advocacy services across regional NSW and in western and south west Sydney.
OCTEC is a successful community business providing employment, education, training and
advocacy services in NSW, ACT and Victoria. OCTEC has almost 40 years of experience and 46
delivery sites, and employs more than 130 staff to deliver our range of services. These include
Employment Services (Disability Employment Services and Q.temp labour hire services), Nationally
Accredited Industry Training, Traineeship Services, Special Industry Services (Aged Care and Acute
Care Training), Occupational Health and Safety Services, Information Technology Services and
Youth Services.
Our services are made available to all clients (and potential clients) regardless of race, gender, age,

About Employment Services
OCTEC’s Disability Employment Services (DES) provide job seekers with disabilities specialised
support services to find and maintain the right job and to help build a career. OCTEC’s intensive
case management services are the key to success in this program. It has two streams of service
delivery:
1.
Disability Management Services for job seekers with disability, injury or health condition
who require the assistance of a disability employment service but are not expected to need
long-term support in the workplace; and
2.
Employment Support Services for job seekers with permanent disability and with an
assessed need for more long-term, regular support in the workplace.
Q.temp labour hire provides quality employees to businesses seeking temporary staff to assist
with clearing backlogs of work, covering staff on leave, filling vacancies whilst the recruitment and
selection of permanent personnel is undertaken, and providing staff on temporary special
projects. Q.temp also aims to provide quality jobs for workers which can lead to long-term
employment.

About the Position
OCTEC is seeking a full-time Senior Career Consultant to join our employment services team in
Orange. The position will be based at OCTEC’s head office in Old Town Hall.
Senior Career Consultants are responsible for driving performance and quality service provision in
the delivery of employment services to people with disability, in particular permanent disabilities,
other job seekers, employers and other OCTEC clients. Senior Career Consultants are involved in
direct service provision as well as overseeing team performance, quality service provision and day
to day operations at one or more sites.
Services provided by Senior Career Consultants include case management of job seekers,
employment preparation and job search training, employer engagement regarding vacancies and
opportunities for work experience, positively influencing employer and community perceptions
about employing people with disability, individualised job seeker reverse marketing and post
placement support. Senior Career Consultants are also called on to assist with other OCTEC
services from time to time, e.g. Community Services & Health and Training Services.
The position requires personal motivation and well developed interpersonal skills, including the
ability to work with difficult, aggressive and/or unmotivated clients. The ability to work effectively
with people at all levels within a work environment is also essential.

Probity Checks
Should you be successful in obtaining employment with OCTEC, you may be required to undertake
a probity check – a Working With Children Check, an Australian Federal Police (AFP) Criminal
Record Check, or both.
The following employment will generally require both checks:
 if your employment is involved in delivering client services under a program funded by the
Commonwealth Department of Social Services, and it is considered to child-related
employment as defined by NSW Government legislation, e.g. positions in Youth Connections
and Disability Employment Services.
The following employment will generally require a Working With Children Check:
 if your employment involves client service delivery in another OCTEC youth services program;
 If your employment is in another OCTEC program and it is considered to child-related
employment as defined by NSW Government legislation.
The following employment will generally require an AFP Criminal Record Check:
 if your employment is involved in delivering services in aged care facilities or under a program
funded by the Commonwealth Departments of Social Services or Health.
If you are employed in Corporate Services, you will generally not be required to undertake a
probity check.
Decisions about whether a position at OCTEC requires a probity check are based on these broad
guidelines. However, decisions are also made on a case by case basis by senior management with
the aim of ensuring compliance with a range of contractual and legislative requirements including
those specified in the Child Protection (Working With Children) Act 2012. Where there is a
discrepancy between OCTEC’s guidelines and the contractual or legislative requirements, the latter
will prevail.

Position Description

Overview of Responsibilities
Senior Career Consultants are responsible for driving performance and quality service provision in the
delivery of employment services to people with disability, in particular permanent disabilities, other job
seekers, employers and other OCTEC clients. Senior Career Consultants are involved in direct service
provision as well as overseeing team performance, quality service provision and day to day operations at
one or more sites.
Services provided include those required under OCTEC’s Disability Employment Services (DES) contract with
the Department of Social Services (DSS), and OCTEC’s Q.temp labour hire program. These programs involve
the provision of a range of services including case management of job seekers, employment preparation
and job search training, employer engagement regarding vacancies and opportunities for work experience,
positively influencing employer and community perceptions about employing people with disability,
individualised job seeker reverse marketing and post placement support. Senior Career Consultants are also
called on to assist with other OCTEC services from time to time, e.g. Community Services & Health and
Training Services.

