• Nursing Home IT Enablement Programme (NHELP) supports greater IT adoption by both
residential and community ILTC providers.
• Shared Procurement and Services achieves cost savings arising from vendor’s competitive
pricing and increases individual VWO’s productivity.
• Community Health Improvement & Productivity Scheme (CHIPS) supports institutions
that adopt strategies to improve workflow process, leveraging automation / mechanisation
or technology / systems applications or quality improvements that have proven to deliver
productivity outcomes.
• Business Process Redesign (BPR) supports institutions embarking on work processes
reviews to optimise job functions for greater efficiency and effectiveness.
• Job Re-design support institutions to review and reallocate job-related tasks and
responsibilities to improve job satisfaction and productivity.
ORGANISATION ELIGIBILITY:
• Government-owned institutions or VWO-operated
charities under the Charities Act (Cap 37), receiving
MOH subvention or programme funding and
providing ILTC healthcare and social services
• Private providers receiving MOH portable
subsidies for the provision of ILTC healthcare and
social services
• 3rd party service providers with Institutions of Public
Character (IPC) status, providing supporting
healthcare services to VWOs that provide ILTC
healthcare services
FUNDING SUPPORT:
• One-off Fundable Expenses directly attributable
to projects including manpower (e.g. Project
Manager / Consultancy)
• Training Cost (staff training for use of new
technologies / process)
• Capital (Excluding furniture and fittings,
infrastructure and renovation)

ILTC NEW AND EXPANSION OF SERVICES
Support affordability and accessibility to healthcare service, thus enhancing
the quality of life and building a healthier nation.
Tote Board Community Healthcare Fund (TBCHF) provides up to 80% funding to
programmes that improve preventive care, Intermediate and Long-Term Care (ILTC) and
the building of capabilities in healthcare services.
ORGANISATION ELIGIBILITY:
• VWOs operating in the ILTC sector with an IPC status
• Government Agencies
• General Reserves of not more than 3 years of the
total annual operating expenditure

Support capability upgrading and skills development of the community care
workforce.
Dear ILTC Partners,
On behalf of AIC, I would like to thank you for your strong partnership. AIC remains committed to supporting
you and your organisations in our shared goal of caring for our seniors in the community through various
schemes administered by AIC. Many ILTC organisations have benefitted from these schemes which have
made a difference to the development of workforce capabilities and skills, new care services and productivity
improvements.
We have compiled a summary of these schemes in this brochure and I encourage you to make use of them
as we work together to build a vibrant care community enabling people to live well and age gracefully.

ILTC NEW AND EXPANSION OF SERVICES

• VWOs in ILTC sector
INDIVIDUAL ELIGIBILITY:
• Students currently or planning to be enrolled in
relevant NITEC or Diploma programmes interested to
pursue a career in the ILTC sector
• Singaporeans / PR without existing sponsorship or
bond
• Agree to a bond period with a VWO ILTC organisation

B ILTC-Upgrading Programme (ILTC-UP) supports staff in the community care sector to
upgrade from Diploma and pursue a Degree in Nursing or Allied Health disciplines.

C Social Health Manpower Development Programme For The ILTC Sector (SHMDP-ILTC):
1. Fellowship Scheme provides funding for ILTC employees to pursue higher degrees (Masters,
Advanced Diplomas) and specialised training or skills attachment at local or overseas health and
social care institutions.
2. Visiting Expert Scheme supports ILTC organisations to engage local and overseas experts,
who specialise in areas relevant to the ILTC sector, to transfer skills and knowledge to local staff
through lectures, seminars, and workshops.
ORGANISATION ELIGIBILITY:

INDIVIDUAL ELIGIBILITY:
Fellowship Scheme
• Singaporean / PR without existing sponsorship or
bond
• At least two years of healthcare / ILTC work
experience
• Applicants from a 3rd party service provider must
be a healthcare professional
Visiting Expert Scheme
• Experts must spend 3 to 10 working days in Singapore
• The same expert must not have been invited to
Singapore under the same SHMDP-ILTC funding
in the past 2 years
FUNDING SUPPORT:
Fellowship Scheme
• 90% of training costs
• 75% locum funding, capped at 6 months
Visiting Expert Scheme
• 100% funding if supported by 3 ILTC institutions
and ILTC attendees are not charged for attending
the training
• 75% funding if otherwise

D AIC Learning Institute facilitates training programmes and courses to equip the
