Artist Tom Tomasek
A new exhibit opened at the Shiawassee Arts
Center, March 24, showcasing the award-winning
pastel paintings of Ovid artist, Tom Tomasek.
In addition, ten members of the Shiawassee Artists’ Guild (SAG) are displaying their multi-media
offering 20 percent off one purchase from this exhibit during the reception. The show is sponsored by
Donna Hebert.
**While growing up in rural Michigan, Tomasek
was instilled with an appreciation of the land that
surrounded him. He explains, “I feel my mission
as a landscape artist is to document the views our
state provides, whether it is the everyday scenes,
owossoindependent.com
or the spectacular views of the Great Lakes. It is
all important.” His paintings have been exhibited
throughout the state and can be found in many permanent collections including the Shiawassee Arts
Center. Tomasek’s work has been exhibited at the
Saginaw Art Museum, Muskegon Museum of Art
and Dennos Museum in Traverse City. Three of his
paintings were selected for exhibition in 2010-11
at the Michigan Governor’s Residence in Lansing.
Also, the book, “Art of the Sleeping Bear Dunes,”
as well as the “Pastel Journal” and “My City” magazines have published his work. He has conducted
pastel painting workshops at Interlochen Center
for the Arts, Saginaw Art Museum, the Shiawassee
Arts Center and for the Mid-Michigan Art Guild.
In 2014, Tomasek was one of four Michigan artists selected to exhibit in the “Art from the Lakes”
art and artist exchange program with Michigan’s
Sister State, Shiga Prefecture, Japan. The artists
traveled throughout Shiga, exhibited at two galleries and had the chance to visit with Japanese artists
and tour their studios. Tomasek states that this current exhibit is both a document of Michigan and

RESIGNING – Randy Woodworth, a
member of the city
Planning Commission
in Owosso, announced
on Friday, March 20,
he was resigning, effectively immediately,
since his business continues to grow, thus
increasing the likelihood of a conflict of
interest in continuing
on the planning commission, “inherent or
perceived.”
Woodworth and a partner bought the historic Matthews Building last
year from Corunna City Manager Joe Sawyer and his wife Tammy with
plans for the Mueller Brothers Brewery building in eastern sections to be
developed into main floor retail and upper floor apartments plus have a
microbrewery in the Annex, which is along the Shiawassee River. He is
shown speaking during a Shiawassee Regional Chamber of Commerce
Chamber A-M meeting at the Owosso-area Big Boy during the winter.

Fight
For Air
Climb
By Melissa Shepard,
associate editor
Marta Lois of Caledonia Township, a native of
Slovakia, participated in
the American Lung Association’s 2015 Fight For
Air Climb Detroit at General Motors’ Renaissance
Center on March 1.
She, along with her
daughter,
Bernadette
Lois, climbed 70 flights
of stairs. Lois completed
the climb in 22 minutes
and 8 seconds, finishing
number 739 out of 938
people. She was number 431 overall of total
women and number 1
overall in the 70-plus
age category. She raised
$810. As of Wednesday,
March 18, the event had
raised $346,000.
There is a registration
fee and $100 must be
raised before contestants
can compete. The Fight
for Air Climb is one
of the American Lung
Association’s signature
fundraising events. With
events in more than 65
cities, participants young
and old, climb to raise
funds in support of the
mission of the American
Lung Association: “To
save lives by improving
lung health and preventing lung disease.”
These unique events
are hosted in prominent
skyscrapers, stadiums
or arenas and challenge
participants as they
walk, run or race up
hundreds of steps. Sometimes called a “vertical
road race,” teams and
individual participants
can use the event as a
fitness target, as a race
or as a great way to be
active and meet new
friends while raising
money for much needed
research and programs.
Last year alone, Fight
for Air Climbs raised
more than $7 million to
help provide lifesaving
education, research and
advocacy so we can beat
lung disease and soon
find a cure.
This was Marta’s third
time completing the
climb. The first time, in
2011, she went halfway
– 40 flights of stairs,
the following two times,
she went all 70 flights.
When asked if she plans
on competing again next
year, she said, “I will
continue as long as I feel
good enough to. It is a
good cause. We also participate in memory of my
brother and my dad, who
both passed away from
lung cancer.”
Marta practices at Memorial Healthcare, walking up and down the five
floors twice a week. She
also tries to keep active,
walking and working
outside in her yard. Marta and her daughter keep
busy, participating in
events like the Crim Race
in Flint, other 5K events
and once they even made
a 30-mile bike ride from
Petoskey to Charlevoix
and back to Petoskey in
three hours.

