Texas Division of Emergency Management Training and Exercise Update Helping to prepare Texas’ emergency management community March 2015 This Update provides information about emergency management training and exercise opportunities. Training is provided by TDEM staff and instructors from state agencies and consortium partners and is intended for local, regional and state emergency managers. Highlight Welcome Sabine Gumm, New Exercise Unit Supervisor The Preparedness Section of TDEM welcomes the new Exercise Unit Supervisor, Sabine Gumm. Prior to joining TDEM, Sabine designed, developed and implemented Kentucky’s Homeland Security Exercise and Evaluation Program under the Kentucky Division of Emergency Management and later the Kentucky Office of Homeland Security and the State Fire Commission. Mrs. Gumm started her emergency management career as an Exercise Coordinator and eventually served as the Director of the Kentucky Homeland Security Exercise and Evaluation Program. Over the years she was able to assist in improving preparedness efforts on the local, state and federal level and improve response capabilities throughout the Commonwealth of Kentucky. Sabine comes from a nursing background in Germany and holds a Bachelor Degree in Psychology and Philosophy from Kentucky State University. She graduated from the Master Exercise Practitioner Program in 2003 and the Emergency Management Academy in 2012, both from the National Emergency Management Institute in Emmitsburg, Maryland. Sabine has been involved with establishing multi- and cross-jurisdictional exercise planning groups, developing statewide strategic goals, program implementation and evaluation, multi-state operational exercises in addition to national level exercises and conferences. In preparation for the National Mass Care Exercise: Critical Mass, in June 2015, the Texas Division of Emergency Management (TDEM) continues leading planning efforts. TDEM’s Exercise unit held meetings in DPS Region 1, in Garland with participants from Hurst, Sherman and Tyler; and in Region 2 with members from Conroe, Lufkin and Beaumont to decide the level of participation in the tabletop exercise of March 24, as well as the functional exercise on June 2015. On March 24, the tabletop exercise participants will work through a data collection which involves identifying sheltering capacities from around the state. This will be done in conjunction with local and state agencies, as well as the American Red Cross. The overall purpose of the series of exercises leading to the June’s functional exercise is to gather knowledge on how many individuals and families the local jurisdictions within Texas can shelter. To achieve that goal, state and local teams have been refining procedures related to sheltering. Also, work is in progress to integrate FEMA’s National Exercise Division (NED) support into the state’s planning efforts. TDEM will have the assistance of NED’s subject matter experts, who will help with the development, conduct and evaluation of the functional exercise, the National Mass Care Exercise: Critical Mass. While this number may not surprise those that use the service, it may be outrageous to others who do not. The explanation for this phenomenon is simple: video is engaging, encourages collaboration and is sometimes far more interesting than words on a piece of paper. TDEM is exploring this philosophy in several different ways as it relates to training. Ben Patterson, one of the Preparedness Section Administrators for TDEM says, “What’s more interesting to most people, reading through a 250 –page National Incident Management System (NIMS) publication or watching a video that addresses the same information? Video is definitely more engaging.” Shortly before the 2014 Texas Emergency Management Conference in San Antonio, TDEM began assembling both staff and equipment to further enhance TDEM’s training capabilities as it related to video support. Since the initial start of the team, production has ranged from onsite location videos for classroom training to terrorism awareness videos for the state capital. Anna Tangredi, Voluntary Agency Liaison with the TDEM, participated in the production of two videos that related to donations management as well as a food bank donation processes. Tangredi says, “What used to take hours in coordination and having students travel to an onsite location can now be done very quickly and effortlessly.” Another recent example of video support occurred in January where they assisted in supporting a video-based seminar for state mass care stakeholders in preparation for this Volume I, Issue 5 – Page 7 of 8 year’s National Mass Care Exercise. Not only did participants watch the contents of a PowerPoint presentation, but they also watched the speakers covering the presentation. The mission of the video team is to support the efforts of TDEM staff in training endeavors internally or externally. If a message can be communicated better through a comprehensive video than other current means, TDEM wants to do it.
