REGULATIONS AND SPECIFICATIONS FOR THE 2015 NORTHERN REGIONS AFRICA ENDURANCE NATIONAL CHALLENGE CHAMPIONSHIP NORTHERN REGIONS MOTORSPORT CIRCULAR 62/2015 (159764/144) Updated 26th March 2015 In addition to the Supplementary Regulations issued for various events, these basic rules and regulations will apply as if they form part of said Supplementary Regulations: 1. 1.1. Eligibility The Africa Endurance Series is open by invitation to all Saloons, Sports & GT and Sports Racing closed wheel cars complying with 2015 technical regulations as published by MSA or the FIA in the case of LMP1 & LMP2 cars and GTE-Pro and GTE-Am. 1.2. Drive trains of a particular vehicle may be changed to suit Endurance racing, on application to the controllers. 1.3. Drivers are required to hold an MSA Regional Circuit Licence 1.4. It is the responsibility of the entrant to prove eligibility. 2. Events. The Calendar for the 2015 Africa Endurance Series is: Circuit Domicile Distance Date 1. Entry Fees: The entry fee for shorter than 3 Hour events is as advised in the event SR’s. 3.2 The entry fee for 3 Hour events is R2000.00 per event. 3.3 The entry fee for 6 Hour events is R4000.00 per event. 3.4 The entry fee for a 9 Hour event is R7000.00 per event Entry Fee Pre-Paid Packages: 3.5 Package for all 3 short events. R4100.00 3.6 Package for all 3 long events. R12000.00 3.7 Package for all 6 events. R16000.00 3.8 Regardless of the package purchased or not, entrants will complete an entry form for each event. 3.9 The three shorter events form part of the Midas Historic Tour (MHT) and entry forms will be received from and returned to the MHT organisers. Entry fees for individual MHT events will be paid directly to the MHT organisers. 3.10 All entry fees include MSA fees and transponder fees for one car and up to three drivers and 10 team member tickets. Teams and Drivers. A maximum of three drivers per car/entry is allowed for all events. 4.2. A minimum of 2 drivers must drive the car during the race for the entry to be qualified as a finisher in events exceeding 90 minutes. For events of 90 minutes or less a mandatory pit stop will apply as per the event SR,s. 4.3. Each Team must have a Team Manager who may not be a driver or a technician. 4.4. A minimum of 3 persons must be utilized to refuel a car. 4.5. A maximum of 8 people may be on the pit service lane at any one time including refuelers, drivers, technicians, lap scorers and a team manager. 5. 5.1. Tyres Tyre type and size and the number thereof are free. 6. Classes. Classes are based on declared capacity. 6.1 Saloon Cars: Class E up to 1299cm Class F 1300cm to 1599cm Class G 1600cm to 1999cm Class H 2000cm to 2999cm Class I 3000cm to 4999cm Class J over 4999cm 6.2 Sports Racing Cars: Class A LMP1 Class B LMP2 Class N over 4999cm Class P 3000cm to 4999cm Class R 2000cm to 2999cm Class S 1300cm to 1999cm Class T up to 1299cm 6.3 Production Sports & GT Cars: Class C GTE-Pro Class D GTE-Am Class U over 4999cm Class V 3000cm to 4999cm Class W 2000cm to 2999cm Class X1600cm to 1999cm Class Y 1300 cm to 1599cm Class Z up to 1299cm 6.4 Capacity for classing purposes will be taken as the declared capacity of the vehicle. 6.5 The penalty for a false declaration will be exclusion from the event. 6.6 Cars with forced induction and all Rotary engine cars will be subject to an equivalency factor of 1.4 by which their actual capacity will be multiplied to determine a capacity for classing purposes. 6.7 Forced induction Rotary engines will be subject to an equivalency factor of 2.0 7. 7.1. Scoring. All individual drivers competing will be eligible to score points towards an MSA Africa Endurance Championship by scoring points on a 1st to 10th places overall with 10 points for 1st place and scoring downwards to 1. 7.2. All individual drivers competing will be eligible to score towards an MSA Index of Performance Championship by scoring points on a 1st to 10 places on Index with 10 points for 1st place and scoring downwards to 1. 7.3 Overall Class winners will be announced at the Championship final. Classes will be scored 1 st to 10th with 10points for 1st place and scoring downwards to 10. 7.4 Six rounds count towards the MSA Africa Endurance Championship and drivers must enter five rounds to qualify to score towards the Championship 8. Trophies per race meeting. Overall: 1st overall 2nd overall 3rd overall Index of Performance: 1st overall Classes: 1st to 3rd depending on entries 9. 