Cook Grant Allows Arc
Shiawassee Staffing
Support to Expand Programs,
Increase Public Outreach
The Arc Shiawassee County is continuing to work
on expanding its programs and services for individuals with developmental disabilities in the county
thanks to a $17,558 grant awarded from the Cook
Family Foundation for staffing.
Using the funds, the organization will be able to
continue to employ its three full-time employees at
that capacity over the next year, and work to expand
the new Representative Payee program, which is a
partnership with the Social Security Administration.
This means that the organization is appointed or
chosen by an individual who receives Social Security or SSI benefits, and will assist the individual by
assessing the beneficiary’s needs to best decide how
benefits are spent. An individual’s personal care and
well-being are always of utmost importance, and support to function as independent adults in the community. “Our agency is also working to secure funding
for a job skills program, and to increase community
visibility,” it was noted.
Executive Director Lynn Grubb and the board
of directors have attended the Nonprofit Capacity Building events sponsored by the Cook Family
Foundation for Nonprofits in Shiawassee County
through the Nonprofit Network, which is an asset
to the members of the organization. “The Nonprofit
Capacity Building Program has helped us identify
opportunities to strengthen our organization and
identify ways that volunteers can help us grow our
programs,” said Grubb.
The Cook Family Foundation provides a great deal of
support for The Arc Shiawassee throughout the year,
said Foundation Executive Director Tom Cook when
asked about the Arc: “We are impressed with the hard
work the board and staff have put into building up The
Arc. They have improved their governance, marketing
and staff capacity, and we are happy to make this investment to help them further add capacity.”

Major Industrial
Expansion
A 50,000-square-foot addition Site Plan at the Machine Tool and Gear plant, 405 S. Chestnut in Owosso, was conditionally approved Monday night by the
city Planning Commission. The 200 by 250-foot addition will be on the east side of the present building.
A review of drainage and lighting by an engineer was
requested by planners.
The company’s first plant in the area is on N. Shiawassee in Corunna’s in northside industrial park.
“It’s great to see industrial facility construction!”
said Shiawassee Economic Development Partnership
President/CEO Justin Horvath on Monday.
Machine Tool and Gear, which produces components for the auto and truck industry, is the largest
manufacturing employer in the county with more
than 400 employees between the two plants.

Classes will begin 6 to 8 p.m. Thursday, April 2,
and continue consecutively for six weeks Monday

is a limit of 10 pups/dogs and handlers per class with
advance registration and payment are required.

Spring Group Puppy and
Dog Training Classes
“Calling all puppy and dog owners!” said AKC
Evaluator, dog trainer, and certified pet therapist Lisa
Freeman of Owosso. “I will be offering my spring
group puppy and dog training classes beginning the
first week in April.
“Owners and pups (dogs) in our basic class will
learn everything from the basics, come and sit to
more advanced commands such as down, stay, leave
it, and how to walk on a leash without pulling as well
as heeling. We also offer advanced training and help
dogs to overcome anxiety and aggression.”
A dog behavior specialist, Freeman has been called
the “Dog Whisperer” of Michigan, as she’s traveled all
over the state to train and rehabilitate pups and dogs that
would otherwise have to be re-homed or euthanized.
“Puppies and dogs, especially rescues, go through
stages and traumas just like children and adults can,”
Freeman says. “We teach owners how to work through
those traumas and help their dogs to be less stressed,
socially stable, and become more obedient.”
Freeman deals with puppy and dog behaviors on a
daily basis. “We offer behavior management training
for PTSD, separation anxiety, barking, jumping, leash
pulling and biting,” she says. “But these behaviors are
more efficiently dealt with during, one on one, private
training sessions.”
Puppies and dogs can also earn certificates and
degrees. “We offer the AKC Star Puppy, Canine
Good Citizen Award and Title, Community Canine
Title and the Public Access Test for Service dogs,”

Greene Redevelopment
Project Moves Forward
has offices in Georgia, Kentucky, Maryland, Michigan and Ohio. Attending the
meeting was P. Craig Patterson, senior
vice-president of The Woda Group, Inc.,
of Mackinaw City to answer any questions on behalf of the Cavalier Greene
Housing Association Limited (Ltd.) and
its plans to convert the former school
into a 40-unit, multi-level Senior-inFamily residence. Council members
voted 4-2 to approve the PILOT that
will set property taxes at four percent of
gross revenues – or about $9,000 annually to be split among the various taxing
jurisdictions. At the end of the 16 years,
another PILOT may be requested and
negotiated. Of note, the former Lincoln

Five separate March 16 actions by the
Corunna City Council moved forward
plans to redevelop and renovate the former Corunna Public Schools Shiawassee Street School at 106 S. Shiawassee
(M-71) in downtown Corunna.
The first action was a public hearing to
address what is known as a Payment in
Lieu of Taxes (PILOT) ordinance for the
city. A 16-year PILOT was requested by
the Woda Group – a development, construction and management group that

