We hope everyone had a safe and wonderful New Year! 2014 was another successful year bringing us our third
Top Post Award, and to continue to build upon that legacy our 03 February meeting features a special
presentation on the Air Force’s Military Working Dog Program located at Lackland Air Force Base.
The presentation will be led by Dr. Stewart J. Hilliard, Flight Chief, 341 Training Squadron along with Mrs. Tracy
Cann and with the assistance of FFalcor, a senior MWD. “Doc” Hilliard received his PhD in Animal Learning from
the University of Texas in Austin in 1998 and has taught as an adjunct professor at UTSA while providing research
support to the U.S. Army Vet Corps. In 2006, Doc Hilliard became a Dept. of the Air Force Civilian in an expanded
role setting doctrine for the purchase, breeding and principles of training for all USAF Military Working Dogs. He
has provided MWD Training in Beijing China and across Europe. Tracy assists the breeding program and is a
consultant for the MWD foster program. Captain Brandy Caffee at AETC Civil Engineering will also speak about
her experiences as a MWD foster care provider.

Hello San Antonio Post Members,
February is a very special time to a lot of folks. Some search for an early Spring on
Groundhog Day, others express their affections to their love ones on Valentine’s Day.
While our nation honors George Washington, the first President of the United States,
on President’s Day, engineers across the country also celebrate National Engineers
Week (February 22-28, 2015) to recognize engineer’s contributions in our world. But
more importantly, we take this opportunity to reach out and promote the important of
STEM education (science, technology, engineering and mathematics) to our
community and to motivate the next generation of youth to pursue engineering,
scientific and technical careers.
Over the years, our post volunteers have actively supported numerous STEM related activities across
our communities and this year will be another wonderful time for us. We currently have several requests
for volunteers to support the following activities:




Volunteers to be judges for Alamo Junior Academy of Science competition at Lee High School
Volunteers to support TSPE Spring MATHCOUNTS competition at St Mary's University
Volunteers to be judges at the Alamo Regional Science and Engineering Fair at St Mary's University
Volunteers to be judges at the 2015 Texas Science and Engineering Fair (formerly the ExxonMobil
Texas Science and Engineering Fair) at the Henry B. Gonzalez Convention Center

Additionally, we are pleased to announce the opening of our 2015 Post Professional Development (PD)
and Continuing Education (CE) scholarship program. The purpose of the program is to support our post
members with professional registration/licensure, continuing education and professional development.

In the current issue of The Military Engineer (TME) magazine, BG Joe Schroedel, P.E. F. SAME, USA
(Ret.), SAME Executive Director, penned an outstanding article on the transformation SAME has
undergone in our national governance over the past three years. In the article, he reminded us that
SAME is a volunteer organization and since the beginning our post members and their employers are
the bedrock that sustain our society. We have just completed submitting our 2014 Post Streamers and
SAME Awards nominations package and I had the pleasure of reading them before they went in. Boy,
was I blown away by all the great accomplishments achieved by our post members. Thank you, San
Antonio Post, for your generosity and continuing support to our society! Let’s keep up the great tradition
and stay engaged.

I wanted to update you on our vigorous efforts to get ahead on the execution of this spring’s events
– as always, your help in getting the word out and encouraging participation is best for our Society.
Transition Workshop (28-30 January - BWI): Some extra details since this is right around the
corner. We can probably do better on sustaining member company participation and we are seeing
a good turn in terms of focus (more junior job seekers, vice more senior strategic hire candidates).

organization likely - NAVFAC)

2. Job Seekers
a. A total of 50 individuals are signed up to attend (budgeted 50).
b. This year we have a much wider mix in rank of the individuals – it is not so heavy on the O-6s as in the past.
Post Leaders Workshop (19-20 Feb - Phoenix): Good turn out so far (80 signed up).
DOD Briefings (10-11 March - DC): The fact that it looks like we’ll have a budget this year (vice CR) is drawing attention.
We are ahead of schedule from last year in terms of response, but keep pushing this one.
Golden Eagle (12 March - DC): Off to a great start so far. I will meet with my counterpart at AIA to encourage their support
for Suzanne and AUSA is pulling out the stops for Gen Sullivan. Planning for the Fellows Investiture is also well under way.
Platinum tables already sold out.
Senior Executive Group (SEG) (April - DC): We’re organizing the next SEG for late April – more to follow as we work to
address the feedback we provided the Board.
JETC (18-21 May - Houston): JETC is also ahead of schedule as we work to make this energy focused event worthwhile in
both the short and long run. We hope to bring in some new sustaining members from the energy sector – some focused efforts
from HQ working to make that happen. We also have confirmed former Secretary of the Army Tom White as our keynote
speaker (actively working in the energy sector developing projects to support energy independence in North America).
Additionally, the services will celebrate key events in their history (eg 50th Anniversary of Prime Beef in the AF) at our
Society Ball (a new focus for the Ball – will be done in a thoughtful and efficient way – the Ball is our big celebration).
We’re adjusting a few other aspects of JETC – eg we’re working with the Fellows and Young Members to make the
mentoring event more focused on mentoring and real value added.
We appreciate the opportunities to meet with you in the field – especially with our post boards – lots of great ideas and we are
especially interested in learning how to better support the field. Our efforts to bring the National HQ and the field together as
“One Society” is fundamental to our success in all we do.
Let’s make everything we do a team effort – let’s make these events valuable for all! Look forward to seeing you at these
events and in your neck of the woods.

