You Are Invited to Participate A. Overview The USA Cycling Mountain Bike Development Race Series (MDRS) has a new name in 2015 but has been in existence under different series and calendars since 2000. Formerly known as the Alison Dunlap Junior Race Series and former part of the American Mountain Bike Challenge, this program has provided racing opportunities for aspiring junior males and females across the United States. This series will continue in 2015, and its success will depend upon the continued hard work of those race organizers who are involved. B. USA Cycling Goals The immediate goal for the MDRS is to continue to grow the mountain bike racing opportunities for juniors by developing long-term partnerships with race organizers who will create safe and fun racing opportunities for boys and girls, young men and women. The ultimate goal is to continue to increase the quantity and quality of mountain bike racing opportunities for USA Cycling licensed junior riders in the United States, to identify potential cycling talent among junior athletes, and provide qualification for 15-18 year-old athletes for the USA Cycling Mountain Bike National Championship. C. Regional Talent ID Camps The MDRS is the first step to having riders qualify for the USA Cycling Regional Talent ID Camps. Regional Talent ID Camps are well staffed with USAC certified coaches and mechanics. These coaches and mechanics teach the basics of training program design, nutrition, injury prevention, positioning, and mechanics. Camp staff includes the camp manager, lead coach, assistant coaches, athlete alumni, mechanics, and ride leaders. National Championship Qualification MDRS events will be used as qualification events for cross-country races at the USA Cycling Mountain Bike National Championships. The number of rider qualification slots will be 15-deep per gender and age-group for ages 15-18 in Category 1, 2 and 3. E. Benefits for Race Organizers The benefits package for race organizers is designed to reward successful events and to increase promotional exposure for their events. This can bring valuable exposure to events, which can increase the interest of sponsors and local media. Benefits are as follows: Use of the “Junior Devo” and “USA Cycling” names and logos for event promotion Pre-event promotion of the series on the USA Cycling web site (http://www.usacycling.org) Increased interest in the event by junior riders and parents because of the MDRS connection with the USA Cycling Results and Rankings Program and the USA Cycling Regional Talent ID Camps The top 15 riders in both genders in categories 1, 2 and 3 in age-groups 15 and above will be qualified to compete at the 2015 USA Cycling Mountain Bike National Championships. Qualified riders will be generated from the race results submitted to USA Cycling. The qualified riders will be posted to the USA Cycling website and extended invitations to compete via email. Qualified riders must have an annual USA Cycling license in order to compete at the USA Cycling MTB National Championships. USA Cycling will provide: Medals to top 3 places in each junior category offered F. Application Deadlines Applications will be accepted until two weeks prior to the event. Applications received within two weeks will not be considered. Successful applicants will be notified via email. The 2015 MDRS calendar will have the first posting on the USA Cycling website by February 2015. Requirements for Designation A. Overview Along with providing a safe event, which includes races that are appropriate for different ages of riders, MDRS event organizers will agree to provide as many racing opportunities for riders aged 18 and under as feasible. Details about agegraded races are on page 5 of this packet. The organizer must also submit the results from the MDRS races electronically to USA Cycling within 48 hours from the end of the event. We are requiring this prompt and efficient method of submitting results in an effort to better serve the riders. This will enable us to quickly and accurately post the results on the USA Cycling web site. B. Organizer Qualifications USA Cycling event organizers or clubs who are applying for a MDRS race designation must have demonstrated the ability to organize high quality, professional and safe events. The applicant must successfully follow the guidelines listed below: The director must be a member of a USA Cycling Club or an Event Organizer. The club and event organizer must be in good financial standing with USA Cycling. The MDRS events must be permitted through USA Cycling. USA Cycling Mountain Bike State and Regional Championships are encouraged to be a MDRS event. American Mountain Bike Challenge (AMBC) events are encouraged to apply for MDRS status C. Organizer Requirements In exchange for the benefits of MDRS designation, race organizers will be required to meet the following requirements in service to the participating athletes: Provide a safe and fair event Provide race courses which are appropriate in length and level of difficulty for the age of riders Include the suggested age-graded racing categories (see below for details) Submit MDRS results to USA Cycling electronically within 48 hours from the conclusion of the event (see details below) D. Event Designation Criteria MDRS applications will be evaluated and awarded based upon the following criteria: A review of the submitted application Race applications only for Cross-Country (XCO) The quality and safety of past events The adherence to the designated requirements in past events Event location and date No date conflict with other nearby MDRS events in the same region Reasonable race entry fees for junior riders Ability to submit electronic formatted results on a timely basis Supporting materials, such as event fliers, website addresses and newspaper clippings from past events Documentation of any extra considerations the race organizer offers the junior riders to help defray race-related costs. USA Cycling Results and Rankings Program Each MDRS race is required to participate in the USA Cycling Results and Rankings Program. Participation in this program also allows your race’s results to be posted on the USA Cycling website and ensure that riders will be able to utilize your race toward their national ranking. More importantly, camp qualifiers are based on these results. Further details on the Results and Rankings program may be found at http://www.usacycling.org/events/rr.php. F. Required Age-Graded Racing Categories An official MDRS event should provide the following racing opportunities and separate scoring for the following age groups. If it is not feasible for an event to have all of the following, the emphasis should be placed on the categories that receive development camp invitations*: MALE (“Racing ages” used) Junior 10 & under Junior 11-12 Junior 13-14 Cat 1 15-16 Cat 1 17-18 Cat 2 15-18 Cat 3 15-18 FEMALE (“Racing ages” used) Junior 10 & under Junior 11-12 Junior 13-14 Cat 1 15-16 Cat 1 17-18 Cat 2 15-18 Cat 3 15-18 *USAC Regional Talent ID Camp qualifications are based on competitive race results from the following: At least one Top-5 finish from MDRS or other similar MTB events in the Category 1/15-16, Category 1/17-18. Category 2 riders with a racing age of at least 15 may be considered based on race resume/results. Resumes should be submitted to Kevin Dessart ([email protected]). If a junior athlete raced in any 2014 regional mountain bike event (AMBC or any other large event) after June 1 in 2014 and placed top five in 15-16, or 17-18 categories, that athlete is automatically qualified to attend any Regional Talent ID Camp in 2015. G. Limited Liability USA Cycling reserves the right to use information provided in your application to promote your MDRS event in our member publication and Internet web page. For that reason, it is important for you to be accurate in the date and description of your event. Event Results Results must be complete and submitted in the electronic format within 48 hours from the end of the event, as described within the Results and Rankings Program. If you have any problem complying with this, please contact USA Cycling. USA Cycling requires that event results for MDRS events be submitted to USAC for posting to the USA Cycling web page and for awarding Results and Rankings Program ranking points to USA Cycling licensed riders.
