ACH Colombia S.A. is one Colombia’s two institutions for financial clearing and automatic
settlement services, serving 17 of the largest banks in the country. Its mission is to facilitate
electronic transactions and information exchange between financial institutions and their
customers in a safe and efficient manner. The company provides debit transaction, credit,
payment, and online buying services for companies and businesses and manages the
settlement of social security contributions and charges from special taxes.
The company needed to create an effective and sustainable process to continually ensure
compliance with software licensing and copyright requirements and align more closely to
the international standard for software asset management, as established by International
Standards Organization (ISO) 19770-1. ACH. Colombia managed its Oracle licenses
internally, but a lack of centralized licensing information and difficulty in automating
license management led ACH Colombia to seek a solution outside the company. Oracle
License Management Services advised the company on best practices for managing its
software assets, reviewed its installed licenses, and helped it negotiate a new unlimited
license agreement (ULA), potentially saving the company up to US$1 million dollars.

ADNOC Distribution is a United Arab Emirates (UAE) government-owned company that
specializes in marketing and distributing petroleum products within the country.
Established in 1973, ADNOC Distribution is one of the largest petroleum companies in the
Arab Gulf Region, operating 220 filling stations and a vast network of convenience stores
and restaurants across the UAE. The organization also offers regular car maintenance services,
such as oil, filter, and lube changes.
ADNOC Distribution plans to expand its services in the region. In addition, its domestic
business is growing 10% to 15% annually, with annual filling station transactions on track
to double from 100 million to 200 million within two years.
ADNOC Distribution has been an Oracle customer for 15 years, and, following a period of

Beaumont Hospital Benefits From Efficient,
Transparent License Management
Beaumont Hospital, one of Dublin’s major public hospitals and a large academic teaching
hospital, has 820 beds and provides emergency and acute care services across 54 medical
specialties to a community of 290,000 people. The hospital is a designated center for cancer
and a regional treatment center for several other disciplines, including gastroenterology,
neurology, and organ transplants.
Beaumont Hospital benefited from an Oracle License Management Services review to gain
confirmation that it was correctly licensed for the Oracle Database 11i and Oracle WebLogic
Server instances that support its epilepsy-monitoring unit and organ-transplant services.
Prior to the engagement with Oracle License Management Services, the hospital was
considering upgrading its database to Oracle Database 12c. Following discussions with
Oracle LMS, Beaumont has begun evaluating the enhanced, built-in, workload resource
management of Oracle Database 12c to help it meet the growing service-level expectations
of patients and clinicians while reducing technology costs. Beaumont Hospital also benefited
from the review by having a dedicated Oracle License Management Services consultant who
was able to provide in-depth Oracle licensing knowledge and offer impartial, transparent
advice on license management and Oracle licensing policies.
Beaumont Hospital had used Oracle WebLogic Server for more than 10 years and purchased
the licenses when BEA Systems owned the product. The hospital used Oracle WebLogic
Server to build and deploy applications used to aid the diagnosis of epilepsy and capture
data on patient brain function during a seizure. The scalability and resilience of Oracle
WebLogic Server and Oracle Database also made it the technology of choice for storing
critical data on organs available for transplantation and making this data available to
medical teams. Following a meeting to explain the approach that the License Management
Services Team would take Beaumont’s IT team was supplied with scripts to run on its three
test environments and five production environments that were operating on two blades.
Running the scripts was a straightforward process that took around one hour for each server
and did not interfere with the team’s day-to-day activities. Oracle then analyzed the screen
shots and files generated by the scripts. After the analysis, LMS confirmed that Beaumont
Hospital was compliant.

