Early
Collier
County
History
When the
little farming village of Everglades
became the county seat in 1923 after
Collier County was established,
Barron Collier attracted many
talented and experienced people to
help him administer his new regime.
One was F. J. Frankenhoff who
arrived from New York and started
working for the new county,
eventually becoming Chairman of
the School Board. His granddaughter
Lynn Pierce has delved into the
family history and wrote about her
mother, "growing up in Everglades
was like paradise" despite the
mosquitoes and remoteness. Lynn
has even visited the original Collier
home where her mother grew up. She
will talk about what she discovered
about this early county luminary and
his family on Friday, February 27,
at 5:30 p.m. in the Oyster House
Restaurant, 901 Copeland Avenue

Unique Everglades Historical Quilt
This is definitely a one-off! A
quilt with charming pictures of
historic buildings in Everglades
City, the first seat of Collier
County, is being raffled off. The
fundraiser benefits the Everglades
Society for Historic Preservation
which tries to maintain the culture
of this rural Olde Florida town.
The quilt is an amazing work
of art - each picture is made of
little pieces of fabric stitched
together. It was designed and
skillfully sewn by Dayna
Fendrick, a landscape architect
from Naples who has a second
home in Everglades City. The
quilt measures 54x60" and could
be used as a wall hanging or a bedspread.
Tickets will be on sale for $5.00 each at Art-in-the-Glades on Saturday,
February 28, at the Museum of the Everglades during the Marjory Stoneman
Douglas Festival from 10:00 am to 2:00 pm. The drawing will take place after the
Historical Movies on Friday, March 13, at the Jinkins Fellowship Hall behind
Everglades Community Church. If you cannot get to either event, you may buy
tickets online at www.evergladeshistorical.org with a credit/debit card or download
a form to fill in and send with a check. Proceeds from the raffle will benefit
historic buildings in the area.

The Marjory Stoneman Douglas (MSD) Festival continues
through Saturday, February 28, with programs at the Museum
of the Everglades, including a guided Walking Tour around
historic sites in Everglades City on Friday, February 27.
On Saturday from 10:00 am to 2:00 pm Art-in-the-Glades
will feature arts and crafts as well as live music and food for
sale. Everyone is welcome to set up a table at no charge.

Dear Parents, Students, Staff and Community,
It’s hard to believe February is almost over
and we will be wrapping up the 3rd grading
period on March 13. The month of March will
bring the start of the new Florida Standards
Assessments. Testing will begin on March 3
with a writing assessment for grades 4, 5, and 9. I am confident
our teachers have done an excellent job in preparing our students
to do their best on these assessments.
The month of March also brings our spring break. Our break
begins on March 16 and runs through the 20. We are hopeful our
students will get to enjoy some time with their families and our
staff gets some well-deserved rest. Students will return on March
23 ready for a strong finish to this school year.
We have a special visitor joining Mr. Chappell’s class on
March 3. Clare Devine, from Discovery Education, will be coteaching with Mr. Chappell during his first period class. We are
all looking forward to her visit and we compliment Mr. Chappell
for bringing such a valuable resource to our school.

Recipe for Good Eating

Most of the locals fished to make a little
extra money for the holidays and
subsidize the family income. It was hard
work and I had not seen too much of it
until Chill Williams told me about some
of his tries at it. He grew up around Pine
Island in Lee County. He was too young
to fish then
but then he
moved
to
Naples
in
1948 and his
first try was
with a fellow
who had a
wooden row
skiff that was tied up in Gordon River at
the bridge. He used cotton nets; this was
way before the nylon monofilament was
used. They put the net out and waited
awhile to pull it. That night they caught
more oyster shells and very few mullet.
The oysters were harder to clear than the
fish. Didn't need to use any fuel because
they had no motor on the boat; just a set
of oars called "Wooden Evinrudes".
These row boats gave way to air cooled
Briggs and Stratton engines which were
called "Hot Heads." Some had Onan
motors that were also air cooled.
Running the net out was made a lot
easier with the motor up front. Later on
Ingredients:
¾ c. mayonnaise
½ c. chicken broth
1 can cream of chicken soup
2 c. diced celery
2 c. diced onion
1 pkg. almonds
1 tsp. salt
3 TBS lemon juice
1 can sliced water chestnuts
2 c. cooked rice (melt 1/2 c. butter in this)
2 ½ c. diced chicken (cooked)
¾ c. bread crumbs with 2 TBS melted butter
Mix mayonnaise with chicken broth; add other ingredients: soup, celery, onion, almonds,
salt, lemon juice, water chestnuts and pour over rice while hot. Add chicken and mix well.
Bake for 30 minutes in 350° oven. Cover with bread crumbs mix and run under broiler.

