The Authority ESMA is an independent EU Authority that was established on 1 January 2011. It works closely with the national competent authorities who are members of the European System of Financial Supervision and the other European Supervisory Authorities – the European Banking Authority (EBA) responsible for banking and the European Insurance and Occupational Pensions Authority (EIOPA) responsible for insurance and occupational pensions. ESMA’s mission is to enhance the protection of investors and promote stable and wellfunctioning financial markets in the European Union (EU). As an independent institution, ESMA achieves this aim by building a single rule book for EU financial markets and ensuring its consistent application across the EU. ESMA is also responsible for coordinating actions of securities supervisors or adopting emergency measures when a crisis situation arises. For further information, please refer to ESMA’s website www.esma.europa.eu 2. Job description The Operations Division is responsible for the Authority’s resources and support functions. The activities of the Division cover five areas: • • • • • Human Resources - supporting ESMA staff in all matters related to recruitment, payroll, individual rights and career development; Finance & Procurement - preparing and implementing the budget and procurement plan, and ensuring that budgetary transactions are run in a sound manner and in respect of existing EU rules and procedures; Information & Communication Technology (ICT) - preparing and implementing the ESMA’s IT strategic programme as well as ensuring the implementation and maintenance of the IT systems and networks of the Authority; The Facility Management - responsible for the smooth running of the facilities of the Authority and the acquisition of goods and services, in accordance with the EU public procurement rules and procedures. It ensures also the health, safety and security of ESMA staff and visitors; Planning and Reporting - in charge of the preparation of the Multi-Annual Work Programme, Management Plans and Work Programme of the Authority, as well as reporting on their progress to the Management Board. Given the relevance of the projects for the European securities and derivatives markets, and the associated need to strengthen the resources to deliver and implement them, ESMA aims to fill 6 SNE’s positions within the Information & Communication Technology (ICT) team and the Markets Division. The SNEs will contribute to the IT supervision of the financial markets at EU level. The Information & Communication Technology (ICT) team is responsible for development and operations of the critical ICT solutions and capabilities which support the ESMA’s core mission and processes (e.g. the implementation of the ESMA Regulatory Work Programme). Over 12 internal staff members (among them IT project managers) and a significant number of domainspecific consultants are responsible for developing, delivering and maintaining information management/communication technology capabilities that ensure enhanced information exchange among ESMA, National Competent Authorities, Credit Rating Agencies, and third parties. Page 2 of 8 The Markets Division of ESMA is responsible for the rule-making, supervisory convergence and supervisory tasks related to market infrastructures (at the trading and post-trading levels) and secondary markets conduct rules. Therefore, it is leading ESMA's work on files like the EMIR implementation, clearing obligation, CCPs, Central Securities Depositories, MIFID/MIFIR implementing rules, Short Selling, Market Abuse, Supervision of Trade Repositories and work related to Commodity Derivatives. It is also leading the work on MiFID implementation on transparency of transactions in financial instruments, reference data and data reporting to regulators and trade repositories. Depending on the skills/qualifications/ expertise of the successful candidates and of the needs of the ICT team, the successful Seconded National Experts (SNEs) will be working in the area of the IT projects management, in one of the roles specified below (see “main duties”): • • • • • • Programme Manager Project Manager Project Assistant (PMO) Lead Business Analyst Lead Architect Business Project Manager. That role should be the functional coordination point for the IT delegated projects within the Markets Division (the Division in ESMA responsible for policy and operational matters related to wholesale markets and post trading, including trade repositories). Main duties: Programme Manager • • • • • • Operationally accountable for project managers, while planning and monitoring the overall progress of the programmes, resolving any issues and managing relationships with key stakeholders. Manages IT programmes budget (planning and execution). Manages procurement plans and relationships with key suppliers. Responsible and accountable for achievement of Programmes objectives, scope, timetable, milestones, risks and issues etc. Oversees the correct and timely execution of administrative processes and procedures in compliance with corporate policies and standards. Governs the consistency and completeness of information requirements documented, and conformance to data policies and standards. Project Manager • Proposes and executes the project plans as approved by the Project Steering Committee, in particular for activities related to the interface with reporting entities, their support, improvements in interoperability. Page 3 of 8 • • • • • • • Drives ESMA contributions within Task Forces related to the project. Daily manages and coordinates the project core team activities and resources. Ensures that project objectives are achieved within the quality time and cost objectives. Manages stakeholder’s expectations. Ensures that all key management milestone artefacts are delivered and approved by the Project Owner. Communicates and reports project progress to the Project Steering Committee and to the IT Management Group Performs risk management for project related risks. Project Assistant (PMO) • • • • Performs general administration and specific tasks for the projects (reporting, support to procurement and administration of contracts, etc.). Responsible for the project related communication with all project stakeholders, including external counterparties. Contributes to the project documentation, in cooperation with the Project Manager. Assembles, collates, distributes and archives project information and provides this information on request (preparation and follow-up of project related documents, like project plans, status reports, letters and memos, tracking of deliverables and approvals, etc.). Lead Business Analyst • • • • • • • Drafts and maintains project documentation such as business cases, service descriptions, business workflows and processes. Gathers, documents and analyses requirements for IT systems