WORKING IN THE DIOCESE OF CAIRNS
The Catholic school system is an integral part of the Church. The Catholic Diocese of Cairns extends from Cardwell in
the south, west to the Northern Territory border including the Atherton Tablelands, and north to gulf country, Cape
York Peninsula and the Torres Strait Islands. With the exception of Catholic Education’s Thursday Island school, all
schools and colleges are within two hours driving time from Cairns.
Catholic Education Services is the Diocesan education office. Leadership and strategic management of the system of
schools is the responsibility of the Executive Director of Catholic Education Services, who is the employer of all
Catholic Education staff in the Diocese.
Conditions of employment, including Salary, Leave Entitlements, and Notice, are in accordance with the Single
Enterprise Collective Agreement – Diocesan Schools 2012 - 2015. Salary level will be in accordance with Schedule 1,
including calculations from statements of service provided.
Employment is conditional upon the acceptance of the Statement of Principles for Employment in Catholic Education
and the Code of Conduct for Employees of Catholic Education, Diocese of Cairns, and attainment of Accreditation to
Teach Religion in a Catholic School. All employees have a responsibility for promoting and safeguarding the wellbeing

1. CATHOLIC EDUCATION SERVICES
Catholic Education Services Cairns consists of twenty-seven schools including nineteen primary
schools, One prep to Year 12 school and seven secondary colleges which includes a Special
Assistance School with campuses in Cairns and Cooktown. There are also plans for two more schools
opening in 2016 including a primary school in Weipa and a Prep to Year 12 school in the Mount Peter
region of southern Cairns.
CES is committed to building communities of learning that provide a safe, nurturing and
academically challenging environment for all students.
Leadership and strategic management of the system of schools is the responsibility of the Executive
Director of Catholic Education. Through a team of professionals the Executive Director manages and
facilitates a number of significant and particular delegations which include:
•
Support of the mission of the Church as delivered through Catholic education;
•
Support of schools by providing services that strengthen school capacity;
•
Provision of leadership and forward planning to develop organisational capability;
•
Distribution to schools of government allocated funds and their accountability;
•
Monitoring of quality of schools and compliance/accountability with requirements
of governments, Church and parents;
•
Within limits, provision of some centralised, specialised student services, where this is the
most effective and efficient approach.
2. PURPOSE OF ROLE
The Boarding Manager is responsible for the provision of care in the Boarding Community where
justice, compassion, excellence and hospitability should be evident in all interactions of staff with
each other and with students, as well as the boarder community.
The Boarding Manager is responsible for developing a team who provides a warm, friendly, safe
environment which attends to the pastoral needs (social, emotional, intellectual, physical and
spiritual) of all boarders.
The Boarding Manager works directly with the Head of Campus and College Principal in overseeing
the systems of care and student management in order to create an effective environment for
teaching, learning and living away from home.
The Boarding Manager works closely with the College Leadership team on all matters affecting
residential student organization, the religious life of the College, pastoral care and student
management.
The Boarding Manager reports in the first instance to the Head of Campus and works closely with
the College Principal.
This is a role that requires sensitivity, discretion, confidentiality, vision and a collaborative style of
leadership with energy and commitment.
3. PRIMARY DUTIES AND RESPONSIBILITIES

Exercise Religious Leadership in the College.
Providing leadership with the College Leadership Team to enhance and model the Catholic life
and culture of the College;
Ensuring regular opportunities for student and staff prayer and encouraging opportunities for
the faith development of the Boarding staff;
Maintaining a spirit of justice and compassion in the administration of the Residential College
with a special awareness of the living needs of indigenous students and those families that live in
remote and rural parts of the state;
Providing just and compassionate support for all students of the College ;
Providing support for the College’s pastoral care of staff, students and families;
Exercise leadership as a delegated pastoral leader of the residential community.
In conjunction with the Head of Campus and College Principal have responsibility for:
Promoting a deep sense of community and family spirit within the Boarding College so that all
team members and students feel a sense of identity and belonging;
Briefing the Head of Campus and Principal on changing pastoral needs of the students;
Promoting harmonious and cooperative relationships between staff members and students;
Establishing policies and practices that promote a positive climate within the residential
facilities;
Establishing policies and procedures to induct new students into the culture and pastoral care
practices of the College through a transition programme of welcome and induction and through
clearly set expectations that are just and reasonable;
Leading and developing the residential supervising team and providing professional support for
them by inducting them personally, by setting rosters; by meeting each week with all supervisors
and publishing the Minutes of the set Agenda so that there is transparency of process and
clearly stated expectations at the highest ethical level;
Developing a Pastoral Plan for students and educating all staff in awareness and commitment to
the plan;
Ensuring that Child Protection legislation is implemented fully within the pastoral practices of
the College and that legislation regarding mandatory reporting is clearly understood by all staff
and by students;
Establishing proper criteria and procedures with the Head of Campus for the notification of
students at risk;

