1 Introduction & Background
The Pakistan Institute for Parliamentary Services (PIPS) is a premier institution created to provide quality research and
capacity building services for parliamentarians and parliamentary functionaries. The establishment of a sustainable institute for
legislative research and capacity building has been a long standing aspiration of parliamentarians and parliamentary staff in
Pakistan. The establishment of the Pakistan Institute for Parliamentary Services, PIPS, through an Act of Parliament is a major
step towards the realization of this objective.
2 Need of New Website:
It may be noted that PIPS has been established as a primer institute mandated to provide capacity building,
information, research and legislative services to all national and provincial legislatures in their efforts to perform
their onerous tasks of law making, executive oversight, policy making and representation. The Institute has been
created to maintain the national, provincial and international data, information and statistics to provide to the
parliamentarians for the efficient performance of their duties. The institute needs to develop a state of the art new
website to cater the above mentioned services to the parliamentarians. During the past decade the objectives of
parliamentary website have become more complex and more challenging to fulfill the functions of PIPS. Its website
has to be dynamic, database driven site for future scale, Search Optimized content enabled, having
Parliamentarians/members driven content submission and retrieval system. It should be Content Management
System (CMS) based with PakLAG Koha Library System Deployment and Integration that covers W3C standards.
It must be secure and risk free and visually attractive in line with Pakistan parliamentary tradition.

4 Guidelines for Proposal Submission
Award of the contract resulting from this Requirement Specifications document will be based upon
the most responsive Firm/Consortium whose offer will be the most advantageous to PIPS in terms
of cost, functionality and other factors as specified elsewhere in this Request for Proposal (RFP) /
Requirements Specification document.
PIPS reserve the right to:




Reject any or all offers and discontinue this RFP process without obligation or
liability to any potential Vendor,
Accept other than the lowest priced offer.
Award a contract on the basis of initial offers received, without discussions or
requests for best and final offers, and
Award more than one contract.

made without the approval of all members of the institute committee. All prices shall be

Any award to be made in accordance and response to this RFP/ Document Specification will be based
upon the proposal with appropriate consideration given to technical and financial aspects. Evaluation
of offers will be based upon the Vendor’s responsiveness to the RFP, technical and financial proposal.

Design, development and implementation of website and Content Management System with all
information provided by Research and IT Department of Pakistan Institute for Parliamentary
Services (PIPS).
The Website should support two languages English and Urdu (Bilingual).
Website should maintain a database of the entire necessary documents, with a proper back-up and
archive function.
All the contents of old website (www.pips.gov.pk) should be adjusted in new CMS based portal.
Website should be based on an open source Content Management System (CMS), PIPS will not pay
any license fees for CMS.
Website should be scalable.
Social networking links to every page, articles, papers , news etc
Monogram Designing for PIPS
Latest Technology and development tools need to be implemented for higher security level.
(Customized PHP code is recommended)
The website will contain a comprehensive database of PIPS Research Papers, News Letters, PIPS
Journals, Reports, Articles, Handbooks, and Guides with National and International researches, laws
and acts etc.
Parliamentarians and PIPS Staff authentication will be required to view and download the resources
etc.
Some of latest research of PIPS will be visible to public but Members can access to all the resources
through Authentication.
PIPS website will also have the library feature therefore Open Source PakLag KOHA integration is
mandatory.
There should be an Events feature (Training and Seminars) with ability to archive old events for
future reference (This should also be a kind of data base of Training and Seminars, Upcoming and
Past Events).
Newsletter subscription would be used at the front page and at newsletters section.
Training materials database (Presentations, Agendas, Photos, and Participant List etc).
Having the features of Poll and have the database of Old archiving with result.
Print and social networking option on each page.
Contacts download in VCF.

Research Papers Database
Parliamentarians and PIPS staff has to be authenticated through username and password. A database
of PIPS, National and International research papers will be created. Each document should be in
database table and view will be available on web, each paper will be tagged by the name of research
paper, year, Organization (like the paper of PIPS will be tagged by the name of PIPS), front page
photo, and download option International research papers will also contain the country tag. And by

Content Management / Administration Section
Website should provide easy content addition; deletion and modification through a user-friendly content
management system (CMS) so that the same can be updated without any support and little technical know/how:
8.1 The CMS should have user IDs and passwords for which the respective web master(s) can use to modify
pages. Additionally, a central admin user interface should also be created through which content of all
sections can be modified. An IP based security mechanism should also be deployed.
8.2 The Super Administrator should be able to introduce new administrators for specific sections.
8.3 Through the CMS, top and three sub-level menu links can be added for inclusion of additional static web
content.

