Phil Baty Editor, Times Higher Education World University Rankings, UK Phil Baty is editor of the Times Higher Education World University Rankings. Phil has been with the magazine since 1996, as reporter, news editor and deputy editor. He received the Ted Wragg Award for Sustained Contribution to Education Journalism in 2011, part of the Education Journalist of the Year Awards and was named among the top 15 "most influential in education" by The Australian newspaper in 2012. Phil is a regular speaker at international conferences and contributes regularly on global higher education for leading newspapers and broadcasters. He is the chair of the THE World Academic Summit series and his publications include chapters for Blue Skies: new thinking about the future of higher education (Pearson) and for Rankings and Accountability in Higher Education (UNESCO). Phil can be found on Twitter at @Phil_Baty. David Langley Professor of Practice in Research Management and Administration Cardiff Business School, Cardiff University; Deputy Chief Scientific Adviser, Welsh Government; Director of Research and Enterprise Development (RED), University of Bristol David was appointed as Professor of Practice in Research Management and Administration (URA) at Cardiff University on 1st August 2014, where his primary role is to develop the first Executive Master's programme in URA in the UK. Alongside this he is Deputy Chief Scientific Adviser to the Welsh Government, with specific responsibility for research programmes, external relationships and collaboration. He has been Director of Research and Enterprise Development (RED) at the University of Bristol for the last 8 years, and spent 5 years working at Imperial College London as Director of Research Services. Before this he held posts at the Medical Research Council, NHS and in an engineering SME. He has a PhD in neuropharmacology and undertook post‐doctoral research at the National Institutes of Health, USA, as a Senior Fulbright Scholar. David has been heavily involved in supporting the strategic relationship between Bristol University and Kyoto University, and has visited Japan on a number of occasions, including being a keynote speaker at a national URA symposium in Kyoto in 2013 and Hokkaido in 2014. He is a Special Adviser to the British Council in Japan for the promotion of Japan: UK research and university collaboration. He was the first recipient of the ARMA (UK) Carter Award for Excellence in URA in 2014, and leads on their on Japan: UK relationship development which looks to establish joint activities in URA professionalization.