Remembering the Class of 2014
2014 SAME Leadership Lab Graduation By: Joe Martinez The Graduating Class of 2014 for the SAME Leadership Lab had its convocation dinner at the beautiful Paloma
Blanca restaurant in San Antonio, Texas. The ceremony was led by Joe Martinez the 2014 Director and assisted by
Hilda Quinones the Deputy Director. Our distinguished guest was Colonel Mark Lee, the Vice Commander of the
502nd Air Base Wing and Joint-Base San Antonio.
These were my thoughts about the year and the class:
We have had an outstanding class this year. From the beginning, I liked the diversity of the class and the free
thinking everyone brought to the table. I felt truly blessed that I had the opportunity to be a part of your work day
for two Wednesday’s each month. Believe me when I say, they had a positive impact on me more than you will
probably know.
Each Lab participant brought their own special qualities to the table and I felt that was evident in our class
discussions throughout the year. We traversed through 2 books, listened to some great leadership guest speakers,
volunteered at community service events and participated in a team building day that I think was one of the
highlights of the year. You know, you really don’t get to know someone until they’re supporting you with a rope
while you’re on a 50 foot telephone pole telling you it’s going to be okay, and then by the way, “Jump!”

Terry Scott Vesar, Inc formerly J. M. Waller One of the key trademarks of the Leadership Lab was the building of relationships. One of my goals for this class
was to try and establish relationships with everyone who participated by team building, happy hour functions and
accountability partnering. I think it’s safe to say that goal was accomplished but I think more importantly is the
personal relationships that were developed over the course.
This class was special. I think the majority of the class has gone through many personal and professional changes
throughout the year. But what I am most impressed with was the dedication to this class. That to me is a definition
of a leader. How easy is it to say, this class was extra, it was something that could have been put on the back burner,
I really don’t have time for it anymore? That would have been easy. But each one of you saw this to the end and for
that I am thankful and proud.

2014 Leadership Lab Awards Participation Award – Martin Gomez for always having insightful things to say during the sessions; Presentation Award – Edward Medina and Erin Weatherly: Excellent work at putting together the group discussion. Slide shows with very insightful thoughts; Geek Award – Brent Sinn for always fixing any computer issues we had during the presentations; Einstein Award – Alain Rivard for sharing such insightful business and personal thoughts; Buck the system Award – Terry Scott for sharing thoughts that necessarily were not the same as everyone else; Daredevil Award ‐ Marie Masbad for her incredible high ropes acrobatics at John Newcombe Ranch. Homer Guy toasted the Graduates. The presentation of Diplomas was done by myself and Chris Scott. The SAME
Fellow and San Antonio Members I thanked, because without them my work would have been much more difficult,
were as follows: Kent Lancaster, Frank Corey, Chris Scott, Ross Ormond, Steve Houser, Dick Kochanek, Glen
Turney and especially my boss Michele Pauli owner of the Health Facility Solutions Company who allowed me to
participate in the Leadership Lab for three years.
At the end of the dinner, I brought up Hilda Quinones and passed her the “Fortune Telling 8 Ball” and wished her
good luck in 2015.

