Planning application 08/01397/FUL – Design Statement Document (CGI Image)’ Land at Rutherford Castle Location The site is positioned around 1.5 km / 1 mile the north of West Linton, a village in the Scottish Borders to the south of Edinburgh. The land benefits from a rural location with modern transport links providing access to nearby towns and cities. Edinburgh city centre (approx. 22 km / 14 miles), Penicuik (approx. 10 km / 6 miles), Peebles (approx. 17 km / 10 miles), Biggar (approx. 20 km / 12 miles) and many other settlements are within a commutable distance. The A702 (adjacent to the site) allows continuous a-road access to all major settlements within the central belt, Scottish Borders and beyond. West Linton and Carlops benefit from public transport links to Edinburgh with a regular bus service available from Stagecoach (101 and 102). West Linton comprises mainly residential uses although there are a selection of local services including a local food store, chemist, post office, bank and public house within the settlement with a range of supermarkets in Penicuik. Edinburgh offers a wide selection of retail, cultural and community facilities with the site also close to a range of retail facilities at Straiton Retail Park (Sainsbury’s, Ikea, Asda, TKMaxx, Homebase, M&S Simply Food) around 16km / 10 miles away. West Linton Primary School is located within nearby West Linton with secondary schools in Peebles and Penicuik. Throughout the Scottish Borders there are pleasant rural walks to enjoy with a wealth of country pursuits available including cycling, golf and fishing. Description The land is located to the east of the A702 around 1.5 km / 1 mile the north of West Linton and 1.5 km / 1 mile south of Carlops. In total the site extends to an approximate area of 80 ha / 199 acres mainly comprising Rutherford Castle Golf Course and two areas of grazing ground to the west. Vehicular access is taken directly from the A702 at the north of the site along Rutherford Castle Drive over which third party residential units have a right of access. Rutherford Castle Golf Course is a mature Championship length (6525 yard) 18-hole par 72 golf course with views of the Pentland Hills and surrounding countryside. Opened in 1998 the course closed to the public in January 2015. The course extends to around 57 ha / 141 acres mainly located to the east of the site and provides the opportunity to continue its use for golfing purposes or for alternative uses, including agricultural, subject to consents. To the north of the site is a newly constructed clubhouse requiring final internal finishing works for full completion. The property has not been occupied and provides the potential for a range of alternative uses including residential, institutional, commercial and educational, subject to consents. An area of around 14.1 acres / 5.7 ha of vacant land to the north west of the site has planning consent for a high quality hotel – see blue boundary on the page 2 plan. The approved proposal is for a high quality 150 bed hotel, restaurant, conference facilities, spa, gym, bar, ballroom and terraced garden and associated infrastructure. Full plans of the approved hotel can be obtained from the selling agents. Surrounding the site is mainly agricultural grazing land. To the north is a recently completed residential development of ten homes by Manor Kingdom.
