The policies, systems and support structures that are put
in place within any organisation are only as good as the
people who use them. Trusting the people responsible for
the Wellbeing, Health and Safety policies is the key to their
success. Work Health Safety policies depend on the trust
that is created between all parties and needs to be more than
just lip service or paperwork to succeed. As a “consumer” of
the Wellbeing services in a large public service department
as well as a staff member of Wellbeing services, Neale will
share his experiences at being on both sides of the policy
framework.

gap between safety planning and practice
Bridging the gap between safety as it is imagined, and work,
as it is performed. The gap between a safety management
system as it is intended to operate and the way that work
is actually performed is a key indicator of how ‘safe’ a

or the ‘illusion of safety’ and the role that leaders, workers
and their representatives play in influencing positive safety

health and safety into human resources relying on generalist
advisors to tick the compliance boxes when it comes to
Work Health and Safety. With ongoing policy changes
including uncertain futures of some Government entities it is
likely that businesses will see a drastic increase in workers
compensation claims. The flow on effect to an uncertain
and changing landscape can also be low staff morale, poor
productivity and loss of high performing staff. Chelsea will

Through the eyes of a Work Health and Safety
regulator
The expectation on workplaces is to promote positive
organisational culture and systems during uncertain times.
Change is a given in our environment and at all levels of
government. What strategies can organisations use to identify
hazards, build supportive workplace culture and implement
effective systems that can work to promote a safe and
healthy workplace whilst preventing potential harm. Mina will
explore:
• On an individual basis, how can you build the safety net?
• What tools are available?
• How can you implement those tools in your workplace?
Psychosocial risk factors in the workplace such as poor
work-life balance, unreasonable work demands and
negative work environment can lead to stress, violence and
harassment. These hazards in the workplace are inevitable
yet many organisations do not have sufficient preventative
and support mechanisms to manage and reduce such
Occupational Health and Safety hazards. Dr Rodski will
share his expert opinion on:

Preventing needless disability - Insights on
improving injury management processes
Some people recover well and easily. Some people with
similar injuries descend into dependency and despair.
What causes the difference? Do predictive studies tell you
anything that you can use? We have learned a lot recently
about how we think and learn. That understanding,
combined with insight into the experiences of injured
people, explains a lot about how our treatment of the
injured influences recovery. When we learn about our
unintentional contributions to needless disability, a new
approach to injury management emerges. Practical
insights, including a new way of looking at resilience as an
operational skill, are the result.

CASE STUDY
Educate don’t Legislate
In this stirring presentation, Major Doc Newman will
explore the way people justify to themselves and others,
their worst possible decisions in regards to safety when
operating motor vehicles. Doc will draw on the extensive
experiences as a Highway Patrol Motorcycle Officer during
his 15 years of operational policing and the flawed logic
observed. Astonishingly, statistics tell us that more workers
are either injured or killed operating motor vehicles than
any other factor in work place incidents. Doc will retell
thought provoking confessions and often funny anecdotal
experiences mixed with the emotional and costly tragedy
that is the road toll. His message is clear... Educate don’t

Healthier Work Service: Key outcomes and
lessons learnt
Healthier Work, WorkSafe ACT is leading the way
to educate, support and encourage workplaces to
foster healthy workplace policies and supportive
environments, enhance positive social conditions and
improve organisational resilience. The commitment
shown by workplaces in the ACT to reduce the risk of
chronic disease by embedding healthy behaviours in
their workplace is inspiring. Mr McCabe will outline how
Healthier Work ensures employers have the ability to lead
by example and take an active role in making the ACT a
healthier community. His presentation will outline the key
challenges faced in establishing this service as well as the
challenges associated with both building and sustaining
momentum in this key area.

Applying systems thinking
The modern workplace is extremely complex and only
by applying a holistic, or systems thinking approach,
are we able to consider the interaction between the

the application of a human capital framework as an
example of systems thinking, to employ health, wellbeing,
and productivity in the Public Sector. It will describe the
development of a human capital diagnostic tool, and how
this approach can be applied across a broad range of
workplaces.