Caja Popular Mexicana (CPM), which was created by the merger of 65 credit unions in 1996,
and has 430 branches in 22 Mexican states and an expanding network of ATM machines.
Membership has grown from 150,000 to 1.7 million in 15 years due to the popularity of its
affordable loans and financial services. CPM is now the largest co-operative in Latin America
and one of the 15 leading financial institutions in Mexico.
CPM’s revenue grew 51% in just two years and its employee base grew 10% in three years,
which meant the credit union was exceeding usage of its enterprise license for PeopleSoft
Financials and PeopleSoft Human Resources. Tracking usage to ensure compliance was the
responsibility of CPM’s central technology team, which carried out twice-annual manual
checks. Rapid business growth, senior management changes, continuous rotation of branchlevel staff, and the lack of an automated system to control were making it difficult for the IT
team to reconcile up-to-date usage with license entitlement.
The company knew it was at risk of breaching its contractual obligations. When Oracle
License Management Services (LMS) made a routine call to CPM 90 days before the contract
anniversary data, the company welcomed the opportunity for assistance in identifying and
rectifying any license shortfall. LMS consultants provided spreadsheet-based scripts and
intuitive, graphic-based data collection tools, which enabled CPM’s IT team to verify actual
usage without diverting resources from day-to-day activities. The entire process was
minimally intrusive, involved just two on-site meetings with LMS consultants, and was
completed in three weeks, enabling CPM to bring its licensing into compliance. Before,
during, and after the assessment, LMS worked with the IT team to train them in how to
maximize their PeopleSoft assets and give them an in-depth understanding of Oracle’s

Durham County Council provides a wide range of public services, including social services
for children and adults, library services, highway maintenance and street lighting, waste
management, and pest control, to approximately 513,000 residents. Formed in 2009 from
the consolidation of seven district councils and one county council, the organization had

Durham County Council wanted to consolidate and standardize its applications, optimizing

Durham County Council has consolidated its 1,300 legacy applications to 806 applications

written new policies and procedures to improve management control, including requiring

Gemeente Ridderkerk is the governing body for the City of Ridderkerk in The Netherlands.
The organization’s IT department supports the city in providing a wide range of public

Hessische Zentrale für Datenverarbeitung (HZD) provides IT services and solutions for local
government organizations in the German state of Hessen. HZD’s customers include Hessen’s
police, traffic, and environment departments and many smaller government agencies for
whom it hosts systems, manages storage and security, and builds bespoke applications.

HZD wanted to accurately assess the deployment and usage of its three-year Unlimited
License Agreement (ULA) for Oracle Database and streamline the end-term declaration
before entering into a new ULA. Oracle License Management Services provided usage
measurement tools. After internal evaluation and adjustments to meet its security
requirements, HZD implemented the scripts at its own data center and at customer sites,
environments that ranged from small data repositories to complex virtualized environments.
Oracle License Management Services’ automated tools replaced a lengthy manual discovery
process that required each customer to enter usage data in a spreadsheet and submit it for
central consolidation. HZD’s users were initially reluctant to switch from a familiar process
to a new one but were quick to adopt the automated, user-centric tools, which simplified
reconciliation and gave them greater visibility into their Oracle Database use.
During the three-month engagement, Oracle License Management Services consultants
assessed how HZD and its customers were using Oracle Database, options, and enterprise
management packs and advised that switching from a Named User Plus to a processor-based
license metric would be more cost-effective. Processor-based licensing would also give HZD
greater deployment flexibility and simplify future usage tracking.
HZD signed a three-year processor-based ULA for Oracle Database based on the usage data
calculated during the assessment. The organization plans to re-use the Oracle scripts when it
conducts a mid-term license assessment to compare actual usage against the business case
and ensure it is using its license assets strategically to maximize benefit to itself and its

German dairy company Käserei Champignon produces a wide variety of hard and soft
cheeses, blue cheeses, and cheese spreads, as well as milk and whey products for the food
processing industry. Around 1,300 dairy farmers supply milk for Käserei Champignon
Hofmeister’s five manufacturing plants, which between them process 400 million kilograms

Mälarenergi AB is a city-owned electric power and heating provider based in Västerås,
Sweden. Its 160,000 customers include households, businesses, and public institutions in
Västmanland County, as well as residential and corporate customers across Sweden.
The company has a large Oracle Database estate. Twelve of its business-critical IT
environments run on Oracle Database, including its enterprise resource planning system.
The company’s IT department worked with Oracle License Management Services to review
Oracle Database license status. An investigation showed that the company was
underlicensed. Mälarenergi often purchased single Oracle Database licenses from system
vendors that did not always have sufficient knowledge of Oracle’s licensing rules.
Oracle License Management Services team helped the company to determine the correct
number and type of licenses for its environment.
Previously, every database ran on a physical server, and the company bought a license for
each server. Now, Mälarenergi has licenses to run its databases in a virtual cluster. This
means it can move more applications into the cluster without new Oracle Database licenses,
something that would be needed in a physical environment. The virtualized approach
delivers two important benefits: better performance and increased operational reliability.

