U.S. Congressional District Exports – Overview CDxports: Services CDxports is a first-­‐of-­‐its-­‐kind database that es%mates services exports from states and Congressional districts to eight regions and 34 major trading partners. We detail nine services categories (e.g., travel; financial services; educa%on; business, professional, and technical services) and 26 services subsectors (e.g., financial management and advisory services, computer soKware licensing, legal services). Data are available for 2006 – 2012. CDxports: Merchandise Goods We es%mate merchandise exports from each Congressional district to 233 countries for 104 sectors (e.g., meat products, industrial machinery, auto parts). Data are available for 2002 – 2012. CDxjobs: Services and Merchandise Goods We es%mate the number of jobs directly and indirectly related to services and merchandise exports (also available for states). Derived from the CDxports database, product coverage and annual availability are iden%cal. The Trade Partnership is the only reliable source of data for merchandise exports, jobs ;ed to merchandise exports, and now services exports, at the Congressional district level. CDxports – NAICS3 vs. NAICS4 ReporFng CDxports merchandise data are available for approximately 100 “NAICS4” detailed industries and 30 “NAICS3” industries, which represent aggregate exports for between one and eight NAICS4 industries. How does the level of detail change our understanding of what a district exports? How do you reasonably appor;on these exports to the correct congressional district when a county is split between more than one district? The Trade Partnership examined more than 20 million business records at the NAICS4 and 9-­‐
digit zip code level to determine the share of each county’s businesses in each detailed industry that fall into each a given congressional district. County exports are distributed fairly to the congressional districts where those types of businesses operate. The graphs below illustrate how the new appor;onment method distributes exports for two dis;nct products for Los Angeles County, California. Since 2007, The Trade Partnership has used CDxports data to produce an annual report for the US-­‐China Business Council on export growth to China from all 435 Congressional districts. CDxports – Product Offerings Data Spreadsheets: The Trade Partnership can provide data in spreadsheet format from any of our databases to organiza;ons that wish to create their own reports, websites, or other tools on the importance of trade to states or Congressional Districts. The Trade Partnership provided CDxports and CDxjobs data to the U.S. Chamber of Commerce for its “Trade Supports Jobs” website. Data included total exports (lef), regional breakdowns (right), and product-­‐specific exports and jobs ;ed to exports (not shown) for all 435 Congressional districts. The Trade Partnership provided CDxports, CDxjobs, and STATEXjobs data to the East West Center for its “Asia Malers for America” website.