8.4 Additional static content can be added/deleted/edited via a web-based JavaScript WYSIWYG editor or
through file upload.
This will include html, graphic, PDF and MS Word files.
http://tinymce.moxiecode.com is an example of a WYSIWYG editor; developer may use any opensource editor. Static content should be saved as files on website and not in database.
8.5 Subscription/MLM services as defined above should have administrative section.
8.6 Any change to the content through the CMS will be logged for traceability.
8.7 The section will also provide the facility for the web master to post, delete and archive jobs, tenders, news,
members, committees, and other documents in their respective sections through administration forms.

requires Adobe Acrobat Reader)
9.8.2 Design should be scalable allowing fast and easy expansion with minimum modifications
9.8.3 Design should be modular allowing changes with minimum effort

9.9.1 Firm / Consortium shall be responsible to host the website on NTC Server initially for the
period of 2 years (in case if it is decided to host the sites on client premises, Firm /
Consortium would provide technical assistance in deploying web servers at clients’
premises)
9.9.2 Firm / Consortium shall be responsible for complete technical administration, maintenance
and performance of the hosted sites
9.9.3 Web server shall provide tools for monitoring website statistics and performance
9.9.4 Website performance should not degrade more than 10% under heavy usage
9.9.5 Bandwidth usage restrictions (if any) should be specified based on anticipated user traffic
9.9.6 Website hosting environment should be secure against all types of unauthorized
access/modifications that could affect the availability and integrity of the website
9.9.7 Firm / Consortium shall provide complete unrestricted administrative control to the website
if and when requested

9.10

Security
9.10.1 Consultant shall demonstrate compliance with international security standards and best
practices for integrity and confidentiality of website content/data
9.10.2 All administrative data transactions should use secure protocols providing confidentiality,
integrity and non-repudiation.
9.10.3 If a PHP and/or MySQL solution is proposed, website should be designed with “register
globals=off” and MySQL Latest Version. Similar security precautions should be observed
with other technologies.
9.10.4 All inputs must be properly sanitized to prevent Cross Site Scripting (XSS), Injection Flaws,
Malicious File Execution, Insecure Direct Object Reference, Cross Site Request Forgery
(CSRF), Information Leakage and Improper Error Handling, Broken Authentication and
Session Management, Insecure Cryptographic Storage, Insecure Communications, Failure
to Restrict URL Access and other possible attacks.
9.10.5 Various security testing tools should be applied after development.

9.13

Maintenance
9.13.1 Consultant shall provide 1 year Warranty services from the date of commissioning of the
website and successful User Acceptance Testing. Warranty shall cover,
9.13.1.1 Free-of-charge fix-up of all security and technical problems for smooth and
error-free functioning of website
9.13.1.2 Free-of-charge minor changes (modifications and enhancements) to the
website for a predefined number of man-hours. The number of man-hours to
be quoted by Consultant should be based on past experience and should not
be less than 20% of the overall website development man-hours.
9.13.2 Consultant shall provide 1-year maintenance (involving the IT personnel from the client’s
organization) on expiry of warranty period. Maintenance shall cover,
9.13.2.1 Free-of-charge rectification of all security and technical faults related to
smooth and error-free functioning of the website
9.13.2.2 Free-of-charge minor changes (modifications and enhancements) to the
website.
9.13.2.3 Detailed maintenance plan should be provided by the Consultant with
maintenance procedure, response time, charges, etc.
9.13.3 Minor website changes/enhancements should be performed in minimum possible time
(preferably within 24 working hours)
9.13.4 All changes to the website must be tested by Vendor and pre-approved by PIPS prior to
deployment
9.13.5 Consultant will work closely with the relevant IT staff of PIPS and will build the system with
them
9.13.6 Phone support
9.14
Change Management
9.14.1 In case of any change requested by the Client after finalization of SRS, Contractor will
provide Client in writing, the estimate increase in scope of work.
9.14.2 To implement the new / revised changes, both the parties would again sign the revision to
RFP/Technical Specification Document and agree to the increase in Project Cost as per
the rates mentioned in ‘. Annex A Service Charges for Additional Services beyond
Project Scope’, Annex A and the Project delivery time
9.15
Progress review / status reports
Weekly progress/status reports, on a predefined format, will have to be submitted to the PIPS
team to track the development progress of all the web sites. Review meetings would be held as
and when required (initially on weekly basis).

10 . Annex A Service Charges for Additional Services beyond Project Scope
The following are service charges of Contractor during normal business hours (0900 Hours thru
1700 Hours, Pakistan Standard Time) Monday thru Friday. Saturday/Sunday and Holidays are
excluded. Any work carried out during outside the normal working hours (up to 9:30 PM) would be
billed by the Contractor at twice the amount indicated below. Any work that is started after 9:30 PM
and before 9:00 AM would be billed at 2 times the regular price.
