BACKGROUND:
World University Service of Canada (WUSC) is a leading Canadian international development
organization that works with and through its southern partners to promote sustainable development.
Founded in 1957 and currently working in 20 countries worldwide with an annual budget of
approximately $30 million dollars, WUSC’s mission is to foster human development and global
understanding through education and training. Our internationally recognized programs target youth,
women, and other marginalized populations, focusing on three thematic areas of education,
employment, and empowerment. Globally, WUSC works with a network of higher education institutions,
civil society organizations, private sector partners, professionals, students, volunteers, faculty, and
community leaders that can be leveraged to support our work.
The Monitoring, Evaluation and Learning Specialist will play a crucial role in implementing WUSC’s
knowledge framework, developing innovative M & E systems that contribute to WUSC’s ability to
measure impact, track performance against targets and mobilize lessons from programming. The
Monitoring, Evaluation and Learning Specialist will ensure high quality monitoring and evaluation across
WUSC’s programs, incorporating continuous learning into programmatic thinking and practice.
The position will be responsible for evaluating performance for impact and cost effectiveness, ensuring
that information and data collected is analyzed and used to improve ongoing programs; is incorporated
into donor reports; and is used for proposal development.
KEY DUTIES AND RESPONSIBILITIES:
M&E Advice to WUSC Programs and Projects
 Support program staff in the development or revisions of Logic Models, Performance
Measurement Frameworks, and theories of change for new and existing program and projects;
 Assist program staff in clarifying project information needs and propose strategies to increase
data use and demand;
 Identify strengths and weaknesses in existing data collection and management systems, leading
the development of improved systems, processes, and tools for tracking programmatic
performance against indicators.






Manage the process of project learning to ensure knowledge and learning is effectively shared
and applied;
Liaise regularly with the Uniterra Program’s M&E specialist; support program staff on ways to
properly document, organize and capture program progress in a gender and youth responsive
manner;
Support program managers in reviewing donor reports to ensure the submission of high quality
reports that clearly articulate results;
Assist in the development of new project proposals through recommendations on the design of
logic models, performance management frameworks and M&E plans;
Provide training and coaching to WUSC staff and partners in MEL as necessary;
Create MEL guidelines/manuals, including processes and procedures for staff;
System Development, Data Management and Analysis
 Lead the development and implementation of monitoring, evaluation, and learning tools and
frameworks for new initiatives, in conjunction with program managers;
 Guide the process of developing performance questions, indicators and parameters
for monitoring project performance and comparing it to targets;
 Develop appropriate and applicable data collection tools (quantitative and
qualitative);
 Establish and support the implementation of Management Information Systems
(MIS) for regular tracking and analysis of project data;



Support the ongoing monitoring and measurement of programmatic performance through
analysis of program data;
Give advice and make recommendations to program teams on how to increase performance
and results based on data analysis;
Participate in initiative inception planning, annual work planning, monitoring visits, baseline
surveys, evaluations and selected research activities, as required
Cross-Organizational Learning & Thought Leadership
 Facilitate the use of MEL data to promote evidence-based learning, reflection and decision
making;
 Support the establishment of systems that enable a “community of learning” within and across
programs to enhance lesson sharing and impact.
 Support the development of conference abstracts and presentations;
 Seek opportunities to involve WUSC’s University and College members in MEL initiatives;
 Participate in M&E-related working groups and maintain close working relationships with MEL
counterparts in other relevant international NGOs.
 Participate in WUSC’s communications work by providing data, information and other material
for use with WUSC’s Canadian and International constituency and assists in implementing
constituency building, communication strategies, and fundraising activities;
QUALIFICATIONS:

MA/MSc or equivalent in International Development or a related field required; coursework in
research and evaluation methodologies and statistical analysis is preferred.





A minimum of 7 years of active M&E work experience in development programming required;
ideal candidate will have both theoretical and practical background in M&E and skilled in
qualitative and quantitative M&E methodologies and techniques.
Strong analytical and research skills, including the ability to process large amounts of
information, extract critical analysis and distribute it appropriately.
Proven ability to work productively with a variety of stakeholders to run participatory processes
and meet tight deadlines with an emphasis on producing quality products.
Experience with a range of institutional donors such as DFATD, DFID and USAiD.
Excellent computer skills, including experience with: Excel, PowerPoint, Publisher, Access and
other statistical packages.

Languages:

Complete fluency, oral and written in English essential, capacity to work in French and Spanish
highly desired