PILOT on the project planned there.
The second action was a Public Hearing to change the city zoning ordinance
for the former school property from
C-1 to RM-2 multiple-family residential/high rise. Re-zoning to RM-2 is
more desirable, said Merilee Lawson,
Corunna planner/assessor. “It gives the
city more control for the future,” she
said. Lawson presented a four-page
document outlining what is and is not
allowed under the RM-2 designation
such as maintaining any green spaces,
not allowing additions to the edge of a
property line, minimum square footages and more. Shortly after the public
hearing, the third action was to approve
the zoning ordinance change.
The council’s fourth action was to approve a Municipal Services Agreement
(MSA) with Cavalier Greene Housing
Association Ltd. It was explained that
the development will be charged at the
same rates for water, sewer, fire, ambulance, emergency and other services.

And, finally the fifth action was to approve a resolution expressing Corunna’s continued support for the Cavalier Greene Housing Association Ltd.
project. The resolution is part of the
application process by the Michigan
State Housing Development Authority
(MSHDA). MSHDA provides financial and technical assistance through
public and private partnerships to
create and preserve safe and decent
affordable housing.
The former Shiawassee Street School
renovation is being planned mainly as
a Senior-in-Family MSHDA-supported
project and would allow those younger than age 55 years to reside there.
This arrangement would accommodate a single child or couple who are
caring for a parent/grandparents or a
grandparent(s) caring for a grandchild,
for example, among other family living
arrangements.

Letter to the Editor
Editor, The Independent:
With April Fools’ Day just around the corner, it appears that the meat, egg and dairy industries have
been playing us for fools all year-round. Their are
more remarkable hoaxes include “California’s happy
cows,” “Free-range chickens,” “Humane slaughter.”
All lies.
Less fun is the stuff they never talk about. Like the
hundreds of millions of chickens crammed seven into
a cage designed for one, unable to move or spread
their wings. Or their hundreds of millions of male
counterparts ground up live at birth and fed to other
chickens, or just dumped into plastic garbage bags
to suffocate slowly. Or the miserable breeding sows

Senior pastor Mark Kincaid invites area music
friends to a special music presentation, “Easter:
Yesterday—Today—Forever” at the Owosso Free
Methodist Church, 1249
N. Chipman. The program will be shared for the
community at 6 p.m. Saturday, March 28, and during
the 10:45 a.m. Worship Service on March 29.
“The events that took place two thousand years ago
changed the course of history. The death, burial and
Resurrection of Jesus Christ are the centerpiece of
Christendom faith. No other religious figure has ever
been reported to come back to life after their death,
except Jesus Christ!” shared Pastor Kincaid.
The music program has been created and directed by the church’s worship leader, Lynn Webster.
Tammy Sporcic will be the primary narrator. “The
songs and narrations reveal the message of the title,”
said Webster.
The presentation will utilize soloists, along with a
Mixed Ensemble, Ladies’ Ensemble and children of
the church. Featured soloists include Cindi Horak,
Mark Kincaid, Mike Reath, Lynn Webster and Amy
Welch. Evelyn Burl is directing the children in their
part, and Chad Belbeck is the sound engineer.
“We’re confident this music presentation will share
the Easter message in a fresh way. We invite Owossoarea residents to come and contemplate the essence
of our faith,” said Pastor Kincaid in closing. For additional information, persons may contact the church
office, (989) 723-3695 or Webster, (989) 723-1288.
producing millions of piglets per year while trapped
in tiny steel cages.
All in the spirit of year-round April Fools’ Day, the
meat industry has even developed a whole dictionary of fun terms to fool unwary consumers. Those
filthy cesspools of animal waste that poison downwind neighbors with putrid odors? They call them
“lagoons.” And to make sure that kids don’t confuse
the pig flesh on their plate with “Babe” or “Wilbur,”
they call it “pork.”
Ah, those meat industry folks are such kidders. But
they won’t be fooling American consumers much longer. Anyway, happy April Fools’ Day, everyone!

