consultants, educators, consumers, and provincial
regulators. Four meetings have been held since
then. Every stakeholder perspective on the issue
was carefully considered. Together they mapped out

An open dialogue session designed towards
helping you understand what the law says, what
the thresholds are for reporting and what you can
do immediately to reduce the impact of a spill. A
common sense review of what really needs to be
done, liability assessment and developing a process
for better action plans that your business can use in
the event of a spill. Ultimately, after the session, you
should have a better understanding of how to deal
with bureaucracy and feel confident about doing what

The oil heat industry in Canada is increasingly
exposed to potentially crippling fines and litigation
costs for failure to comply with environmental laws.
This presentation will assist fuel oil distributors,
tank manufacturers and tank inspectors to identify,
mitigate, and manage mounting regulatory and civil
liability risks.
Willms & Shier Environmental Lawyers LLP will help you:
• Understand the regulatory requirements for
members of the oil heat industry
• Identify common scenarios giving rise to
regulatory and civil liability for the oil heat industry
• Explain how the courts in Ontario apply Ontario’s

STEPHEN KOCH
plaintiffs and defendants involved in environmental
civil disputes and negotiates settlements before and
in the early stages of civil litigation, where possible. He
also assists clients under inspection or investigation
by federal, provincial and municipal environmental
regulators, and defends clients against environmental
regulatory prosecutions.
Sylvain benefits from over 25 years of experience in
the field of business development. Prior to joining the
Industry 8 years ago, Sylvain worked at the national
level, for multinational companies such as General
Mills, Pepsi Cola and Nestlé Water. He is a member of
various committees such as the CSA B-139 National
technical committee, member of the Canadian Oil heat
Association and a board member of COHA National and
COHA Atlantic Chapter.
Stephen is currently the President of COHA National as
well as the Executive Director of COHA Ontario Chapter.
Paul Rew is the President & Environmental Engineer
at Rubicon Environmental Inc. Paul has been in the
remediation industry for over 30 years. He has dealt with
spills in other countries as well as Canada during his
career. Paul is committed to helping people understand
their right to react to a spill at the time of the incident
and reduce their exposure environmentally and
financially.
Stephen is a seasoned Industry Association Executive,
providing leadership roles for key building material
industries. His strengths are based in business and
marketing where he worked to develop and implement
strategies for organizations such as Nabisco, IBM, Westroc
Drywall and Norton Abrasives. Stephen’s experience in
commercial and residential building markets continues
through his participation as past Chairman for the
Canadian Energy Efficiency Alliance and Ottawa’s
EnviroCentre. He also allocates time to many advisory
groups such as; Homeowner Protection Centre, REEEP
North American Advisory committee, the Consumer
Council of Canada Advisory Committee and the Ontario
Minister’s Building Code Conservation Advisory Council.
CRANE STOOKEY
MICHAEL LIO
Crane knows the two sides of leadership. As a Tall Ship
officer, Crane has lived and breathed the struggles of
command and performance under pressure; leading
crews of sailors in the life-threatening conditions of long
voyages on sailing ships at sea. Crane has also studied
and taught meditation and mindfulness practices for 30
years. This unique mix of experience makes Crane one
of very few trainers and coaches able to bring together
the hard-core skills of “outer leadership” and command
under pressure, with the softer skills of “inner leadership”
and personal performance.
Michael Lio is president of buildABILITY Corporation.
The buildABILITY team has many years of facilitation
experience which is enriched by deep content
knowledge of the build environment. Members of the
firm have participated as consultants on projects ranging
from studies and publications to training initiatives.
buildABILITY prides itself on being able to identify and
recruit key stakeholders, draw out their insights and
combine the insights with the client’s needs. Grounded
in the realities of the marketplace, generated solutions
are ready to implement. Michael Lio, the team lead,
brings over 25 years of experience through his work with
builders, product manufacturers, and various levels of
government. He has facilitated numerous panels and
committees, provided training to the building industry,
and has taught at the post-secondary level at Ryerson
University and the University of Toronto. Michael Lio is a
professional engineer. He is a graduate of the University
of Toronto with a Bachelor of Applied Science and a
Master of Engineering degree.
PAUL REW
Sylvain is co founder and owner of Vilco ltd, the
Fibreglass residential oil tank manufacturer and Superior
Tanks Ltd, the second largest residential steel tank
manufacturer in North America.

BILL FLIGG
Bill Fligg is the President of Petro Buster Inc. Bill has
over 15 years’ experience in the Oil Heating Business &
Petroleum Industry. He managed a business that sold
approximately 50 million litres of petroleum a year, had
15 fuel delivery trucks, 4 bulk plants, 2 B-trains and 4
commercial cardlock locations. Bill dealt with furnace
oil spills, diesel spills, gasoline spills, lawsuits and the
environmental authorities. He dealt with all the issues
associated with fuel spills in our industry and has been
involved with the Canadian Oil Heat Association for 15
years.
PAUL SEAGER
Paul Seager, P.Eng., FEC is a principal at HH Angus &
Associates Ltd, Toronto, a mechanical and electrical
consulting engineering firm providing building design
services primarily in healthcare, university, laboratory,
financial and telecommunication data centers,
cogeneration and energy markets. He is responsible
for professional practice, risk management and quality
improvement for the company. The firm actively supports
the development of national standards and a number of
principals and staff are voting members on various CSA
and ULC standards committees. Paul is currently one of
the vice-chairs of the CSA B139 technical committee, and
is a lead contributor to the development of the new 2015
edition of the code.
MATTHEW GARDNER
Matthew practices environmental law and environmental
litigation. He provides advice and solutions about
environmental due diligence and compliance to a
wide range of clients including fuel oil distributors,
industrial corporations, the construction and land
development sectors and municipalities. Matthew also
provides advice and solutions about contaminated land
issues, environmental risk management, environmental
transactional due diligence and regulatory compliance.
Matthew regularly appears before the Ontario Superior
Court of Justice, the Ontario Court of Justice and
Ontario’s Environmental Review Tribunal. He represents

Don Huff is the President of Environmental
Communication Options. Don is an experienced
facilitator having worked with trade associations
and other organizations dealing with energy, natural
resources, and environmental issues across Canada.