2015 Professional Development &
Continuing Education Scholarships
The SAME San Antonio Post is now accepting applications for its professional development (PD) and
continuing education (CE) scholarship program. For this program, professional development is defined as a
review course leading to the award of professional licensure (e.g. EIT, PE, RA) or a recognized credential
(e.g. PMP, CFM, LEED AP) or the cost of actually sitting for the applicable examination itself. It also
includes other professional development such as the Post Leadership Lab Program. There are also scholarships
available for continuing education and training toward advance degrees or advanced technical expertise in
these and related fields. The financial support under this program includes the cost of courses/seminars/
technical training, related study materials, associated fees (examination fees, preparatory course fees, etc.) or
travel associated with study courses. The requested amount may also include costs to defray fees associated
with travel, should the PD/CE program not be available locally.
This scholarship program covers professional development and continuing education requirements from 1 Feb
2015 thru 31 Dec 2015.
To be eligible for this scholarship program, applicants MUST BE current SAME and San Antonio Post
members in good standing as shown on the latest Post membership rosters available at the Post website, http://
www.same-satx.org.
Scholarship award(s) totaling about $4,650 are planned for this program. From the $4,650 available, the Post
has established targets of $3,650 for professional development and $1,000 for continuing education support.
The maximum award per member in professional development and continuing education scholarships would
be $500 except for support of the Leadership Lab registration, which would be $100 (one-half of the
registration costs). Awards may, or may not be granted, and are based upon the strength of the application(s)
received and the other data available on the applicant’s participation in SAME/Post activities (including
meetings, sponsorships, SAME/Post positions held and SAME/Post/other publications). A panel will review
applications and make the recommendation to the Post Board for the award(s) of these scholarships.
The application form is available on the Post website and is due not later Monday February 16, 2015 to
the Post Professional Development Director, Woody Thompson, at [email protected].
Awards will be handled by reimbursement from Post funds (i.e., winners will submit receipts to the Post
Treasurer and be reimbursed by check). Individuals selected for any scholarship award(s) MUST still be in
good standing as SAME and Post members when requesting reimbursement for their award. All funds
awarded under this program MUST be used by 31 December 2015.

SAME Engineering & Construction Camps
Call Letter
Dear Educator,
Do you have an outstanding high school student that has an interest in engineering or has expressed
their ambition to become an engineer? If so, please tell them about the Society of American
Military Engineer's (SAME) annual Engineering & Construction Camps. The week long camps are
designed to expose students to engineering professions and are conducted at four different first-class
engineering research facilities. The San Antonio Post is seeking to sponsor local area high school
students to represent us at the 2015 camps. Below are the locations and dates for the camps.




U.S. Army Camp, Vicksburg, Mississippi, Jun 21 – Jun 27 U.S. Air Force Academy, Colorado Springs, Colorado, Jun 25 – Jul 1 U.S. Marine Corps Camp, Camp Lejeune, North Carolina, Jun 21 – Jun 27 U.S. Navy Stem Camp, Port Hueneme, California, Jun 21 – Jun 27 (Cancelled 1/27/15) The camps are fun, high energy, hosts students from around the world and offer a unique once-in-alifetime indoor/outdoor learning laboratory experience that exposes participants to practical skills
and public service. Camp instructors are professional engineers from uniformed & public services,
academic institutions, and private companies. If you have an interested student, please have them
visit HTTP://SAMECAMPS.ORG to determine if they are eligible and to download the application
forms.
Application packages are due NO LATER THAN FRIDAY, 06 MARCH 2015 to the San Antonio
Post. Completed packages are to be sent to [email protected]. Late packages
will not be accepted and packages mailed to an individual camp will not be considered.
The San Antonio Post typically receives only one (1) slot per camp, so the application process is
very competitive and students are encouraged to apply for more than one camp location. The Post
will cover registration costs and transportation to and from for students selected to attend one of the
Camps.

Update from TISP KSEC
Here’s an update from the Jan 21 TISP Knowledge, Skills, and Education Committee (KSEC) teleconference
meeting. Plans are moving ahead on the Apr 20-21, 2015 Critical Infrastructure Symposium (CSI) at the Westin
Hotel, Baltimore, MD.
The Symposium brings together federal, state, county and municipal officials, international government
representatives, leaders and practitioners from companies, scholars, professors, students and military cadets to
discuss the importance of building resilient infrastructure for community safety, national security and the
growth of our economies as it is taught through undergraduate and graduate academic and professional
development programs - see www.tisp.org.
The 2015 CIS theme is “3Ps of Resilience: Partnering – Planning – Performance.” Technical Sessions will
cover the following four topics:
1. Regional Requirements for Community and Infrastructure Security and Disaster Resilience;
2. Making the Resilience Decision: Allocating Resources and Investing;
3. Innovation in Integrating Cyber and Physical Security and Resilience; and
4. Partnering to Advance Regional and Infrastructure Security and Disaster Resilience.
Committee members have been reviewing the papers received from professionals for presentations at the CIS.
At the same time a call has gone out for student papers for presentations at the event – the deadline for student
papers is Feb 13.
The Committee is also going out to universities and the military academies asking for student teams of up to
five participants each to participate in Goethals’ Infrastructure Challenge (GIC) at the CIS. The GIC is an open
ended student competition that provides an opportunity for participants to engage critically, creatively, and
completely with a wicked (or complex-adaptive if you prefer) infrastructure problem and envision and describe
a transformative solution. More information on the GIC is available at www.infrastructurechallenge.org.
Other issues the Committee is focusing on include the key note speakers and the agenda. An updated agenda for
the CIS is expected by the end of Jan 2015. One area being looked at for the closing session is the “Movement of
Hazardous Material by Rail” involving the key organizations involved with this topic.
One other important area that the KSEC is addressing is the selection of a new Chairperson for the Committee.
