FOR THE TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING (TVET) SUPPORT PROGRAMME UNDER THE SAMOA-AUSTRALIA
PARTNERSHIP FOR DEVELOPMENT
CONSULTANTS FOR PROGRAMME KEY RESULT AREAS:
The Samoa Qualifications Authority is coordinating and implementing a TVET support programme under the Samoa-Australia Partnership
for Development. The programme with four (4) Key Result Areas has activities scheduled to begin in January 2015 and requires the services
of four (4) consultants. The programme aims to “increase the number of skilled Samoans available to fill priority workforce needs”.
The services of consultants are required for the following Key Result Areas, scheduled to begin in January 2015.
TVET Program Management
• Strategic Advisor to the Chief Executive Officer of the Samoa Qualifications Authority (January to February 2015 & May2015)
KRA 1: Economic Relevance
• Development of an Electronic Database for Labour Market Information System (LMIS) (January to February 2015)
KRA 2: Quality
• Review of the Research, Policy & Planning (RPP) Systems and Processes & Strengthening staff capacity (March to April 2015)
KRA 4: Financial Sustainability
• Development of a Post School Education and Training (PSET) Funding Approach that enables Growth & Development and ensures
Accountability (February to March 2015)

CALL FOR APPLICANTS
Pacific Islands Leadership Program with Taiwan (PILP)
We are pleased to announce that the University of Hawaii’s East West Center - Pacific Islands Leadership Program with Taiwan
(PILP) is now accepting applications for the 2015 PILP Fellowship cohort.

Now in its third year, the objective of the PILP Fellowship is to empower up to 125 young leaders from across the Pacific Islands region to
exercise leadership and promote cooperation in a variety of cultural, geographical and institutional environments. This program seeks to
attract candidates possessing outstanding intellectual promise, high leadership potential, and commitment to serve the development
needs of their countries. It is intended to strengthen participants’ knowledge and understanding of key economic, social, political, health,
educational and environmental issues affecting the region, and enable them to cultivate the leadership skills, approaches and networks to
make meaningful contributions to the region throughout their careers.
Starting in late July and ending in November 2015, participants will spend approximately two months engaging in experiential learning
exercises at the East-West Center’s campus in Hawai‘i, in addition to a month of field study in Taipei at the Taiwan Ministry of Foreign
Affairs’ Institute of Diplomacy and International Affairs. The program curriculum includes such topics as applied leadership skills, project
planning, social entrepreneurship and risk analysis, climate change and environmental stewardship, international relations, and public
health.
Citizens from the Cook Islands, Federated States of Micronesia, Fiji, French Polynesia, Kiribati, Nauru, Niue, Palau, Papua New Guinea,
Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu are eligible for these competitive, merit-based
fellowship awards. Early- to mid-career professionals, spanning the ages of approximately 25-38, from all professional backgrounds
(government, business, environment, NGOs, health, media, agriculture, education and others) are encouraged to apply.
The PILP Fellowship provides funding for tuition and course materials, residence hall room costs, health insurance, a living stipend, roundtrip airfare to Honolulu, roundtrip airfare from Honolulu to Taipei, and SEVIS fees for J-1 visas [if required].
