MAIN DUTIES TO BE PERFORMED
Under the overall guidance of the WHO Representative (WR) and direct supervision of NPO
(Administration), the incumbent will assist in effective and efficient implementation of workplan
activities in the area of Finance by performing the following duties:
1. Verifies the calculations concerning settlement of claims, payments of APWs, statement
of accounts etc. done by the Accounts Clerk and other temporary staff under EB projects;
2. Receives obligation documents for Regular/Extra Budgetary funds, checks for validity and
ensures their timely submission to BUD/SEARO;
3. Monitors Implementation, follow-ups on accounts, liaisons/interacts with
institutes/Government of India and review of past and current year obligations;

4. Undertakes responsibility for the implementation and up-to-date financial sections and
checks/verifies entries by other staff. Responsible for preparation of programme delivery
reports when required by WR. Liaises with SEARO and GSC on all matters in respect to
Budget, Finance and also ICT;
5. Checks detailed breakdown of estimated budgetary requirements submitted by the
Government against local cost subsidies, their accuracy in computation and as per applicable
guidelines between the Government and WHO; arranges release of subsidy funds to the
respective Government Department.

7. Assists WR, NPO(Administration) and other professional officers in all aspects of accounts
maintenance and budget control by providing reports on financial status, procedures,
exchange rates, costs and expenditures and potential funding problems. Acts as a key person
in responding to budget/finance queries from BFO/SEARO, FIN/ACT/HQ and Govt. of India.
8. Maintenance of financial and accounting records for classification and recording of financial
transactions and for the reconciliation of accounts and preparation of recurring or special
reports.
9. Assist WR/NPO (Administration)/NPOs in the conduct of periodical Programme Review
Meetings including preparation of financial data for budget estimates and financial planning.
10. Provides briefing on financial matters to various National Consultants (SSA Holders) and
NPOs.
11. Assists/Supervises staff members providing accounting clerical assistance;

12. Perform other duties as assigned by the supervisor.
EDUCATIONAL QUALIFICATIONS, EXPERIENCE, ETC.

Qualifications Required

- Thorough knowledge of WHO Financial Rules, Regulations, and
Procedures and GSM usage in Financial Accounting Modules.
- Good knowledge of computer applications and softwares including
MS Office applications (specifically excel, word and ppt).
- Ability to draft reports/correspondence concisely and clearly, etc.
- Ability to maintain good working relationships.
Essential: Completion of secondary education preferably supplemented
by training in accounting, budgeting and finance.
Desirable: Relevant university degree in Finance/Commerce would be
an asset.
Experience
Essential: Extensive (minimum 7 years) and progressively responsible
experience in accounting, budgeting and finance functions.
Desirable: Relevant experience in UN organization, an asset.
Languages
Excellent knowledge of written and spoken English and working
knowledge of local language.