“Fish A Jig This Month”
March marks the opening of snook season
for those of you who want to be able to
keep one. This is the month of transition
for the snook. A lot of fish will be making the move from the back
country to the outside islands. This, of course, will depend on
water temps but historically as the month progresses more snook
will show up on the outside. But, as you all know, this is also
known as the windy month so the winds will ultimately dictate
where we fish. If the water clarity is good on the outside, I like to
jigfish for snook. A paddle tail or curly tail will work best. I like a
1/4 oz red jig head with a good enough hook that won't straighten
out on a big snook. I like to work the beginning of the incoming
tides in shallow areas close to any river mouths or passes. Many
times you can sight-cast these fish. It’s important to have that tidal
flow as these fish like to feed best on the rising tide. As the tide
rises, the fish will move into the shorelines to ambush their prey.
That's when you have to make those accurate casts and just try to
hit as many little pockets as you can.
The redfish bite will remain about the same as it has been in
February. Most of the big fish will be caught in the back country.
A jig tipped with just a bit of shrimp will do the trick. Work it as
slow as you can without getting caught up in the bottom. Fishing
for sea trout will continue on the grass flats as long as the winds
cooperate. You have to find the water that is not too clear but not
too stirred up. There are exceptions, but this will give you your
best shot. A shrimp on a popping cork is always hard to beat, but
a jig will work as well most days. Snapper, sheepshead and some
gag grouper will continue to bite shrimp in the deep holes. If the
water temps warm up enough, some big tarpon will also show up;
and, if you fish the wrecks, be prepared to see some cobia. This is
a great month to fish as we look forward to warmer weather, and

"VINTAGE DAY" CELEBRATION
Located on the southern tip of Gasparilla
Island, this 144-acre point of land is one of
the most valuable pieces of undeveloped real
estate in the entire state park system.
Gasparilla Island State Park fronts on
Boca Grande Pass, which translates to “wide mouth” in Spanish
and separates Gasparilla Island from Cayo Costa. The deep-water
pass is world famous for the schools of tarpon that arrive every
spring around late April and depart near the end of summer. If you
visit the park during these months, with a good set of binoculars
you can actually see these 100-lb “silver kings” from the
observation deck surrounding the historic Boca Grande
Lighthouse. Tarpon have a primitive lung allowing them to take in
oxygen from the air when the surrounding water is too hot to hold
enough suspended oxygen for fish this large to survive. When
they surface they roll and kick up their tails. On a calm day it is
not difficult to spot these fish, some of which are 6 ft or more in
length. Almost every game and sport fish found along the west
coast of Florida can be caught in and around the Boca Grande
Pass. Farther north along the beach and well away from the pass
are a number of artificial reefs positioned a few hundred feet
offshore. Common catches include gag grouper, mangrove
snapper, snook, goliath grouper, flounder, sea trout, and large jack
crevalle. The world-record all-tackle hammerhead shark was
caught just offshore of the pass in 2006. It was 14’ long and
weighed an astonishing 1,280 lbs. The presence of numerous
sharks, along with strong rip currents, makes swimming in Boca
Grande Pass ill advised. Rip currents are created by the immense
tides that wash in and out of the pass, feeding into Charlotte
Harbor, one of the largest estuaries on the FL west coast.
Gasparilla State Park has much to offer. The central attraction
is the restored lighthouse, built in 1890. Its museum and
interpretive center shed light on the history of the abandoned
phosphate docks and the legendary captains who plied the waters
for the elusive silver kings. Also on display are Calusa artifacts,
sea turtle shells, and an assortment of fish mounts. The bookstore
and gift shop offer an array of products that focus on the area.
Hiking and biking are popular activities in and around the
park. Gasparilla Island has a Rails-to-Trails bike path that runs
north/south throughout much of the island. The park also has
covered picnic areas, and an old chapel on the grounds is
available for rent for weddings and family get-togethers.
The park attracts a steady stream of shorebirds and seabirds,
including black skimmers, snowy plovers, magnificent frigate
birds, and even rare sightings of northern gannets and parasitic
jaegers. Migratory warblers mingle with raptors such as redshouldered hawks and osprey as the sun sets over the gulf.
From snorkeling to fishing to just kicking your shoes off and
relaxing, Gasparilla Island State Park beckons visitors to stop by
and enjoy. It’s that easy to do.

SNOOK SEASON RE-OPENS MARCH 1
Snook are one of the many reasons Florida is the Fishing Capital
of the World. As a result, the FWC encourages anglers to use
moderation in taking a snook home, even during the open season.
Anglers may keep one snook per day that is not less than 28 or
more than 33 inches total length. A snook permit is required,
along with a saltwater fishing license, unless the angler is exempt
from the license requirements. Only hook-and-line gear is allowed
when fishing for snook. It is illegal to buy or sell snook.

