CCV STARS Tournament Referee Information Packet January 16, 2015 CCV STARS and staff sincerely value referees and the positive impact they can have on a youth soccer game for players, coaches and parents. We will work hard to support the referee team and do whatever we can to make them feel part of our overall team. The following describes the major areas that we will interact throughout the weekend. The more we can communicate and be consistent, the better for all involved. We are happy to provide each center referee with a tournament coin to use for the coin toss each game and as a memory for a great weekend. STARS stands for Striving To Achieve Real Significance. Please help us to make this weekend’s experience a wonderful one. You, the referee, is paramount to the success of our tournament! WE ALSO HOPE THAT FOR THE SAKE OF EVERYONE THAT WE WILL NOT HAVE ANY EJECTIONSPLEASE DO EVERYTHING POSSIBLE TO AVOID THIS. BUT BY ALL MEANS CALL THE GAME AS YOU SEE BEST. 1 Referee Process for: A. B. C. D. Referee fee structure Game card tracking/payment & RED card or Ejections Player pass check-in Notes regarding referee interaction A. Referee Payment Amounts: 1. U7 and U8 games will have one referee and they will get paid $15/game – these referees will be supplied by CCV. 2. U9 to U14 games will have 3 referees and will be paid as follows: $30 for center, and $15 each for the two linesmen for a total of $60/game. 3. Referees only get paid if the game is played and considered a complete game and the scorecard is turned in and signed off that they received the correct money. B. Referee Process for Game Card Tracking and Getting Paid & RED Card Ejections: 1. At least 25 minutes before the game, each referee is to check in at the Headquarters tent either at Reach West (fields 11-18) or Reach East (fields 1- 10) where they will sign in for their game assigned and pick up the game card from the tournament site director or staff on hand. ALL referees, whether center or assistants are asked to check in so that we know you arrived. 2. Upon completion of that game, the center referee returns to the HQ tent with the completed game card. The tournament staff reviews scorecard to make sure it is legible and clean. Upon the review, the staff gives the referee one envelope with cash for all referees that will be paid for that game. The referee must look at the cash and confirm the amount and sign off on the score card and write PAID for the amount that they received. 3. Tournament staff calls in the score immediately to Gotsoccer for immediate update. 4. If there is a RED card on the scorecard or indications that the referee removed a player, coach or spectator from the game (it must be clearly written on the form), it must be clear on the scorecard who the person was and team, and what the RED card was for-must be clear that it is either a double yellow card or card for normal soccer fouls like last man foul, hard foul, etc. as opposed to a “violent conduct or equivalent.” The former carries a one game suspension and the latter carries a minimum of 2 games additional suspension in the tournament. a. It is very important to also input the RED card violation into Gotsoccer as a one point deduction will occur for each violation for that team. b. See below for what to do with the player passes for a RED card situation. 2 C. Process for Player Pass Check-in and Game Balls: 1. 1. Games with NO RED Cards (ejections); Players will be checked in by the referee before the game begins at the field. Each team will provide the referee with their player passes. Once checked in the center referee will hold onto the passes until the game is over. If there are no RED Cards, he will give them back to the coach after the game. 2. Games with RED Cards/Ejections: if there is a RED Card(s), he will hold onto all the passes and return them to the headquarters tent along with the scorecard. The scorecard must be completed documenting the RED card violation. Both the passes and scorecard will be turned in to the tournament staff. 3. Tournament staff will remove the RED card player pass from the orange zip tie and place the single pass in the teams’ folder with instructions as to when the pass will be released. Tournament staff will place a new zip tie on the remaining player passes and also put them in the team folder or give them back to the team manager or coach. The team coach or manager will be responsible for coming to get the passes before the next game. ALL PASSES (INDIVIDUAL OR TEAM) FROM A RED CARD SITUATION WILL BE HELD AT THE LOCATION HEADQUARTER (REACH WEST OR REACH EAST). Tournament staff will also try to email and/or text the coach and manager letting them know when they can pick up the single “red cards” pass allowing the player or coach to participate again with that team. 4. If the RED Card occurs in the last game or the suspension from the RED Card cannot be fully fulfilled then the tournament will hold onto the pass and turn it into the AYSA. Example…RED card for violent conduct in the semi-final game of the tournament for that team (which wins and goes on to the final) and requires a 2 game suspension. They would have only satisfied 1 of the 2 game suspensions. D. Referee Notes to Remember 1) Duration of Matches U7 will play four (4) / 12 minute quarters (2 min break between) U8 will play two (2) / 25 minute halves U9 to U12 will play two (2) / 30 minute halves U13 to U14 will play two (2) / 35 minute halves U8 to U14 will have a five (5) minute halftime break There will be NO added or stoppage time to ANY matches in the tournament under any circumstances. 3 2) Ball Size U7 to U8 will play with a Size 3 Ball U9 to U12 will play with a Size 4 Ball U13 to U14 will play with a Size 5 Ball 3) Substitutions Unlimited substitutions will be allowed in all age groups with the center referees permission via the following process: Coaches will indicate to the AR that a substitute is requested. Player entering match must report to within five (5) yards of the center-line of the sideline until the center referee signals them to enter the field of play and only after the player they are replacing has left the field. Although unlimited, substitutions are only allowed at the following points of a match: - Prior to a throw-in by the team in possession - Prior to a goal kick by either team - On a Yellow Card to pull only cautioned player out - At Halftime - After an injury on either team when the Referee stops play - After a goal is scored by either team - GK subs must gain approval by Referee at any time - U7 to U9 age groups may have specific exceptions (refer to U7 to U9 game rules) It is the Referees discretion to allow substitutes in the final three (3) minutes of a match. 4) Modified rules for U7 and U8. Please see details rules. 5) Anyone asked to leave the game (player, coach or spectator/parent) must be documented on the scorecard. Please follow RED Card process. (We are hopeful that we will not have any ejections throughout the entire tournament. Please make this your last resort.) 4