With nearly 2.5 million residents, Miami-Dade County is the most populous county in
Florida and the seventh most populous county in the United States. Spanning nearly 2,000
miles, it is home to 35 incorporated cities, including Miami, and many unincorporated areas.
Miami-Dade County has a large Oracle footprint, which includes Oracle Database, Oracle
SOA Suite, and Oracle WebLogic Server implementations. In 2011, Oracle License
Management Services selected Miami-Dade County for a self-assessment that would

Due to the size of the county government and the number of departments covered by Oracle

The Province of Groningen is the northernmost of 12 provinces in the Netherlands. With a
population of 574,000 people living in 25 municipalities, the region is less-densely
populated than other parts of the country. The province uses almost 80% of its land for

Scottish Legal Aid Board is responsible for managing publicly funded legal assistance in
Scotland for the Scottish Government. The board helps people who cannot afford legal
representation to get the help of a solicitor, and sometimes an advocate, for their legal

Scottish Legal Aid Board participated in an Oracle License Management Services review and
cut the time its IT team spends each year tracking licenses for its 250 Oracle E-Business
Suite users from days to within one day. The board’s DBA team—which includes 1.5
full-time employees—can now integrate license management into day-to-day maintenance,

Scottish Legal Aid Board had been using manual, in-house developed tools to monitor its

Oracle License Management Services clarified Symmetry’s embedded software license

Valle Redondo S.A. de C.V. is one of Mexico’s largest producers of juices, nectars, wines, and
ciders under its own labels and a leading manufacturer of in-house-label, fruit-based
beverages for several retailers. The company owns 700 hectares of vineyards and has the
capacity to process 35,000 tons of fruit each year. Valle Redondo brands, including Smile,

As Valle Redondo grew, its JD Edwards EnterpriseOne solutions, deployed a decade before,
was on increasingly used to manage sales, accounting, financials, purchasing, inventory
management, manufacturing, and quality control. Meanwhile, Oracle’s purchase of JD
Edwards had produced changes in the licensing model, introducing additional complexity
in reconciling software usage with license entitlements. Without dedicated resources to
monitor use of its JD Edwards assets as it expanded, Valle Redondo had underestimated its
licensing requirements.
Oracle License Management Services engaged the services of one of its partners, who trained
Valle Redondo’s IT team how to use Oracle’s data collection tools to track and capture usage
activity. The engagement spanned four months and had little to no impact on the IT team’s
ability to support business users. While initial findings revealed that user numbers had
increased from 30 to 150 since implementation, Oracle License Management Services’
tracking scripts enabled the IT team to identify user duplication, reducing the actual
number of users to 77. Valle Redondo purchased the additional licenses where needed and
regained compliance.
During the engagement, the Oracle LMS partner provided Valle Redondo with an in-depth

WorldPay was divested from the Royal Bank of Scotland (RBS) in 2010. As a young
organization, it needed to set up an entirely new IT environment, source service providers,
and establish rigorous processes and controls to support its rapid growth.
Oracle License Management Services assisted WorldPay with establishing best-practice
software-asset management processes and procedures to help manage its software estate. The
processes follow the Information Technology Infrastructure Library (ITIL) best practice to
ensure good governance and control over licenses for the rapidly-growing payment-services
organization. WorldPay has gained control over its growing software estate, helping to
reduce the cost of ownership, ensure license compliance, and manage risk related to software
licensing.
Why Oracle
Oracle License Management Services offered a software asset management service tailored to
WorldPay’s unique requirements as a newly developed site. An asset management consultant
worked collaboratively with WorldPay and other consultants employed at WorldPay to help
establish new software asset management procedures and to jointly produce templates and
documents. Oracle focused on helping WorldPay to establish the most appropriate approach
to software asset management, combining outsourcing to a third-party supplier while
retaining a layer of in-house expertise.
