membership for 2016 be done simultaneously with the 2015 membership renewal. M ost municipalities are divided into areas called wards. And, in most municipalities, there are two ways of being elected as a councilor. The first way is to be elected as a ward councilor. A ward councilor is an official elected to represent an area (or “ward”) on council. This councilor can represent a political party, can stand as an independent candidate or represent a local association such as the Ratepayers Association. The candidate who receives the most votes in a ward is elected as the ward councilor. This is called the ‘first past the post’ electoral system. If the ward councilor leaves office for any reason, such as resigning, a by-election must be held to elect a new councilor. Ward councilors make up half of the representatives elected to the council. The other half are elected as party representatives through a system called proportional portion (percentage share) of votes their political party receives in the election. They are known as PR councilors. Because ward councilors are elected by their wards they are more directly accountable to their communities than PR councilors who are more directly accountable to the political party that put them on the list. Municipalities that have ward councilors may establish ward committees. These committees should be a tool for the participation of communities in local government. District municipalities are not divided into wards. failed to sort out the water and electricity issues for several households in the community. They highlighted that Clr. Lindelani residents have lost hope in their quest of finding new land for themselves and believed that they will stuck in the jungle for the rest of their lives. They even wished for the new councilor to consider their area and bring change. Of the district councilors, 60% are appointed by their local municipalities and the remaining 40% are elected directly by the voters based on PR. Voters in these district municipalities cast three votes: one vote for a ward candidate, one vote for a party on the local council, and one vote for a party on the district council. Local government elections are different from provincial or national elections, as national and provincial elections only use the PR system where voters vote only for a political party and not for individual candidates. It is alleged that ward 13 residents are constantly lost hope in their current ward councilor Clr. Jack Sefudi who served as a ward councilor for the whole term. Members of the community allegedly accuses him of the following; Of being rude, arrogant and insulting when addressing challenges involving Unemployment have taken its toll in the area even though the councilor is applying favor in hiring and firing of desperate workers for projects in the community. In that case, members of the community highlighted that chances of Clr. Sefudi of being reinstated to his position are very minimal. On the contrary, the following candidates are urged by community members to contest for the ward 13 councilor only if the party wins the elections and they are; Jabulani Pitse who is the ward committee member, Tshepo Mokate who is a community member and a member of the African National Congress and now elected as the CLO and Thapelo Matlou known member of the community by his neighbors. The African culture today has evolved; what is our culture? …We can say dance. What is our food? …Stories of our past? …Costume? …Language? N ow, if we take our language as it has evolved to the time, the Tswana language has had a very-very wide influence in the North West culture. From Botswana down up until Johannesburg, Swaziland, Free State they speak a variety of different dialects of the Tswana language. Today we can say in this time that our culture as the Tswana people has differentiated itself and developed itself into westernized project. Our cattle farming has become feed farming, our houses have changed from cow dung to cement houses, the roofs are no longer made out of straw grass packed together, our nomadism of living out in the wilderness with our cattle and herding them is no longer as big cultural change has evolved in the Tswana people in he last fifty years. From the time of independence of our surrounding countries – Botswana, Mozambique, Zimbabwe, Namibia – and now South Africa also having acquired its independence from ex-colonial powers and a democratically driven country, our westernized society has transformed itself into a homogeneous society of multiple cultures. Tswana people living in the North West are identified (as we can say) by our language. Our language Recently South Africa’s largest union agreed and succeeded to end a strike commenced on the 1st of July 2014 in Madibeng area. Upon which a new wage increase should have been implemented. T he strike run for a period, according to NUMSA Regional Secretary Mr. Jerry Morulane, the Minister intervened and NUMSA ultimately secured an agreement. The workers were required to return to work. When they did so, confusingly, one of the employers’ associations involved in the talks said it did not accept the deal and would lock out workers who had been on strike. Workers were told by their employers that they were not allowed back onto the premises. More than 70 members of the National Union of Metalworkers of South Africa (NUMSA) downed tools on July to demand higher wages, halting production at Machinery contractors, S.O.S and Mega Roller. A way of setting up a fire by the BaTswana people. is our culture and a lot has changed in our language; our language has acquired Afrikaans words, Dutch words, English words and it has grown and so has our costume changed – the way we dress, the way we understand what is proper and what is right. And, to the society that is living today to allow our children to have a future we have to take into consideration the changes of each generation and each generation with its new technology of evolution. What we can say is my child fifty years ago we could expect of him to become a cow hoarder, today I can expect them to become a clerk in a bank or working for a company becoming CEO or just a normal ombudsman in one of the various positions that are available in the mines, in small industry, in a light industry, in a food processing production and farming. There are – out there – numerous possibilities for each person to become part of our culture and