Jonathan Pruitt Michael Vollmer Situation: General Fees (Athletics, Health Services, Student Activities, Educational and Technology), Debt Service Fees, Application Fees, and Special Fees are recommended for approval. Background: G.S. 116‐143 requires that the Board of Governors fix the tuition and fees, not inconsistent with the actions of the General Assembly, at the constituent institutions of the University of North Carolina. Based on the new Four‐Year Tuition and Fees Plan (approved in August 2014), the Board will consider campus fee proposals for two years. The only new fee rate adjustments that will be considered in the following year will be debt service fees. Assessment: Campuses followed guidelines set forth in the Four‐Year Plan. Proposed system‐wide general fee increases average 4.9% for 2015‐16 and 3.3% for 2016‐17. Four campuses are recommending application fee increases and several institutions are proposing new special fees or increases to existing fees. Action: This item requires a vote. Item 4
Authorization of Fees for 2015-16 and 2016-17
The following RESOLUTION for the 2015-16 and 2016-17 academic years reflect fee
increases proposed by each campus. Chancellors requested fee increases consistent with the
tuition and fee guidelines of the new Four-Year Tuition and Fees Plan approved by the Board of
Governors on August 1, 2014.
System-wide general fee increases proposed average $92
annually or 4.9% for 2015-16 and $64 or 3.3% for 2016-17.
RESOLUTION AUTHORIZING FEES
WHEREAS, G.S. 116-143 requires that the Board of Governors of the University of North
Carolina shall fix the tuition and fees, not inconsistent with the actions of the General Assembly,
at the constituent institutions of the University.
NOW, THEREFORE, BE IT RESOLVED, that, effective with the Fall Terms 2015 and 2016,
the constituent institutions are authorized to charge and collect the following fees.

Athletics Fees
Athletics Fee revenues provide funds for intercollegiate athletic programs and for the
maintenance and operation of athletic facilities.
Increases are requested in Athletics Fees at 11 institutions for 2015-16 and nine institutions for
2016-17. The primary purpose for requesting these increases is to meet athletic
conference/division requirements for scholarships and gender equity. The cost of providing
athletic scholarships has been impacted by recent tuition increases and the loss of the provision
for out-of-state full scholarship student athletes (G.S. 116-143.6).
NCA&T’s increase of $60 for 2015-16 will be used to continue to improve the academic support
and performance of student athletes to keep the campus in NCAA compliance. UNCA’s
increase of $54 would fund mandated NCAA changes such as increased health insurance
coverage, cost of attendance and also the addition of a full-time academic advisor.
UNCW’s increase of $42 would primarily fund sports operations and inflationary increases to
scholarships; team travel and recruiting expenses, out-of-state scholarship waivers, and salary
increases for coaches in order to be more competitive in marketplace. ECSU’s athletic program
is currently not self-sufficient and has historically run deficits. Several sports have been
eliminated and ECSU currently has only 10 sports, which is the minimum required to compete in
the CIAA Conference and remain a Division II university. An increase of $46.24 would help to
cover the “bare minimum” spending pattern until stabilization is achieved through increases in
external revenue sources (sponsors, donations, gate receipts, etc.).

Health Services Fees
Health Services Fees finance health and medical services for students, including the maintenance
and operation of student health centers. Changes are requested at 10 institutions for 2015-16 and
eight institutions for 2016-17 to expand services and provide for operating expenses, particularly
in the cost of medical supplies and equipment.
NCSU’s increase of $29.50 in 2015-16 and $32.50 in 2016-17 would support the Counseling
Center and Student Health by adding three licensed mental health professionals, an
administrative support position, and two training positions as part of the growing doctoral-level
psychology internship program to provide clinical services for students. FSU’s request of $25
each year would defray expenses associated with increased service provider contracts and cover
established programs plus new wellness initiatives, such as health and wellness assessments and
preparing individualized wellness plans, health education counseling, health and wellness
demonstrations for healthy eating and physical activity, and others.
UNC-CH’s decrease of $36 in 2015-16 and $10 in 2016-17 is a result of an extensive review of
services and a realignment of funding sources.

