Context: Under the overall guidance of the Head, Logistics and Procurement and the direct supervision of the Procurement and Logistics Officer, the successful candidate will be accountable and responsible for ensuring the appropriate implementation of instructions and policies governing the management of resources related to procurement and logistics in the mission. The successful candidate will be responsible and accountable for providing support to ongoing activities with procurement and logistics services. S/he will also contribute to Page 1 / 4 providing recommendations aiming at increasing effectiveness and efficiency of procurement and logistics management of South Sudan. Core Functions / Responsibilities: 1. Coordinate with the Head, Procurement and Logistics on strategic planning for procurement and logistics needs. 2. Manage and conduct logistical activities, with the following main activities: warehousing, shipping, and logistical support for the Rapid Response Team, Displacement Tracking and Monitoring (DTM) and Health Unit. 3. Develop and maintain accurate warehouse inventories by keeping track of all warehouse transactions using Access and Excel software. 4. Assist in the implementation of procurement, logistics, facilities maintenance, asset administration and transport support within established internal control mechanisms. 5. Liaise with project managers and heads of sub-offices regarding logistics and service requirements. Generate reports as necessary. Propose and implement strategic adjustments towards increasing the effectiveness and accuracy of all logistic activities. 6. Take responsibility for planning, implementation and monitoring aspects related to logistical needs of the units supported. 7. Contribute in the preparation and implementation of permanent instructions for procurement, warehouse operations and asset administration that are compliant with IOM’s general instructions, policies, procedures and donor requirements. 8. Participate in logistics/operational coordination meetings. 9. Follow-up and liaise with the Logistics & Procurement Unit on purchase orders status and keep project managers/requesters abreast of estimated delivery times or any changes that may affect or modify the pre-determined delivery conditions. Ensure all expected merchandise is received in accordance with purchase order (PO) specifications, and that all goods are in good condition. 10. Conduct PRISM transactions using the Materials Management Module. 11. Manage and supervise staff dedicated to the above duties and responsibilities. 12. Travel to program sites in the region to perform logistics evaluations, if necessary. 13. Perform such other duties as may be assigned. Emergency and Crisis Works effectively in high-pressure, rapidly changing environments; Coordinates actions with emergency response actors and making use of coordination structures; Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors; Establishes and maintains effective relationships with implementing partners; Makes correct decisions rapidly based on available information. Required Qualifications and Experience Education Master’s degree in Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience. Experience Experience in procurement and logistics operations; Excellent level of computer literacy and good knowledge of SAP/PRISM; Experience working on complex projects, specifically meeting timelines; Knowledge of asset management processes and procedures; Page 3 / 4 Knowledge of IOM internal procurement and financial rules, IOM’s SAP/PRISM elements as they apply to procurement and logistics is an advantage. Languages Fluency in English is required. Note: *With possible relocation to other duty stations in South Sudan.