our way of living. The National Employers’ Association of South Africa (NEASA), according to Mr. Morulane decided to lockout the workers from three companies mentioned above, despite the fact that the strike had been resolved. On the 16 October 2014, NUMSA supported by Federation COSATU and SANCO the civic organization called an intervention meeting of all shop-stewards and affected employees from three compa- nies to engage in an absolute strategic way forward. The meeting was about one highlighting the plight of the workers to nearby communities and also to strategize on how NUMSA should make a move forward as an organization, so that these workers can return back to work. The meeting took place in Primindia Hall in Madibeng. Local Municipality was also called specifically to intensify NUMSA’s way forward with those employers. The members of the organization and the workers picketed from all three companies, to tell those employers to open up the gates. “When we engage again with them and they do not want to open the gates, we will mobilize with other community members across Madibeng to join us in the battle we are facing. If it calls for us to close down all of these companies so be it.” “It is not our intentions to close down these companies but with the attitude displayed, we will be left with no option but to insure that those companies are closed. NUMSA has tried their level best to help them.” “We have provided to them with vouchers of R2000 each so that they can be able to put something on their tables even though we know that the money is not enough. But the most important thing is to make sure that they get back to work.” said NUMSA Regional Secretary Mr. Jerry Morulane. To prevent that damage, wood is often treated with pesticides. Poles are like plants they absorb water easily and fast if not treated accordingly. In other words, planting untreated poles in concrete cement is total incompetence. This has gone too far, who is L.J Lousa Construction? Lets recap, the company belongs to a well-known Mr. Buti Molokoane the brother to the former Madibeng Municipal Mayor Sophy Molokoane. Well, the company has been seen planting poles with concrete cement and this is an irresponsible trend. It is alleged that this could be one of the stunts by the service provider to become greedy, by creating another job of planting the beautiful lawn that was deliberately destroyed by the contractor, as a means of creating another wasteful expenditure of tax payers money. Consider using paint, varnish or some other type of sealant on treated wood as a barrier between the chemical and the surrounding environment. Wood is treated to prevent its destruction by wood-decaying organisms. Treating wood with the appropriate preservative increases its service life. The wrong choice made possible by the contractor L.J Lousa Construction owned by Mr. Molokoane, is that it is alleged that he neglected to apply the correct measures of treatment on the poles as a result of saving the costs, and this is irresponsible decision made by him. Why treat wood? Deterioration of wood in use is commonly caused by decay fungi, certain insects (including termites and carpenter ants), other organisms (marine borers), and weathering. Of these, decay fungi tention, supplier, and year of treatment. cause the greatest damage to wood in If treated wood is not branded or does service. T he campaign is one of the most effective crime prevention mechanisms utilized in addressing crime in the community. This was conducted through a motorcade operation. The campaign was basically an initiative from the Community Police Forum in conjunction with the South African Police Service, Human Settlement Public Safety and Liaison, the Department of Justice, the Traffic Department, Social Development, local Government and the Health department. This campaign resulted from the daily crime reports related to stolen second hand goods identified in the area of Brits CBD(hotspot) where goods are stolen through housebreaking, robberies and theft. After which the suspects sell the stolen property for a reduced price at the scrap yards or to the community. During the campaign pamphlets were distributed to the community members, especially containing Second Hand Goods information (eg.safety tips), and other pamphlets from government stakeholders, which addressed general crime. Although the campaign was successful, it is not the first and last operation to be conducted. There is still going to be other planned operations and endeavours to reduce crime. Since the festive season has almost arrived, the campaign is also extended to forewarn and urge members of the public to refrain from buying and dealing in second hand goods without legal procedures. The reason being is, because anyone who may be found in possession of stolen property is subjected to arrest regardless of not being involved in the stealing of the property found in his/her possession. This is executed in terms of new amended Act No 6 of 2009 April. Therefore it is imperative that members of the community must be aware of this crime and support police to stop crime by contacting Brits Police Station on 012 381 6000/82/78/77 or 10111(toll-free). In his response (Warrant Officer) Mpeile Talane told Madibeng Times that there are procedures which must be followed before one can buy second hand goods, because it is illegal to buy these goods from anybody without the correct procedures. He further explained, “We understand the fact that there are many vigilante attacks in the communities Warrant Officer Mpeile Talane explaining to the public about the campaign. especially in Oukasie, which is why the police are not promoting those attacks. It is against the law, no one has the right to take anyone’s life, rather call the police for help.” said the Corporate Communication of South African Police Service in Brits (Warrant Officer) Mpeile Talane. Cart-aways are usually pulled behind a pick-up truck and batched from smaller batching systems. The mixing trailer system is popular with rental yards and building material locations, who use them to supply readymix to their regular customer base. A concrete mixer (also commonly called a cement mixer) is a device that homogeneously combines cement, aggregate such as sand or gravel, and water to form concrete. A typical concrete mixer uses a revolving drum to mix the components. For smaller volume works portable concrete mixers are often used so