9.1. Qualification as a finisher. A competing car must cross the finishing line on the circuit after the chequered flag has been shown to qualify as a finisher. 9.2. The competing car must have completed 66% of the race distance to qualify as a finisher. 9.3. Race distance will be defined as the number of laps completed by the leading car in each class. Should there be only one car in a class the organisers will determine a race distance. 9.4. The pit lane exit will be closed 5 minutes before the chequered flag is shown. 9.5. Only cars that have completed the race and have been classified as a finisher may score towards Index of Performance. 10. In-car timing. In car timing is permitted and highly recommended. 11. In-car communications. In car communication (ship to shore) is recommended and will become compulsory for 2016 onwards. 12. 12.1. Qualifying. Qualification times will only be taken from the official qualifying session for the event. 12.2. Drivers failing to qualify in the official session will, at the discretion of the C.O.C, be placed at the back of the grid or their relative class. 12.3. A minimum qualifying time may be applied. 13. 13.1 Safety Car Period. During the race, pitting for driver change or refuelling is allowed during safety car periods. 14. 14.1. 60KpH Board. A 60 board along with a yellow flag will be shown which means that all cars shall drop to an estimated speed of 60kph and shall hold position until a green flags replace the 60kph board. Cars may pit during a 60kph period as per 13.1. 14.2. This board will be used to assist the recovery of vehicles should they fail during the event and need to be returned to the pits for repair so as to continue the event. 15. 15.1. Fuel. A maximum vehicle fuel tank capacity of 100L is allowed. 15.2. Only Petrol and Diesel based fuels are allowed. 15.3. Methanol based fuels are not permitted. 16. 16.1. Refuelling. Only refuelling equipment described in Appendix “A” of these regulations may be used. 16.2. A minimum of 3 crew members may refuel the car whilst the car is on Pit Road at all times before or during the event. 16.3 Drivers may remain in a car during refuelling if the team has on standby a minimum of four 9kg fire and these are within easy reach of the pit crew. These are in addition to the hand held fire-extinguisher used by the refueler in 16.7. All fire-extinguishers must carry a current sold by date or a current service date. 16.4 Drivers may be changed during this process and a second suitably attired driver may assist in the driver change during the refuelling process. 16.5 If a team cannot meet the criteria of 16.3 a driver may not remain in the car and a driver may not enter the car until the refuel operation is complete and the driver is advised by the Team Manager that it is safe to enter the car. 16.6 The car engine must be shut down during refuelling and may not be started until refuelling is complete and advised safe to do so by the Team Manager. 16.7 As a minimum, one person shall man the fuel nozzle into the car, another shall hold a 9kg or greater fire extinguisher at the ready and another shall man a manual fuel shut off valve at the base of the refuelling rig, if a refuelling rig is being used. 16.8 The refuelling persons shall be attired with a fire proof balaclava, fire proof gloves and a fire proof suit or overall. 16.9 An incoming or outgoing suitably attired driver may take any of the three refuelling positions but not in addition to. 16.10 The Team Manager may advise on but may not take part in any refuelling operation. 16.11 No refuelling is allowed in the Pit Garage. 16.12 No manual, electric, hydraulic pumps or pressure devices are allowed to refuel a car. 16.13 Cars may be refuelled by gravity feed only. 16.14 Bulk fuel must be stored behind the Pit Garage and may not be in the Pit Garage or Pit Front at any time except to refuel the fuel rig. 16.15 Bulk fuel containers may not be in the Pit Garage or the Pit Front during the race. 16.16 Fuel spillage of any nature will subject the car to a drive through penalty. 16.17 Contravention on any of the above items 1 to 14 will be penalised by exclusion from the event. 16.18 The refilling of fuel rigs with electric pumps is not permitted. Only manual or air pressure pumps may be used. 17. 