MIDAS Public Notice
REGION V REGIONAL PLANNING
AFFILIATION
PUBLIC INPUT MEETING
The Region V Regional Planning Affiliation
(RPA) will hold a public input meeting on the
draft FY 2016-2019 Regional Transportation
Improvement Program (2016-2019 RTIP).
The RTIP is a document produced annually
that
identifies all transportation projects
member governments of the Region V RPA
plan to implement using federal funds over the
next four years. Region V includes the following
counties: Calhoun, Hamilton, Humboldt,
Pocahontas, Webster and Wright and the cities
within these counties.
Project funded with regional Surface
Transportation Funds or regional Transportation
Alternative funds added to the 2016-2019 RTIP
include:
-Fort Dodge/Webster County Des Moines
River Valley Trail (South Extension Phase 1)
project at $550,000 in FY 2017 and $150,000
in FY 2018.
-Hamilton County Lake Path Trail project at
$331,808 in FY 2016.
-Humboldt County’s P33 resurfacing project
at $1,000,000 in FY 2019.
-Wright County’s R33 resurfacing project at
$1,600,000 in FY 2019.

Wright County Board of Supervisors
April 27, 2015
Chairman Helgevold called the regular
meeting of the Wright County Board of
Supervisors to order at 9:00 a.m. Members
present were Watne, Rasmussen and
Helgevold.
Minutes of the previous regular meeting of
April 20, 2015 were read and approved.
Approved claims for payment.
Rick Roedl, General Manager with
Daybreak Foods, INC and Sam Utecht,
General Manager with Centrum Valley Farms
met with the board to give an update on the
Avian Influenza (bird flu). This influenza has
been spreading rapidly for the past few weeks
in surrounding Iowa counties. Roedl said that
Daybreak Foods in committed to doing their part
to prevent any further spread of the virus both
on and off their facilities. Biosecurity measures
of both companies have been increased. It is
the request of Roedl with Daybreak Foods to
close Buchannan Ave. to the general public
to help in controlling the spread of the bird
flu. Utecht with Centrum Valley Farms has
not formally asked for C54 and 310th Street to
be closed but would like to see some sort of
possible restriction for these roads. The board
will continue discussion with legislators and
research what further actions they can legally
take to assist these companies.
Susan Toftey updated the board on the
Clarion Summerfest activities. One of the
activities they would like to provide to the
citizens is guided tours of the courtroom and the
bell tower. Motion by Watne and seconded by
Rasmussen to allow the Summerfest Committee
to line up tours of the courthouse as part of their
activities during Clarion Summerfest. Motion
carries.
Motion by Watne and seconded by
Rasmussen to table discussion on Secondary
Roads work order policy and ditch cleaning
policy. Motion carries.
Held a conference call with Hancock
County on DD #121-54.
Motion by Rasmussen and seconded by
Watne to adjourn the meeting. Motion carries.

VACANCY BY APPOINTMENT
To the Electors of the City of Dows, Iowa:
You are hereby notified that the City Council
of the City of Dows, Iowa, has a vacancy of the
council seat previously held by Don Bosch.
The office of this council seat which expires
December 31, 2015, is vacant as of May 4,
2015, pursuant to Section 69.2 Code of Iowa.
You are further notified that pursuant to
Section 372.13(2) of the Code of Iowa, the
Council has elected to fill the vacancy by
appointment, but the electors of the City have
the right to file a petition requiring that the
vacancy be filled by a special election.
The appointment shall be for the period until
the next pending election, as defined by Section
69.12, Code of Iowa. The Council will make the
appointment to fill the vacancy at its regular
meeting of June 1, 2015 and the appointment
will become effective immediately and will
expire December 31, 2015.

OF ORDINANCES OF THE
CITY OF DOWS, IOWA”
BE IT ORDAINED by the City Council of the
City of Dows, Iowa, that:
SECTION 1. Pursuant to published notice
and following public hearing on the 4th day of
May, 2015, so required by Section 362.3 and
380.8, Code of Iowa, there is hereby adopted
by the City of Dows, Iowa, the “CODE OF
ORDINANCES OF THE CITY OF DOWS,
IOWA.”
SECTION 2. All the provisions of the
“CODE OF ORDINANCES OF THE CITY OF
DOWS, IOWA,” shall be in force and effect on
and after the effective date of this ordinance.
SECTION 3. All ordinances or parts thereof
in force on the effective date of this ordinance
are hereby repealed from and after the effective
date of this ordinance, except as hereinafter
provided.
SECTION 4. The repeal provided for in the
preceding section of this ordinance shall not
affect any offense or act committed or done
or any penalty or forfeiture incurred or any
contract or right established or accruing before
the effective date of this ordinance; nor shall
such repeal affect any ordinance or resolution
promising or guaranteeing the payment of
money by the City or authorizing the issuance
of any bonds of said City or any evidence of
said City’s indebtedness or any contract or
obligation assumed by said City; nor shall said