Student Activities Fees
Student Activities Fees provide funds for nonacademic student services and for the maintenance
and operation of facilities used in conjunction with those services. Included are funds to operate
student unions and intramural facilities, and provide for student organizations, newspapers,
yearbooks, and entertainment programs. Increases are requested by 13 campuses in 2015-16 and
11 campuses in 2016-17.
UNCP’s requested increase of $32.10 in 2015-16 will fund three new positions (Asst. Director of
Student Engagement/Coordinator of Greek Life/Asst. Director of Aquatics/Fitness) to support
expanded programming to meet student demand. UNCSA’s increase of $30 will fund the
implementation of new international initiatives to increase student opportunity for artistic and
cultural exchange and also cover the ongoing repair and renovation of student common spaces.
NCA&T’s increase of $60 in 2016-17 would be used to support expanded student activities and
programming. UNCG’s increase of $90 will provide additional student programming funds in
leadership and service learning, campus activities, and multicultural affairs.
The proposed Student Activities Fees effective Fall Terms 2015 and 2016 are listed below.

Educational and Technology Fees
Educational and Technology Fees were instituted as a result of the study of student fees
conducted by the Board of Governors in 1992-93 and adopted in May 1993. The fees provide
for specialized instructional supplies and services and for scientific and information technology
equipment not provided by state funds. Increases are requested at 10 campuses for each year to
meet the rising costs of providing the current level of services and program expansion.
UNCC’s increase of $46 in 2015-16 and $56 in 2016-17 would support campus-wide IT
infrastructure and networking, equipment purchases and repairs, server maintenance, and the
expansion of wireless services. UNCW’s increase of $51.96 in 2015-16 and $42.50 in 2016-17
will primarily support the enhancement of wireless technology on campus, which is 10 years old.
UNCSA has received substantial private funding from the Kenan Institute to forward fund a
university-wide comprehensive Teaching and Learning Center (TLC) and an increase of $45 in
2015-16 and $96 in 2016-17 will be used to continue its operations in the future. These funds
would be used to support the operation of the TLC, including but not limited to the Director,
faculty blackboard services, the Writing Center, academic technology services, and faculty
development.
The proposed Educational and Technology Fees effective Fall Terms 2015 and 2016 are listed

Campus Security Fee (pending approval by BOG)
The 2013-14 UNC Campus Security Initiatives Report included high priority
recommendations for new initiatives, staffing and security measures designed to benefit the UNC
institutions. If approved by the Board, a $30 annual fee will be assessed to students for 2015-16
and 2016-17 to allow for campus-based implementation of some of the priority recommendations
in the report.
The proposed new fee assessed to students by each campus would provide the University
with approximately $5.4 million annually that would allow for campus-based implementation of
some of the priority recommendations in the Report, while incenting shared services,
collaboration, group purchasing and efficiency on a system level, where most appropriate.
For more detailed information on the proposed fee, please see Item 2.

Indebtedness Fees
Under the policy for the establishment of fees adopted by the Board of Governors in 1993 and
revised in 2003, fees for the retirement of indebtedness are approved at the time a project is
approved and established at the time that debt is incurred. Indebtedness fees, once established,
remain in effect until the debt is retired.
FSU’s increase of $10 is for the Jones Student Center expansion/renovation. The increase is
needed since the projected enrollment over the life of the bond is insufficient to meet the
required payments. NCCU has over $68 million in deferred maintenance on campus. Proceeds
from a proposed $100 infrastructure fee would be used to address the $4.1 million backlog in
HVAC system repairs and replacements. This fee will be retired should other fund sources
become available.
UNCA’s reduction of $86 is based upon current analysis of debt related to the Student Center
and Student Center Expansion, which was re-financed three times over several years. ASU also
has decreases to two debt service fees (Student Rec Center and Student Union) plus a $68
increase in the Athletics Facility project. The increase is offset by the decreases and results in a
net zero impact to students.
WCU has experienced record enrollments during the past three years. This growth requires
additional multipurpose space for dining capacity, student meeting space, and residential living
offices. The existing dining hall is operating over its designed capacity. A proposed fee of $136
would fund the Brown Building project, which is part of WCU’s master plan.

Special Fees
Special Fees provide funds for specific needs that are not financed from other revenue sources.
Except for the fees for administrative computing (charged to all students), special fees are
charged only to students that participate in programs or activities financed from those fees.
These are programs that have specialized instructional needs, e.g., programs in health affairs,
law, business, engineering, and architecture. These needs are expensive and occur in curricula
where students must obtain a “competitive edge” to acquire highly desirable jobs upon
graduation. In addition to the special fees listed below, all UNC students are charged $1.00 per
year for the Association of Student Governments Fee.