Referring complex cases to the Head of Campus for coordinated follow through with parents and
ensuring that the Principal is kept fully informed on all matters of a serious nature;
Assisting in the development of and supporting the management and administration of a just,
fair and consistent Student Behaviour Policy;
Working with appropriate procedures in the residential facility which will encourage the
maintenance of the students’ growth in self-discipline and respect for others;
Providing guidance to the staff in the interpretation and application of systems and processes;
Establishing systems to review, explain and promulgate expectations to students, staff and
parents;
Establishing systems to inform parents of the pastoral policy and of lines of communication with
staff through the publication of the Student Handbook;
Ensuring guidelines are given to students concerning their safety and well-being while outside
the College with risk-plans clearly stated for all activities according to OH&S Compliance
Legislation;
Ensuring that an atmosphere of care, security and good order is maintained, in which boarding
students experience a sense of welcome, belonging, value and respect for their individuality.
3. Exercise Administrative leadership in support of employment and workplace related
processes.
In conjunction with the Head of Campus be responsible for:
• Taking responsibility for the induction, regular mentoring, performance management and
support of Boarding Supervisors and of their special responsibility in regard to the principle of
“in loco parentis”;
• Taking a proactive response by working closely with parents and relevant support personnel in
the case of any boarder experiencing special difficulties;
• Ensuring that the exercise of student management in the residential houses is fair and consistent
and that students and staff are held accountable for their actions;
• Ensuring that the boarding staff are appropriately allocated and deployed and that regular
reviews take place to ensure the highest standards of care are maintained;
• Overseeing the development and implementation of an effective Boarders’ reporting process for
the benefit of their parents and families;
• Developing a close working relationship with the Head of Campus and College Principal to
negotiate a budget of operation for the residential facilities and to ensure the highest standards
of food production and distribution are maintained in the kitchen in compliance with the latest
Health requirements as published;
• Reporting regularly to the College leadership team on any pertinent issues arising for students of
the residences, to maintain a close alignment in policies and practices;
• Ensuring that all boarding staff are aware of legal and statutory requirements in the care of the
students;
• Ensuring that the Boarding Supervisors have in place effective procedures to oversee the
movement and behaviour of boarding students at all times;
• Enabling opportunities for the boarding students’ physical, sporting, social and cultural
development through the organization of a varied range of appropriate activities;
• Leading the Boarding Supervisors in the development and implementation of an effective
operational boarding schedule that includes the daily timetable, weekend activities, attendance
at school events, liturgies and celebrations;

Ensuring that the Boarding Supervisors, have in place effective procedures to oversee health and
hygiene issues at all times;
Ensuring that boarding students who require medical support and/or hospitalization are
effectively supported;
Ensuring the provision of safe transport for boarding students to and from school activities as
required.
Exercise strategic leadership in ensuring educational outcomes.
In conjunction with the Head of Campus be responsible for:
Taking responsibility with the College Leadership team for developing a culture of continuous
improvement and the development and implementation of College improvement initiatives;
Encouraging an environment which encourages students to learn ;
Assisting with the celebration of student achievement at academic, sporting and cultural levels;
Contributing to the processes of professional and performance review for boarding staff in
collaboration with the Head of Campus;
Assist in the development of a Strategic Plan to achieve a Residential Care vision for the College
and its facilities.
Exercise Organizational Leadership to support the effective and efficient administration of
the Boarding School.
In conjunction with the Head of Campus be responsible for:
Facilitating processes and providing support as needed to ensure adherence to legislative,
mandatory and system level requirements relevant to Pastoral Care of students;
Attending and contributing to Parent and Student Information Evenings and Open Days and
visits to communities.
Contributing to the College Newsletters and Yearly Magazine as required;
Assisting with Parent Information sessions;
Establish, maintain and communicate procedures to support the Pastoral Care of students

annually and communicating shared understandings with the COG;

Contributing to ongoing issues for families in isolated areas by ensuring the proper
implementation of Australian Boarding School Standards, keeping abreast of the work generally
of similar national bodies;
Demonstrating a capacity to reflect on experience, to develop a balance in commitment and
personal self-care and to develop an authentic personal spirituality with the ability to reach
decisions after a sound process of discernment.
4. MANDATORY QUALIFICATIONS AND REQUIREMENTS
Selection Criteria
1. Proven experience working with both male and female disengaged and people at risk within
a secondary school age range;
2. A proven understanding of working with indigenous youths;
3. Demonstrate experience in understanding young people with regards to behaviour and
welfare, particularly in a complex environment;
4. Demonstrated experience in management practices and principles in administration and
finance;
5. Ability to communicate effectively in written, oral and electronic form with Parents, carers,
students, staff and other members of the community;
6. Demonstrated experience in working successfully as a member of a team to achieve
common goals;
7. Ability to provide strategic leadership through supervision and coordination of staff
including planning and professional development requirements;
8. Completion of the Australian Boarding School Association Duty of Care booklets 1 and 2 or
willingness to complete within first month of employment;
9. Current Blue Card registration with Commission for Children and Young People and Child
Guardian;
10. Current Driver’s License, a ‘LR’ or higher class licence is required.
5. ADDITIONAL INFORMATION
The incumbent will need:
• An in-depth understanding of and commitment to the mission and objectives of Catholic
Education in the Diocese of Cairns
• A sound working knowledge of the Catholic education context and an appreciation for
Catholic Education issues
• The Working with Children (Risk Management & Screening) Act 2000 requires the preferred
applicant to be subject to “working with children check” as part of the employment