To Hell and Back - An exploration into the way
we think
After surviving a shocking workplace accident, it was
believed that Dave Holland would never work again
and would be dead within ten years. Now ten years on,
re-educated, a masters in OHS, Dave has passion for
this industry that is contagious and well positioned to
assist Australians from avoiding the path he has walked.
The presentation will examine the foundation of safety:
“to care”. In this session we explore participants views
in regards to themselves, their family and their peers.
Presenting aspects of cognitive behavioural theory which
directly relates to perception of risk. Dave will share a
case study model of three simple systems. The theory
has been tested with Nestle over the past 18 months on
a site with 500 workers. Explore:

The recent suicide of Actor Robin Williams dramatically
highlighted to the world the very real consequences of
mental health challenges. Unfortunately, there are significant

Regional Rail Link: Key outcomes and lessons
learnt
Regional Rail Link is a $4.2b transformational rail project
that will remove major bottlenecks in Victoria’s train
network. From inception, the Regional Rail Link Authority’s
(RRLA) Leadership and Safety Teams set out to inspire
exceptional safety performance on the Regional Rail Link
(RRL) project that would be recognised throughout the
industry for years to come. This required the Team to adopt
a non-adversarial approach with contractors, including
proactive support to internal delivery and contractor
safety teams. This involved the need to apply advanced
collaborative and leadership processes at every opportunity.

and communities using a process based model of implementation.
Andrew has worked in Workplace Health Promotion and the Health &
Fitness industry for over 15 years and has delivered many large scale
worksite health programs across Australia partnered with organisations
such as Osteoporosis Australia and Arthritis Australia on disease prevention
initiatives and has worked with Southern Cross University involved in

Creating Effective Health and Safety Programs in a Political Landscape
Whether it be preventing injuries, illness and absence, increasing the health and wellbeing of your workforce or creating a contemporary safety
culture, today’s programs are about achieving results. The Public Sector context is unique as it is operates in a highly scrutinised environment.
Political and community influences are ever present, but the one thing that is constant is the Australian public’s expectation of the highest standards
of health, safety, wellbeing and accountability.
Recent high profile cases such as the Pink Batts Scheme and NBN’s identification of Asbestos in Telstra pits show the importance of being prepared

Scott Paine Consultants
Scott completed the first intake of the Bachelor of Applied Science in Safety course at RMIT and has since become an experienced health, safety
and risk executive with close to 20 years in the profession. He has held ‘in-house’ roles heading the health and safety function at Nine Network
Australia, Ausgrid and worked with Australia’s leading consulting firms. He is a member of the Safety Institute of Australia and a Certified Professional
of the Australian Human Resources Institute. His passion is working closely with organisations to achieve tangible results in health and safety. Scott
has considerable experience across public and private sectors and has practiced heavily in design safety completing over 50 projects in this area.
Notable projects include most of Qantas’ capital works projects, various health facilities in NSW and construction projects with Transport for NSW
and other public works projects. Scott is the Convenor for the AHRI WHS Network and an experienced industry conference chair, facilitator and
presenter.

ABOUT THE EVENT
The Public Sector faces a unique set of challenges and priorities within Workplace Health and Safety. In a changing landscape, organisations must be
adaptable, accountable and resilient as they address the challenges of a diverse and evolving nature of Health, Safety and Wellbeing.
Today we are exposed to managing a variety of issues spanning serious physical injuries to work related illness and psychosocial harm, to more
preventative initiatives focusing on health and wellness promotion. The ability to advise and communicate effectively on a range of health and safety
issues, coupled with the ability to establish and influence the desired organisational culture, are essential skills required of all health and safety
professionals.
Psychosocial harm and mental health issues in the workplace and its negative impact on both the individual and the organisation are areas of
emerging interest and concern in organisations. The term Health and Safety positions the word “health” before the word “safety”. Out of all the

days from the event running will receive a credit note to the value of the registration fee less a service fee of $400 plus
GST. Liquid Learning Group Pty Ltd does not provide refunds for cancellation. The prices above are based on one person
per registration. It is not possible for multiple people to attend within any day of the event on a single registration. Split
tickets, i.e. a different person attending each day of the event, can be arranged. A fee will apply. Please call us for details.
Liquid Learning Group Pty Ltd takes all care to produce high quality events that deliver as promised. All advertised
details are correct at time of publishing. However, when circumstances beyond our control prevail, we reserve the right to
change program content, facilitators or venues. We also reserve the right to cancel or reschedule events if circumstances
arise whereby performance of the event is no longer feasible, possible or legal. Liquid Learning Group Pty Ltd will not be
responsible for any loss or damage arising from any changes to or cancelling or rescheduling of an event. If an event is
cancelled or rescheduled, Liquid Learning Group Pty Ltd will make every effort to contact every registered delegate; if an
event is cancelled or you are unable to attend the rescheduled event you will be issued with a credit note valid for use
towards any future Liquid Learning Group Pty Ltd event held in the twelve months following date of issuance.