including Use Cases, business process models and testing specification. Analyses possible technical solutions consistent with business and functional requirements, IT plans and, if relevant, defining required customisations. Coordinates integration and testing with business users and other IT teams. Reports on the progress of the above tasks to an ESMA IT Project Manager. Contributes to the resolution of issues and to the identification and management of risks. Organises workshops and coordination of project stakeholders, taking into account the information required for this activity and the project schedule. Lead Architect • • • Demonstrates technical and advisory leadership for the project, maintenance and operations teams and communicates the technical and business message. Advances the art and methodologies used internally for the delivery of customer solutions. Successfully leads complex engagements, bridging between the business, IT and the outsource vendor. Page 4 of 8 • • • • • • • Successfully leads and oversees due diligence engagements to gather the necessary information to design solutions to client business goals. Works with Project Teams to provide the technical and business expertise. Proposes solutions that meet the business goals or needs, functional and non-functional requirements, target schedule milestones and budgets. Provides local teams with in-depth knowledge of solutions and capabilities with an understanding of how they are delivered and provides mentoring to local architects. Provides technical, project, and relationship management for engagements with vendors and third parties. Provides thought leadership and implementation methodologies to all levels of hosting and network operations, service level delivery, and the application of operational processes. Contributes to the system integration and roll out, capacity planning and performance tuning. Business Project Manager • • • • • • • • • Brings to the project good business knowledge of the areas that the systems will cover (reporting to Trade Repositories and, more importantly, MiFIR pre- and post-trade transparency regime and reference data reporting). Drafts and maintains project documentation such as business requirements and a part of the functional specifications. Gathers, documents and analyses requirements for translating the regulatory obligations (MIFID/MIFIR and EMIR) into the objectives and functionalities that the IT project should deliver. Analyses options to implement the regulatory requirements into practical solutions for the IT systems. Coordinates the interaction of the development team with the policy areas in the Markets Division and the relevant working committees at ESMA. Participates to the testing of the system to confirm that it responds to its objectives Reports on the progress of the above tasks to the Head of the Markets Division. Contributes to the resolution of issues and to the identification and management of risks. Organises workshops and coordination of project stakeholders, taking into account the information required for this activity and the project schedule. 3. Qualifications and experience required A. Eligibility Criteria To be considered eligible, candidates must satisfy all the eligibility criteria listed below, by the deadline for submitting applications: Page 5 of 8 • Be employed by a member of the European System of Financial Supervision4. • Have worked for their employer on a permanent or contract basis for at least 12 months before their secondment and shall remain in the service of that employer throughout the period of secondment5. • Be a national of an EU or EFTA Member State or a country with which the Council has decided to open accession negotiations and which has concluded a specific agreement on staff secondments (except where the Executive Director grants a derogation). B. Selection criteria PRE-SCREENING PHASE The received applications will be screened by HR against the eligibility criteria listed in the vacancy notice. Applications which fulfil the Eligibility criteria (part A) will be provided to the hiring manager (e.g. the Head of Unit/Division/Team Leader) for assessment against selection requirements/criteria (part B.1 & B.2 & B.3). The respective hiring manager may contact directly the applicants, perform phone or personal interviews, check availability of candidates and discuss mutual expectations with SNE’s employer prior to the final selection decision. As a result, the hiring manager provides his/her proposal about the candidate to be offered the secondment. The proposal is submitted for decision to the ESMA Executive Director. Short-listed candidates, who were not offered a secondment position, are placed on a reserve list. The validity of the list is of one year, with a possibility of an extension for another year. B.1. Essential requirements a) Experience in the relevant domain (as specified in the part 2 above); b) Excellent command of English6; c) Motivation for the advertised position. B.2. Advantageous requirements a) Knowledge and experience in financial markets and financial regulations7; b) Experience in European regulatory IT projects; c) Project management certification (PM2, Prince2 or equivalent); 4 As specified in Article 2 of Regulation (EU) no 1095/2010 establishing the European Securities and Markets Authority. Before the application, the candidates should receive the formal approval/authorisation of their potential secondment from the National Authority in which they are employed. 6 At least B2 level, as in line with the Common European Framework of Reference for Languages. http://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr English: working language of ESMA. 7 Especially relevant for Business Project Manager. 5 Page 6 of 8 d) ITIL certification; e) Certification (CISM, GSLC, CISSP, CBCP, MBCP or equivalent) and/or experience in information security fundamentals; f) Knowledge of Enterprise Architecture frameworks, like TOGAF, MODAF, Zachman Frameworks etc.; g) Knowledge of System Engineering processes e.g. DOD, Agile, RUP, IIBA standards and other development methodologies; h) Knowledge of Quality systems e.g. CMMI for Systems Engineering/Software or others; i) Experience in public procurement; j) Specialisation in outsourcing, including multi-million euro deals; k) In-depth knowledge of end-to-end systems development life cycles (including waterfall, iterative and other modern approaches to software development); l) Proficiency in solutions design and requirements definition disciplines leveraging model driven design based tools and techniques including conceptual solution component models, business process models, use cases, etc.; m) Experience gathering, compiling, and analysing data to make practical recommendations at the tactical or strategic level to executive management; n) Professional experience in multicultural environment.
