ADDENDUM/ CORRIGENDUM TO RM NO. 044, S. 2015, ENTITLED
"SECOND REGIONAL LEVEL SPFL FESTIVAL OF TALENTS"

In consonance with the conduct of the 2nd Regional Level SPFL Festival of Talents on February
20, 2015 at the Applied Nutrition Center, Banilad, Cebu City, the following items have to be considered
as Addendum/Corrigendum to the previous Memorandum No. 044, s. 2015 entitled "Second Regional Level
SPFL Festival of Talents", which focus on the following paragraphs:
a) The Second Regional SPFL Festival of Talents wi!3 include the following contest categories in
all languages as patterned to 3 of the 5 contests from the National Festival of Talents (see
attached mechanics & criteria):
• Quiz Whiz
• Characters On Parade (Cosplay)
• The FL Singing Idol
• Oratorical Speech (Regional level only)
• Essay Writing Contest (Regional level only)
• Calligraphy and Painting (for Chinese only)
b)
Extemporaneous contest is not included. The other two (2) categories for the NFOT: SPFL
Challenge and Exhibition of Nations are also not included in the Regional level but we will
participate in the National level. There will still be. Cultural Presentations among SPFL teachers
and students using the foreign languages as the medium of communication to be performed
during the Awarding Ceremony.
c) The members of the TWG. The following persons who will be officiating the Second Regional
level SPFL Festival of Talents are required to report to the Applied Nutrition Center on February
20, 2015 at 8 am - 5 pm, to wit:

All the other contents of the previous Memorandum still hold true except those items being
corrected and rescinded through this Addendum/Corrigendum.

The Schools Division Superintendents are enjoined to attend to give moral support to their
contestants.

Final Guidelines of the Official Contest-categories for the RFOT as patterned to the NFOT:
A.I) SPFL Quiz Whiz:
1. The contestants shall be grouped according to these foreign languages: French, Spanish,
Japanese, and Chinese.
2. The contest shall be held at the Applied Nutrition Center, one language at a time from 9:00 am
to 10:00 AM right after the Opening Program.
. 3. Questions shall cover topics on language and culture.
4. Contestants shall compete in three (3) categories: Easy, Average and Difficult. Seven questions
will be given for the Easy level, and five (5) each for the Average and Difficult levels. For the
Easy, one (1) point is given for each correct answer; two (2) points for Average; and three (3)
points for Difficult.
5. Questions shall be read twice by the quizmaster. At a signal of GO, uttered in different
languages, contestants shall write their answers on the provided answer sheets using markers.
6. For the timing, ten (10) seconds will be given for the Easy and Average rounds while fifteen (15)
seconds will be allotted for the Difficult round.
7. The top three highest scorers shall be declared winners.
8. In case of a tie, a clincher will be given to break the tie and decide the winner. Fifteen (15)
seconds will be given to the contestants for every clincher-question.
9. The duly registered teacher- coach of the contestant is the only person authorized to make a
protest.
10. Should there be any protests to be done, these should be referred to the Board of Judges
immediately before the quizmaster reads the next question.
A.2) Characters on Parade/ Cosplay
1. The Cosplayers shall be grouped according to these foreign languages: French, Spanish,
Japanese, and Chinese.
2. The contest shall be held at the Applied Nutrition Center, one language at a time from 10:00 am
to 12:00 NN right after the Quiz Whiz.
3. Participants will wear a costume of a famous character in literature or movie on which the piece
was written in any of the four languages: French, Spanish, Japanese, and Chinese.
4. Participants shall assemble themselves outside the conference room and shall fall in single line,
arranged by language: French, Spanish, Japanese, then Chinese.
5. Participants will be on parade by language group. They shall get inside the venue one at a time
and does a 3-minute 'show and tell presentation' delivered in foreign language of the character
that he/she is portraying and gives a description of a picture flashed on screen relating to the
country of origin of the foreign language.
6. They will make their walk and stage business then pose at one corner in front of the judges and
audience. They then stay at the sides and give way to the next group of Cosplayers representing
other country.

8. The duly registered teacher- coach of the contestant is the only person authorized to make a

The contest shall be held at the Applied Nutrition Center one language at a time from 1:00 2:00 pm.
Contestants shall be asked to deliver the prepared contest piece for 2 minutes only.
A yellow flag will be raised to signal that the contestant has one (1) minute left.
A red flag will be raised to signal that the two (2) minutes is up.
Judging will be based on the following criteria:
• Pronunciation & Enunciation of words

• Vocal & Facial Expression
- 30%
• Mastery of the piece

A.4) The FL Singing Idol
1. The contestants shall be grouped according to these foreign languages: French, Spanish,
Japanese, and Chinese.
2. The contest shall be held at the Applied Nutrition Center at 2:00 - 3:00 PM right after the
Oratorical Speech contest.
3. The FL Singing Idol will showcase talent in singing songs in a foreign language learned by the
participants.
4. The contest has two categories: (Only the 1st category will be conducted in the Regional level)
a. Elimination round (blind auditions): Each participant will sing a folk song in the foreign
language that they are representing. The folk song should be a native piece in the country
of origin of the foreign language. Participants are expected to bring a CD/DVD copy of their
accompaniment. Only 3 qualifiers per foreign language will be allowed to join in the grand
finale.
b. Grand Finale: A set of pre-selected 4 foreign language songs, one each for Spanish, French,
Japanese, and Chinese shall be sung by the qualifiers during the event. They will be given
enough time to learn the song. Music and accompaniment will be provided by the SPFL
team. Finalists are expected to wear semi-formal attire during the Grand Finale.

6. Only one winner will be declared for each language.

A.5) Essay Writing (For Regional level only)
1. The contestants shall be grouped according to these foreign languages: French, Spanish,
Japanese, and Chinese.
2. The contest shall be held at the Applied Nutrition Center at 9:00 - 10:30 AM (1 1/2 hrs) simultaneous
with the other contests in the morning.
3. Contestants are required to compose an essay with 200-250 words.
4. The essay shall be relevant to the theme which is "Unity amidst diversity of cultures."
5. Judging will be based on the following criteria:
• Content (Relevance to the theme)
- 30%
• Appropriateness of Language & Vocabulary
- 25%
• Correctness of Grammar & Syntax
- 25%
• Logic, Organization & Mechanics
(Intro, Ending, Spelling, margins, penmanship) -20%

A.6) Calligraphy and Painting (Chinese group only)
1. The contestants shall be from the eight (8) Chinese schools only.
2. The contest shall be held at the Applied Nutrition Center at 9:00 -1:00 PM (4 hrs) simultaneous
with the other contests in the morning.
3. Contestants are required to bring % size illustration board and poster paints.
4. The contest output shall be relevant to the theme which is "Unity amidst diversity of cultures."
5. Judging will be based on the following criteria:
• Relevance to the theme
- 35%
• Artistic Presentation
- 30%
• Correctness of strokes & Neatness
- 25%
• Overall Impact