17.1 Pit Lane. Only 5 technicians are allowed to work on a car whilst it is stopped in front of the Pit Garage on Pit Lane. 17.2 The Team Manager may only advise on the Pit Lane. 17.3 Drivers may be part of the 5 technicians but not in addition to. 17.4 No mechanical work is allowed on the car whilst it is being refuelled. 17.5 Wheels may be changed on the Pit Lane. 17.6 Brake Pads and other serviceable items may be changed on the pit lane 17.7 Lubricants may be checked and topped up on the Pit Lane. 17.8 Cars or parts thereof may be cleaned on the Pit lane. 17.9 Cars may not be push started during the race and the penalty for doing so is a drive through penalty although cars may be assisted with a push to ease the pull off. 18. 18.1 Pit Garage. Car engines may not be started in the Pit Garage. 18.2 Cars must be pushed into and out of a Pit Garage. 18.3 There is no restriction on how many people may work on a car in a Pit Garage. 18.4 No fuel may be stored in the Pit Garage. 18.5 No smoking, alcohol or children under the age of 16 (sixteen) is/are permitted in the Pit Garage at any time. 18.6 If any major components are changed during the race approval must be obtained from the Chief Scrutineer to rejoin the race. 19. 19.1 Pit Wall. Only three people from a team are allowed on the Pit Wall during a race and practices. 19.2 Each Team will be issued with 2 (Two) Pit Lane accreditations and 1 (One) Team Manager Accreditation and only persons carrying these lanyards will be allowed onto the pit wall. 19.3 The Pit Lane exit will close 5 (Five) minutes before the finish flag is displayed. Once the Pit Lane exit is closed items 19.1 and 19.2 will be derestricted. 20. 20.1 Formation Laps. 15 Minutes Prior to the start of the race, the pit lane will be opened. 20.2 Competitors may complete an installation lap and form up on the grid in starting order. 20.3 Should an additional installation lap be required, the competitor may do so by driving down the pit lane. 20.4 The pit lane exit will be closed 5 minutes before the scheduled start time. 22. 22.1 Lights. Irrespective of the lighting regulations contained in the cars category eligibility regulations all vehicles competing will be required to have the following operating at scrutineering: 22.2 Two operating Headlamps or Front Lamps 22.3 One operating Tail Lamp 22.4 One operating Brake Light if required under original category regulations. 22.5 If Front and rear working indicators were originally fitted to the vehicle or as per category regulations, these must be operational. 22.6 A maximum of two additional front facing spotlights may be fitted. 22.7 A maximum of two forward or left hand side facing marker or lights may be fitted in a non-white colour. 22.8 Light must be turned on when advised by race officials by way of a LIGHTS ON board which will displayed at the start line for 3 Laps. 22.9 Non compliant vehicles of any of the above will be black flagged and must return to the pits for repairs to the lights and be inspected by an official of the meeting for compliance prior to returning to the circuit. 23. 23.1 Communications and Timing. The event will operate as an internet based system and there will be no paper records. 23.2 Teams must be equipped with the necessary Lap Tops, PCs etc to log onto the internet or wi-fi to follow the progress of the event and to receive instructions. 23.3 Screens will update immediately and every 30 seconds. 23.4 The Pit Lane Director will back up and enforce any instructions received from the C.O.C. 23.5 The Pit Lane Director will ONLY communicate with the Team Manager. 23.6 Each driver shall have a separate timing transponder which must be changed at every driver change during practice sessions and the race. 23.7 Transponders may not be fitted to a driver’s helmet. 24. 24.1 Car Recognition. Every effort will be made to use the race number as advised by the entrant on the entry and these numbers will be recognised on a first form come first served basis. 24.2 Entries for the 3, 6 and 9 hour events will retain their race number for all events. 24.3 It will be the responsibility of the Team to make sure that the car is fitted with the correct number as advised by the organisers where a number change is required. 24.4 It is compulsory to fit to the car decals showing the drivers name and Country of Domicile. 24.5 The organisers reserve the right to fit sponsors decals to a car. 25. 25.1 Documentation & Scrutineering. Documentation, scrutineering and qualifying will take place on Friday preceding the Saturday of each event unless advised otherwise.
