Section 94, T‐7‐S, R‐1‐E, GLD, EBRP, LA (Council District 12‐Delgado) STAFF RECOMMENDATION: Approve Two representatives of the applicant, Glen Jarreau and Murray McCullough, spoke in support. Motion to approve with stipulation that construction traffic must enter from Perkins Road rather than Glasgow Avenue: Marien, Engen second. Babin Property. (Council District 3‐Loupe) 18. COMMUNICATIONS A. DIRECTOR’S COMMENTS Mr. Duke called the attention of the Planning Commission to the revised chapters of the UDC that were at their seat and advised that these chapters should completely replace the material in their UDCs. Mr. Duke acknowledged that Lael Holton, Long Range Planning Manager, had received his AICP certification from the APA. He reported that the Planning Commission staff has been working with the Fregonese and Associates on significant modifications to the Landscape regulations (Chapter 18). He acknowledged that staff will be meeting with the ZAC, ASLA, the Tree and Landscape Commission on the proposed revisions on May 27. He reminded the Planning Commission that the Growth Coalition has invited them members to join them at a luncheon on May 27, 2015 to hear John Fregonese present the revised landscape code. Mr. Duke informed the Planning Commission that the staff has met with the representatives of the Airport to discuss changes to the UDC to replace the Airport PUD with an Airport zoning district. He informed the Planning Commission that staff is working with the Department of Development on revisions to the Flood and Stormwater ordinance (Chapter 15) of the UDC, changes that are necessary to improve the Parish’s flood insurance rating and hopefully keep the cost of flood insurance to homeowners down. He reminded the Planning Commission that, by ordinance, this is the one chapter of the UDC that Planning and Zoning Commission Meeting May 18, 2015 Page 6 does not require a hearing before the Planning Commission. Mr. Duke announced that he wanted to keep the Planning Commission informed and would provide them with the proposed language in June. He also indicated that changes to Definitions (Chapter 2) would need to be the subject of a public hearing by the Planning Commission in June to keep things on schedule. He acknowledged staff was working with the Department of Development to modify the UDC requirements for Utilities (Chapter 14). The Planning Director gave feedback on his recent attendance at the APA national conference in Seattle with Gilles Morin, Planning Project Coordinator. He stated that he focused on attending sessions on improving development regulations and especially on the problems associated with use of PUD’s. He wished a Happy Birthday to Laurie Marien (June 11). The Planning Director announced that the next Planning Commission meeting is June 15, 2015 at 5:00 p.m. B. COMMISSIONERS’ COMMENTS Chairman Wicker congratulated Glenn Hanna, Manger of the Current Division on being named Employee of the Month for May. Ms. Holliday‐James commended Frank Duke, Planning Director, on his transparency and willingness to always assist her with any concerns when she calls him. She also commended all staff for their eagerness to resolve the problems that exist in the Unified Development Code. Mr. Jason Engen expressed interest in having the staff initiate a fee study comparing East Baton Rouge fees for planning items with those of other jurisdictions in the area. He also expressed a concern about aging technology being used by staff and requested that the study also evaluate the use of a technology surcharge to help to address this issue. Motion to direct staff to undertake a fee study comparing East Baton Rouge planning fees with those of other jurisdictions in the area, including the use of technology surcharges: Engen, Holliday‐James second Motion carried, 7‐0 John J. Price informed the Planning Commission of the death of Robby Cangelosi, a developer that actively worked with the Planning Commission staff and often appeared at the Planning Commission meetings. He explained that the Metro Council offered a moment of silence for Mr. Cangelosi and asked that the Planning Commission do the same. He offered his condolences to the family and friends and the Planning Commission gave a moment of silence in remembrance of Mr. Cangelosi. Chairman Wicker offered congratulations to Jason Engen and his wife on the birth of their child. Planning and Zoning Commission Meeting May 18, 2015 Page 7 19.
