Background:
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of
experience in helping to create a safer and more dignified life for refugees and internally displaced people
(IDP). In Iraq, NRC advocates for the rights of displaced populations and offers assistance within the shelter,
education, gender-based violence and water, sanitation & hygiene sectors.
In 2015, NRC will promote the displacement-related rights of IDPs, returnees & Syrian refugees in Iraq
through the establishment of a new Information, Counselling & Legal Assistance [ICLA] programme
operating out of NRC’s Dohuk, Erbil & Baghdad offices. The ICLA programme will focus on the following
thematic areas: access to registration, civil status documentation, Housing, Land & Property [HLP] rights,
and Collaborative Dispute Resolution [CDR] mechanisms. Specifically, the ICLA programme will provide
direct assistance to displaced persons through group information sessions, counselling and referral, legal
assistance; in-depth monitoring and assessments to guide ICLA’s programming and advocacy initiatives;
capacity building trainings and advocacy directed to humanitarian partners and local authorities;
coordination of humanitarian planning and response (i.e. co-chairing a national HLP Sub-Cluster and a
Registration/Civil Documentation Taskforce, under the national Protection Cluster). The ICLA programme
will actively collaborate with NRC’s Shelter programme to ensure security of tenure for the beneficiaries of
our Shelter interventions.
As part of the ICLA programme start-up, and to achieve the ICLA programme’s objectives in Iraq, NRC is
hiring a Project Coordinator for Dohuk. The primary objective of the Project Coordinator will be to lead and
support the ICLA team in the provision of information, counselling & legal assistance to displaced persons,
and coordinate capacity building and advocacy activities at the Governorate level, including engagement
with Protection & Shelter partners.
The recruitment for this position is subject to funding approval.

Lead the implementation of ICLA activities in Dohuk, and ensure compliance by the ICLA team with
donor agreements, work plans, budgets and procurement plans through regular monitoring and
monthly reporting of technical and operational successes and challenges to the ICLA PM;
Provide day-to-day supervision and support to the ICLA team, including implementation of HR
related processes (recruitment, orientation, training, performance appraisal);
Ensure compliance by the ICLA team with NRC’s Human Resource, Financial, Logistics & Security
policies and procedures, and amicably resolve any challenges that arise between the ICLA team and
NRC’s support departments;
In consultation with the ICLA PM, coordinate the delivery of capacity building trainings for
humanitarian partners and local authorities;
Regularly attend relevant Protection and/or NFI/Shelter Cluster meetings in Dohuk to represent
ICLA, gather and share information with partners, advocate on behalf of vulnerable displaced
persons facing registration / civil documentation & HLP challenges, and contribute to the provision
of effective and timely humanitarian assistance to displaced persons;
Ensure compliance by the ICLA team with ICLA policies, and implementation of ICLA case
management and M&E tools;
Contribute to the planning of future ICLA activities in Dohuk by providing the ICLA PM with relevant
data for donor proposals, budgets, work plans, and procurement plans;
Foster productive relationships between ICLA and local authorities / humanitarian partners;
Promote synergies between ICLA and other departments within NRC, particularly Shelter & WASH;
Any other task relevant to the position as requested by the ICLA PM.

2. Competencies, Skills and Qualities
Professional competencies:






A University degree in law, social science, public administration or related subject;
At least two years experience in project management in the Protection or Shelter sector;
Prior experience in supervising staff, and ensuring compliance with internal policies and
procedures;
Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public
forums (e.g. Protection or Shelter Clusters or Working Groups);
Significant experience in monitoring, evaluation and reporting on project activities;
Previous experience with coordinating the delivery of capacity building trainings.
Essential Skills:







Strong communication, problem-solving and analytical skills;
Proven skills and experience in report writing,
Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines;
Advanced computer skills, especially in Word, Excel, Power Point and Outlook;
Fluency in written and spoken English, Kurdish and/or Arabic.