Duties
Performance





Performing and/or overseeing team performance of a range of tasks aimed at ensuring that OCTEC
targets and individual Key Performance Indicators (KPIs) for DES are met.
Performing and/or overseeing team performance of a range of tasks aimed at ensuring that above
average performance as measured by external performance monitoring systems, such as the
Departmental Star Ratings and Health Check Reports, is achieved.
Reviewing and evaluating own performance on a regular basis and contributing to continuous
improvement initiatives.
Providing the Regional Manager with feedback regarding operations and/or issues that impact on
service delivery at the sites for which the Senior Career Consultant has responsibility.
Participating in monthly performance review discussions with Regional Manager based on activity
recorded in monthly tracking sheets.

Site Coordination





Overseeing the day to day operations of one or more sites including supporting, mentoring and
providing guidance to Career Consultants.
Identifying performance and servicing issues at their sites and providing advice and recommended
solutions to Regional Managers.
Ensuring offices premises and vehicles are presented in a professional manner.
Collecting and approving timesheets.
Coordinating leave applications for the approval of the Regional Manager.
Job Seeker Case Management










Registering job seekers and providing them with an orientation to the site.
Conducting initial interviews with job seekers and providing them with information about OCTEC’s DES
program, service guarantees and the National Standards for Disability Services.
Assisting job seekers to develop resumes for use when applying for positions.
Assessing job seekers using appropriate tools to determine service levels, barriers to employment and
personal support/development requirements to become job ready.
Organising and/or delivering job search training, facilitating access to education and training
opportunities, and organising other programs aimed at reducing barriers to employment.
Assisting job seekers to obtain sustainable employment through customised employment assistance
including the identification of suitable employment opportunities and reverse marketing job seekers to
employers.
Conducting post placement follow up with job seekers placed into employment.
Assisting with the resolution of complaints as required.
Providing case management services at outreach sites, where appropriate.
Managing job seeker files and record keeping in accordance with OCTEC policies and procedures and
contractual requirements.
Employer Engagement






Identifying potential positions and suitable workplaces for our clients.
Implementing campaigns and activities aimed at positively influencing employer perceptions about
employing people with disability.
Undertaking reverse marketing activities with employers and marketing the support provided when
employing a person with a disability.
Referring job seekers to suitable vacancies.
Organising work experience, wage subsidies and workplace modifications as appropriate to support job
seekers and employers, and help make placements sustainable.
Conducting regular post placement follow up with employers where OCTEC job seekers are placed.
Labour Hire Administration




Liaising with and assisting employers to utilise OCTEC’s labour hire services.
Assisting with WHS requirements for labour hire placements.
Assisting labour hire employees with the completion of administrative requirements.
Liaising with the Manager Labour Hire regarding labour hire placements in the local Regional.
Office Administration and Communication



Ensuring the smooth operation of the office including the IT infrastructure.
Overseeing organisational procedures for stationery, petty cash and the physical assets of the office,
including pool motor vehicles, photocopiers, fax machines and training rooms.
Demonstrating personal responsibility for WHS issues at the site and assisting with the maintenance of
WHS records at the site.

Convening site meetings as appropriate.
Preparing regular reports on outcomes and where appropriate, ensuring that claims for payment are
made.
Representation and Regulatory Compliance





Representing OCTEC and the local employment service in a professional and competent manner.
Ensuring compliance with contractual obligations under relevant DSS contracts.
Ensuring compliance with OCTEC’s policies and procedures, as well as legislative requirements relating
to work health and safety, privacy, anti-discrimination, equal employment opportunity, security and
record keeping.
Ensuring compliance with National Standards for Disability Services, Service Guarantees, Codes of
Practice and other service quality standards as appropriate.
Performing other duties from time to time as directed.
Selection Criteria
Essential
1. Ability to drive performance and quality service provision in the delivery of employment services.
2. Demonstrated understanding or the ability to quickly develop an understanding of government
employment service programs.
3. Demonstrated ability to work productively with minimal supervision.
4. Empathy for the unemployed and ability to work with a diverse range of clients.
5. Ability to lead and support a team in a performance-oriented work environment.
6. Demonstrated employability skills, i.e. initiative, communication, team work, use of technology,
problem solving, self management, planning and learning.
7. Current drivers licence.
Desirable
8. Demonstrated experience in the provision of employment and/or training services, including case
management experience.
9. Local labour market knowledge and well developed local networks.
10. Tertiary or vocational qualifications in a relevant area.