The Clarion City Council met in regular
session on Monday, May 4, 2015 at 5:00 p.m.,
Mayor Mike Nail presiding with Councilpersons
Duane Asbe, Steve Evans, Lindsey German,
Dave Maxheimer and Barb Mussman present.
Also present City Administrator Rochelle
Pohlman, Chief of Police Steve Terhark,
City Attorney Rich Bordwell and Director of
Public Works Jon DeVries.
Mayor Nail called the meeting to order and
asked council if they had a conflict with any
agenda item, none reported.
Teresa
Lancaster
representing
the
Chamber of Commerce updated the council on
a recycling program the Chamber of Commerce
is sponsoring; she will provide more information
to the City Administrator to share with the
public.
Shannon Walker was present to share
her concerns that the city won’t be picking up
anything but yard waste for the City Spring Yard
waste cleanup, Ms. Walker felt the city should
allow citizen to place all their house hold debris
at the curb for the city to dispose of. Ms. Walker
felt this would enhance the beautification of the
community for the Sesquicentennial and allow
people that might have other ways to dispose
of their debris. No action taken.
Motion Asbe seconded German to approve
the Consent Agenda, roll call vote Mussman,
aye; Evans, aye; Maxheimer, aye; German,
aye; Asbe, aye carried.
Motion Mussman seconded German to
approve Resolution No. 15-11 Temporary
Construction Easement between Hagie Hybrids,
Inc. and the City of Clarion for the construction
of the Wastewater Treatment Facility upgrade,
roll call vote Maxheimer, German, aye; Asbe,
aye; Evans, aye; Mussman, aye carried.
Council discussed and reviewed a Tentative
Employment agreement between Dustin Rief
and the City of Clarion for the position of City
Administrator/Clerk.
Motion Asbe seconded German to approve
the Employment Agreement with Dustin Rief
as City Administrator/Clerk to be appointed
July 1, 2015 and may be renewed annually
by a majority vote of the Clarion City Council
pursuant to City Code 21.01 at a base salary
of $70,000 and a onetime 2% increase on
January 1, 2016 and upon completion of a
Master’s Degree in Public Finance shall receive
a onetime pay increase of $4000.00. Personal
car allowance, cell phone reimbursement,
moving and temporary housing assistance and
additional benefits covered under the City of
Clarion personnel policy, ayes all carried.
Motion Evans seconded Mussman to
approve Resolution No. 15-12 authorizing the
Mayor to execute an Employment Agreement
with Dustin Rief as City Administrator/Clerk
under the terms set forth in under Chapter
21.01 of the Clarion City Code of Ordinances.
Roll call vote German, aye; Maxheimer, aye;
Asbe, aye; Evans, aye; Mussman, aye; carried.
Mr. Rief will begin his training period with
City Administrator Pohlman on or about June
15, 2015. City Administrator Rochelle Pohlman
will be retiring June 30, 2015 after serving 30 ½
years with the city.
Motion Evans seconded Mussman to
approve a request for Urban Revitalization
Tax Abate for Joshua Diamond and authorize
the City Administrator to file with the County
Assessor, ayes all carried.
Motion Maxheimer seconded Evans to
adjourn the meeting, ayes all carried.

certified pool operator.

Lucas Lienemann and Shawn Vinsand to help
with summer mowing. Motion carried. All ayes.
Council Member Lienemann abstained from
voting.
Motion by Lienemann, seconded by Gorder
to allow Corn Days Committee to have fireworks
in the football field area. Motion carried. All
ayes. Council Member Lienemann said the can
donations are going to go towards fireworks for
Corn Days since we do not have a booster club
anymore.
Motion by Gorder, seconded by Lienemann
to approve a 2015 contract with Mosquito
Control of Iowa for mosquito spraying for a cost
of $3,175.00. Motion carried. All ayes.
Motion by Lienemann, seconded by Kracht
to approve the Legion connecting into the city
sign electric and paying anything over the
normal $60.00 electric expense. Motion carried.

Motion by Lienemann, seconded by Gorder
to put a “Children Playing” sign on E. Forest
Ave. Motion carried. All ayes.
Motion by Lienemann, seconded by Gorder
to have an appliance, tv, computer clean up
day on a day that works for Swieter Recycling.
Motion carried. All ayes. The dates the Council
is looking at is May 15, 22 or 29th. If residents
have other items they can contact Bells and pay
to have them picked up.
Motion by Gorder, seconded by Lienemann
to replace the boards in the park benches with
recylced plastic boards. Motion carried. All
ayes.
