About the presenter:
Paul Poppell first joined TDW in February of 1980 as a Technician Trainee. He started in the at
the Baton Rouge service center and rose to the rank of Master Technician in 4 years. Paul
traveled extensively domestically as well as to several other countries performing hot taps and
Stopple plugging applications. He left TDW in 1985 and moved to Florida opening his own
business. Paul re-joined TDW in 1988 as a Master Technician at a satellite location in Florida.
He remained with TDW for 8 years working in the southeast as well as travelling to India,
Singapore, and other locations performing service work. Paul again separated from TDW in
1996 and re-joined in 2013 in his present position as a sales representative.

About the presenter:
Robert is the Statewide Program & Project Management Chief for the Coastal Protection and
Restoration Authority (CPRA). He has over 20 years of experience within the environmental,
ecological, water and natural resources, industrial, safety, geotechnical and civil engineering
fields. He is currently with the State of Louisiana where he manages large civil works projects
designed to restore ecosystems from coastal land loss and protect coastal areas from hurricane
and flooding impacts. Robert holds a B.S., Civil Engineering from Louisiana Tech University.

About the presenter:
Jimmy Orr has worked 40+ years in the Gulf Coast Chemical Industry. His experience includes
Plant Operations, Project Management, and Detailed Process Design. Jimmy is an expert in the
design & management of small in-plant improvement projects. He is currently a Group Leader
for Safety Valve validations at Jacob Engineering (Baton Rouge). Jimmy is a successful coach
& mentor for young engineers. He is a graduate from Univ. of Houston (BSChE 1974) and
Texas A&M (MSChE 1978).

About the presenter:
Mr. Christopher Knotts, P.E. was appointed to the LAPELS Board by Governor Bobby Jindal in
April, 2013. He is currently the Chairman of Liaison & Law, PE Applications, and EI
Applications committees. He also serves on the Enforcement and Industrial Licensure
committees of LAPELS.
Mr. Knotts has 31 years of civil engineering experience, having worked in private consulting and
manufacturing prior to joining the State in 1997. While at the State, he has held leadership
positions in coastal restoration, technology assessment/energy is currently the Chief of Public
Works & Water Resources at DOTD. Chris earned bachelors degrees in Engineering
Technology and Civil Engineering from LSU and a masters in Civil Engineering from the
University of Texas @ Arlington.
Mr. Knotts is very active in both ASCE and LES having served as Baton Rouge Branch and
Louisiana Section President for ASCE and Baton Rouge Chapter President for LES. He
currently serves as a Director on the LES State Board.