A Brief History of the Smallwood Store
in Chokoloskee, Florida

Everglades Society for Historic Preservation President Marya Repko is
well known for her “brief” books on the history of our area. Her new
book is a comprehensive story of Ted Smallwood, his early life in the 10,000 Islands,
building the store and trading with the Seminoles who have remained to this day
“friends” of the Smallwood family. In addition to giving us a history of Chokoloskee
Island, Marya takes us through the building of the causeway which linked the old Calusa
mound to Everglades City and the efforts of Ted Smallwood’s granddaughter Lynn
McMillin in converting the store into a Museum and having it listed on the National
Register of Historic Places. As Lynn states “This is not a Museum where you reproduce
history – it’s where history was made.” This is a nice booklet to read and keep for
reference or to give as a gift. Proceeds from the sale will benefit the Smallwood Store and
their struggle to protect access to one of our most treasured places. Copies are available

• Do I Have To File a Return?
If you are a U.S. citizen or resident,
whether you must file a return depends
on three factors:
1 Your gross income,
2 Your filing status, and
3 Your age.
Gross income includes all income you
receive in the form of money, goods,
property, and services, income from
sources outside the United States, and
from the sale of your main home. Part of
your social security benefits if:
1 You were married, filing a
separate return, and you lived
with your spouse at any time
during 2014.
2 Half of your social security a
benefits plus your other gross
income and any tax-exempt
interest is more than $25,000
($32,000 if married filing jointly).
• Health Insurance Documentation?
You will not need to send the IRS proof
of your health coverage.
Most people will simply have to check a
box to indicate they and everyone on
their tax return had health care coverage
for the entire year. If you are claiming
the premium tax credit or a coverage
exemption attach Form 8965, to claim an
exemption, and Form 8962, to claim the
credit. Keep Form 1095-A with your tax
records.
• What about the Alternative
Minimum Tax?
You may have to pay the AMT if your
taxable income is more than your
exemption amount.
2014 AMT exemption amounts are:
• $52,800 if you are Single or Head of
Household.
• $82,100 if you are Married Filing Joint
or Qualifying Widow(er).
• $41,050 if you are Married Filing
Separate.
You will reduce your AMT exemption if
your income is more than certain limits.

SHERIFF’S REPORT
Beware Of Phone Scam Targeting Taxpayers
The Collier County Sheriff’s Office is asking the public to beware of an Internal Revenue
Service telephone scam targeting taxpayers. Tax season is underway and CCSO is
receiving an average of 10 calls a day to its “Call Before You Pay” hotline from residents
who said they received a phone call telling them they owe back taxes that must be paid
immediately.
The Treasury Inspector General for Taxpayer Administration has said this is the largest
IRS-related scam the agency has ever encountered, with victims collectively paying more
than $5 million in 2014. The scammers spoof the IRS toll-free number on caller ID to make
it appear that it’s the IRS calling and threaten potential victims with arrest or revocation of
their driver’s license or facing arrest. Victims are often coerced into providing credit/debit
card numbers or some other form of immediate payment.
CCSO reminds people that the IRS will always send taxpayers a written notification of
any tax due via the U.S. mail. The IRS never asks for credit card, debit card or prepaid card
information over the telephone. If you get a phone call from someone claiming to be from
the IRS, here’s what the IRS advises you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at
1.800.829.1040. The IRS employees at that line can help you with a payment issue, if there
really is such an issue.
If you know you don’t owe taxes or have no reason to think that you owe any taxes,
then call and report the incident to the Treasury Inspector General for Tax Administration at
1.800.366.4484.
If you’ve been targeted by this scam, you should also contact the Federal Trade
Commission and use their “FTC Complaint Assistant” at FTC.gov. Please add "IRS
Telephone Scam" to the comments of your complaint.
The IRS does not initiate contact with taxpayers by e-mail to request personal or
financial information. This includes any type of electronic communication, such as text
messages and social media channels. The IRS also does not ask for PINs, passwords or
similar confidential access information for credit card, bank or other financial accounts.
Recipients should not open any attachments or click on any links contained in the
message. Instead, forward the e-mail to [email protected]. CCSO encourages residents to
be vigilant against phone and e-mail scams. For assistance with any suspicious encounter
involving a request for money or personal information, contact the Collier County Sheriff’s
Office’s “Call Before You Pay” hotline (239) 252-CALL (2255). The hotline is staffed by a
CCSO deputy in the Financial Crimes Bureau between 8 a.m. and 4 p.m. Monday through
Friday. In addition, during the tax filing time window between January-April 15, there may
be an increase of identity theft reports due to someone fraudulently filing a tax return under
your stolen Social Security number in order to obtain your refund money.
Whether you file a return by yourself or use a certified public accountant, it is a strong
indication you are the victim of identity theft if you receive a notification that your refund
has already been submitted or is currently processing.
Investigators advise the best way to avoid being a victim of this crime is by filing as
early as possible to prevent someone else from doing it on your behalf. If this occurs,
CCSO advises victims to get in touch with local law enforcement immediately to file a
report. Collier residents can file reports by calling CCSO’s non-emergency line at (239)
252-9300 or submitting an identity theft report online through www.colliersheriff.organd
click on “Report A Crime Online” option under the “How Do I?” tab.