that the concrete can be made at the construction site, giving the workers ample time to use the concrete before it hardens. An alternative to a machine is mixing concrete by hand. Mixing can be done manually in a large plastic tub or wheelbarrow, or in a rotating portable cement mixer. However, not suitable to be prepared on the ground let alone on the decorated lawn because it eventually can permanently destroy the entire lawn for this purpose and prevent it from growing again. The ordeal happening in Madibeng by the so-called construction company having to mix the substance on the lawn is a total disgrace and inexperience gesture by the workers. Our topic for this issue is: Is Madibeng residents in need of poles? Let us do our own calculations, the poles were planted on the 21 October 2014, until when are they going to remain intact on the ground without any treatment and protection? - please send us your comments on the following addresses, and don’t forget to write your name after each comment: E-mail us your comments or opinions on [email protected] or sms to 078 140 7478. A ccording to the residents living closer to the mast light, a maintenance company came three weeks ago to fix the high mast light. As usual, the light was brought down, the light holder which consists of six bulbs had only three bulbs functioning at that time it was brought down for repair. After they brought down the light, the maintenance company called Morubitsi only removed the bulbs from the Apollo light and left the entire ream and the cables hanging loose for thieves to help themselves. The negligence of the contractor poses as danger to the residents and the kids. “I urge the company responsible to come back and finish what they have started because I cannot sleep every night with these criminals climbing on top of my house wanting to cut off the remaining cables.” said a resident. “Our area is now a robbery hot spot with criminals enjoying hanging around work right in the dark because we do not have light anymore. At least the three bulbs have been slowing the criminals. It’s been a busy week! S ummer never ends. The combination of the superb surroundings and fantastic weather allows for memorable outdoor ceremonies overlooking mountain ranges, vineyards or even the ocean. Lunch weddings are a guaranteed hit. Everyone inherits traditions, and in South Africa where cultures and races come together in a stunning blend, can be seen in a wedding ceremony. The wedding ceremony in South Africa is a crossroads where a couple undergoes lengthy preparations at an early age, and a possible mix of ethnic backgrounds, to build on as a new family. One proof of equality among races is this tradition of literally jumping over a broom while drums are being played. It isn’t as simple as it sounds because some of these brooms used are dazzling with precious stones, ribbons, and elegant flowers. Many have come to witness these prosperous weddings, commenced right in the heart of Garankua township, where the mar- ried couples are firmly residing. As with other cultures, the men buy engagement rings for proposing marriage. And aside from the usual exchange of rings at the ceremony, African tradition requires that the couple have their hands tied together using a cloth or grass. Papie Sebeho tied a knot after considering Ntswakie to become his lawful wife. They both got married in a white traditional wedding. This celebration happened in the presence of their children Kutlwano and Pokello, families, friends and church members on the 27 September 2014. The wedding took place in Zone 9, and beforehand the couple had a prayer session at their church (Roman Catholic), after which they invited God in their whole proceedings. Later after the exchange of vows, they dedicated with prayer their marriage by lighting one candle resembling the Catholic tradition. Finally, the most organized wedding commenced, and everybody “ululating” when the bride and the groom entered the church wearing a sophisticated wedding gown and suit for the big moment, while the bride maids and the bride grooms were dancing behind them. IP believes that they will reduce unemployment by 95% Local Municipality of Madibeng have been struggling with service delivery for its communities for decades. Under which countless political parties established in the past years for an absolute way of solving the challenge. F or the past two years Madibeng Municipality have made numerous changes in both their political and administrative structures hoping that the changes will better the services in the community. Changes includes the Members of the Mayoral Committee (MMC) changing and the Executive Mayors resigning and Speakers and Municipal Managers chucked out of the council. After the May 2014 National and Provincial elections, Mr. Ronald Moloto together with members of the Independent Party (IP) established a new political party named Independent Party. With the 2016 Local Government Elections just around the corner, Mr. Moloto also known as Ronny formed a new political party that will contest the 2016 Local Government Elections. The party will be serving the interest of the communities within the vicinity of Madibeng. According to the Campaign Manager Mr. Moloto, this organization will make sure that people living in Madibeng receive proper service delivery, such as clean water and reasonable electricity bills (flat rate for all Madibeng communities). Residents in Madibeng have been promised by their government a better life for all but they are receiving nothing out of that.” said Moloto. He further said that the Independent party believes that when they receive power and take over Madibeng in 2016, all communities in Madibeng will get the better life for all and taste the future of the freedom the country is talking about. Meanwhile, members of the community across Madibeng told Madibeng Times that the newly established organization is just a fly-by-night organization, and many came and died before they even existed. “I find it hard to believe that the newly established political party will indeed do some changes in Madibeng because this municipality is already rotten. It is like jumping inside the river knowing that there are crocodiles inside waiting to chow you.” said Mr. Kabelo Moloi. Sipho Khutso gave the new party a credit and said, “I think the only way South Africans can bring down the ruling party (ANC) is by small new parties being established.
