CONTROL
Only the operator accessing
JBCC is required to have either
a DoD CAC, Dependant Card,
U.S. Government Card, new
JBCC Access Card or new JBCC
Visitor Pass . All other
passengers in the vehicle must
have a valid form of
identification.
All Commercial Contractors
must obtain a new Joint Base
Cape Cod Access Card.

ACCESS CONTROL SUMMARY





Personnel with Department of Defense (DoD) Common Access Cards
(CAC), dependant ID cards and U.S.
Government issued ID cards do not
require a new JBCC Access Card.
Access to JBCC will be limited to
personnel with valid purpose and
authority to be on the installation
and do not pose a threat to any persons or infrastructure.
Access control standards shall include identity proofing, and if need
be, denying individuals requesting
and/or requiring access to installations. It is the intent of the Joint
Oversight Group (JOG) to ensure
there is a proper vetting process in
which determines the fitness of an
individual requesting and/or requiring access to the installations.
JBCC commanders may restrict reciprocal physical access based
upon, but not limited to, local security requirements, internal Entry Authorization List, Force Protection
Condition (FPCON) levels, emergencies, and contingencies.
By entering the installation all individuals understand their vehicle and
person are subject to search in accordance with Section 21 of the Internal Security Act of 1950, 50 U.S.C.
797.

VISITOR CENTER

The New Joint Base Cape Cod Visitor Center is located at the Main Rotary at the end
of Connery Ave opposite the water tower.

All individuals requiring access to the Post
greater than 30 days are to obtain a JBCC
Access Card from this facility.
VISITOR DAY PASS CENTER

The New Joint Base Cape Cod Visitor Day
Pass Center is located at the Main Gate
(Bourne) off of Rte 28.

All individuals requiring access to the Post
less than 30 days are to obtain a JBCC
Visitor Day Pass from this facility.

Individuals must present this Day Pass
with valid state drivers license.
SANDWICH GATE

Commercial traffic and first time visitors
WILL BE denied access through the Sandwich Gate.

All commercial vehicles and first time visitors must enter through the Main Gate in
Bourne.
ACCESS CONTROL DENIAL AND
REVOCATION CRITERIA
Access control is subject to be revoked if a
person is found to be defined under the following criteria or at the request of a JBCC
JOG member:
A. Is listed on the National Terrorist Watch
List.
B. Is not a U.S. Citizen and is illegally present
in the U.S. or whose U.S. citizenship, immigration status, or Social Security Number
cannot be verified.
C. Is subject to an outstanding criminal warrant of any type.
D. Whose business pass application contains
false or fraudulent information.
E. Has a felony conviction within the last 2
years.
F. Is a registered sex offender regardless of
the date of the criminal offense.
G. Has obtained a felony conviction for the
following types of criminal offenses:
- Offenses of a sexual nature
- Offenses of violence
- Offenses related to gang activity,
supremacist, or extremist behavior
- Crimes resulting from the posses
sion, use, manufacture, introduction,
or distribution of any illegal drug listed
in the Comprehensive Drug Abuse
Prevention & Control Act of 1970,
schedules I through V.
- Offenses in which weapon instrument
-tality (e.g., firearm, knife or other
bladed instrument, club, brass knuck
les) was used either as a means of
violence, or a threat of violence.
H. Whose military service was terminated by
the receipt of an other than honorable discharge or bad conduct discharge.
I.
Has been issued a debarment order and is
currently banned from military installations.
J. Has exhibited characteristics, traits or
other indications that cause concern for
the health, safety or welfare of personnel
and/or residents aboard the base; or that
cause concern for the physical security or
environment of the base