CITY OF CORUNNA, MICHIGAN
ORDINANCE NO. 15-03

The RM-2 multiple-family residential districts (high rise) are designed to
provide sites for high density multiple dwelling structures adjacent to high
traffic generators commonly found in the proximity of central business districts
and areas abutting major thoroughfares. The district is further designed to
provide for the convenience needs of persons living in the apartments with
central services. This district is further designed so as to provide a zone of
transition between these major thoroughfares and high traffic generators and
other residential districts through the requirements of lower coverage which,
in turn, will result in more open space.
Sec.86-152A - Principal uses permitted.
In an RM-2 district, no building or land shall be used and no building shall
be erected except for one (1) or more of the following specified uses unless
otherwise provided in this chapter:

permitted uses;
Sec 86-153A - Required conditions.
(a) A site plan shall be submitted for all uses permitted under this article in
accordance with section 86-391.
(b) Any business uses on the site shall be developed as retail or service
uses within the walls of the main structure. Such business uses shall not
exceed seventy-five (75) percent of the floor area at grade level and shall be
prohibited on all floors above the first floor, or grade level.
(c) The entire area of the site shall be treated to service the residents of the
apartment and any accessory buildings, uses, or services shall be developed
solely for the use of residents of the main building. Uses considered herein
as accessory uses include: swimming pools, recreation areas, pavilions,
cabanas and other similar uses.
(d) An open space area shall be provided with a minimum area of two
hundred (200) square feet per dwelling unit creating open space suitable for
recreation, landscaping or a similar use, and such area shall not be located
in a front yard. Such requirement may be reduced, increased, or altered
by the planning commission if it feels that the full intent of this section is
provided for.
(e) The minimum floor area per unit shall be in accordance with the
following schedule.
1) Efficiency 350 square feet
2) One bedroom
450 square feet
3) Two bedroom

Sec. 86-154A - Area and bulk requirements.
See article XI, schedule of regulations, limiting the height and bulk of
buildings, the minimum size of lot by permitted land use, and providing
minimum yard setback requirements for RM-2 districts.
In the RM-2 districts, the total number of rooms of eighty (80) square feet

“Concert in the Castle,” a new musical series presented by the Owosso Historical Commission.
The concert started before sunset with a performance by the popular local duet “Levi & Shannon”
singing all original songs. Mandy Senor and Nicholas Pidek (formerly of sosaveme) then entertained the
sold-out seated audience, playing covers of several
’90s songs, including a surprise rendition of “I Want
it That Way” by the Backstreet Boys (including the
key change).
In keeping with tradition surrounding Pidek’s musical history of the past eight years in the local band
sosaveme, he played an acoustic version of his old
band’s song “Gentle Slope” and ended the set with a
Bob Dylan cover made famous by Johnny Cash and
June Carter, “It Ain’t Me Babe” with everyone singing along.
The audience reaction to the new concert series was
enthusiastically positive. Keen interest has already
grown for the next concert which hasn’t been announced yet. The “Concert in the Castle” show, with
a seating capacity of 50 people was sold out in six
days for the very inviting, cozy, warm and intimate
concert setting by Curwood’s famous fireplace. Attendees came from surrounding areas of Flint, Lansing and Midland.
A professional video crew captured the event live
including discreet audio, to be made into promotional materials for the “Concert In The Castle” series,
off-street parking, and other provisions for RM-2 districts.
All signage for the RM-2 district must adhere to the provisions and
requirements listed under the RM district under Chapter 58 (Uniform
Sign Code) of the Corunna Code Book.
Parking requirements must adhere to the requirements listed under
Sec. 86-337 with the Planning Commission having the right to utilize
a combination of the requirements for Multi-family dwellings and
Housing for the elderly in the case of a multiple-family unit having
both young and senior citizen tenants and a mix of single and multibedroom units.
Secs. 86-156A – 86-180A. - Reserved.
Sec. 86-301. - Height, bulk, density and area requirements.
The following regulations regarding lot sizes, yards, setbacks, building
heights and densities, including the regulations contained in the
footnotes to the table, apply within the zoning districts indicated. No
building shall be erected, nor shall an existing building be altered,
enlarged or rebuilt, nor shall any open spaces surrounding any building
be encroached upon or reduced in any manner, except in conformity
with the regulations established by this section for the district in which
such building is located. No portion of a lot used in complying with
the provisions of this chapter for yards, courts, lot area or occupancy,
in connection with an existing or projected building or structure, shall
again be used to qualify or justify any other building or structure
existing or intended to exist at the same time.

sponsored by the Owosso Historical Commission.
This was the premier event in the new series, developed by the OHC to utilize the historical assets of
Owosso to engage with the community in new ways.
The concert had multiple generations attending,
ranging from Millennials to WW II-era music fans.
Nearly a dozen of those attending had never been in
Curwood Castle before and many hadn’t been there
since they were children. “We’re excited about exploring new ways to engage with the community
and our history,” Nicholas Pidek said after the event,
noting that “music in the Castle is just one of the
new initiatives we’re undertaking with the Owosso
Historical Commission to revisit our past and chart
a new course for the future of artistic expression in
this city. We want to continue to create opportunities
for the community to come together in creative new
ways. There is more to come this year.”

HUNT – The fourth annual Morrice Easter Egg
Hunt is scheduled for
