Mark Guthrie has been a legal adviser in the Rule of Law Division at the Commonwealth Secretariat in London since 2009. He is responsible for the implementation of a project entitled
"Promoting judicial independence in the Commonwealth". Much of the work under this project
is concentrated upon assisting Commonwealth jurisdictions with judicial education.

Admitted to the Quebec Bar in 1982, Benoît Pelletier initially practiced law in the Civil Litigation and Real Estate Department of Justice Canada (1983 to 1989) and Legal Services, Correctional Service of Canada (1989 and 1990) in Ottawa. In 1990, he joined the Faculty of
Law of the University of Ottawa, where he is currently works in the capacity of professor. He
was minister of the Quebec government for nearly 6 years, specifically responsible for Canadian Intergovernmental Affairs, Francophones within Canada, Aboriginal Affairs and Reform
of Democratic Institutions.
Hon. Justice John Alexander LOGAN RFD —Judge, Federal Court of Australia—
20 minutes
John Alexander Logan was appointed to the Federal Court in September 2007. He graduated
from the University of Queensland with a Bachelor of Economics and a Bachelor of Laws. Justice Logan was admitted to the Queensland Bar in 1980. He was then working in the Commonwealth Crown Solicitor’s office in Brisbane. He commenced private practice at the Queensland
Bar in 1984 and was appointed senior counsel in 1999.
Reginald Amour S.C. —Attorney-at Law (Law Association of T&T) - 20 minutes
Mr. Reginald T. A. Armour is a member of the Inner Bar of Trinidad & Tobago and a practicing Attorney in the areas of commercial law, constitutional and public law (including election
law) and labour relations. Mr. Armour has a wide Caribbean legal practice and, has represented his clients before the Judicial Committee of the Privy Council. He has served as an
acting High Court Judge of the Supreme Court of Trinidad & Tobago and, as a senior member of the Council of the Law Association and the Law Reform Commission, among others.
He has been appointed by the Chief Justice of the Eastern Caribbean Supreme Court as
Tribunal Counsel to the Stollmeyer Tribunal, both being constitutional Tribunals established
to investigate and report on judicial misbehavior.

Experts:
Mrs. Alicia Elias-Roberts is a graduate from the University of Guyana, where she obtained a
LLB Law Degree. She also holds of a Masters of Law (BCL) and an LLM in Energy, Environment and Natural Resource Law . Mrs. Elias-Roberts also has a Legal Education Certificate
from the Hugh Wooding Law School was previously a Legal Treaty Consultant with Caribbean Community (CARICOM) Secretariat and has done legal consultancies for UNAIDS, ILO
and various governments in the Commonwealth Caribbean. She has over 13 years’ experience as a law lecturer and was a former Head of Department of Law at the University of
Guyana.
Professor Rose-Marie Belle Antoine —Dean, Faculty of Law, UWI, St. Augustine—- 20 minutes
Rose-Marie Belle Antoine, Dean, Faculty of Law, UWI and Professor of Labour Law & Offshore Financial Law, is an attorney, award winning scholar and international legal consultant. She was elected a Commissioner on the Inter-American Commission on Human Rights,
OAS, Washington, 2011, serving as Vice President, Rapporteur for Persons of African Descent and Discrimination and Indigenous Peoples and inaugural Head of the Economic,
Social and Cultural Rights Unit. She is an adjunct professor in US universities, inaugural
Programme Director of the LLM and a former legal officer at the ILO in Geneva. Antoine is
an Honorary Member of the worldwide law body, the Society of Trust and Estate Practitioners, the only Caribbean person so appointed, sits on the Advisory Board of the International
Journal of Legislative Drafting and Law Reform, London, the Advisory Committee of Small
Jurisdictions Graduate Program, Brookes University, Oxford and is the CARICOM Chair on
HIV and Migration.
Justice Denys Barrow CBE, SC —Justice of Appeal (Belize) - 20 minutes
He has served on several occasions as President of the Belize Bar Association . He served
on the Attorney General’s Advisory Committee on legal affairs (sometimes referred to as the
“Kitchen Cabinet”) and was instrumental in the establishment of an informal liaison committee between Bench and Bar. One of his most memorable contributions to the profession
has been his stint in 2004 on the Supreme Court bench of Belize . Mr. Barrow was appointed
as a Judge of the Court of Appeal of Belize in 2009 where he remained until 2011 when he
opted to follow his passion and continue his quest to use his learning, experience and skills
to further the pursuit of justice and social stability in Belize .
Dante Mauricio Negro Alvarado —Director of the Department of International
Law (OAS) - 20 minutes
He is currently the Director of the Department of International Law at the Organization of
American States (OAS), Washington, D.C., and professor in the Master’s Program on International Protection of Human Rights at the University of Alcalá, Spain.
He is currently a member of the Instituto Hispano-Luso-Americano-Filipino de Derecho Internacional (IHLADI), of the Instituto de Estudios Internacional of the Pontificia Universidad
Católica del Perú (IDEI-PUCP), of the American Society of International Law and of the Asociación Americana de Derecho Internacional Privado (ASADIP). He has written numerous
articles and essays on international law and the Inter-American system.
