5 Star Expanded Neighborhood Patrol Member Information Thank you for participating in the 5 Star ENP. ENP is a program in which off-duty Dallas Police Officers patrol neighborhoods. The 5 Star ENP employs off duty officers who use a Dallas Police vehicle equipped with a Mobile Data Terminal. The officers have the ability to apprehend suspects. 5 Star ENP Facts Lauri Fernandez is your neighborhood liaison with patrolling officers. Sergeant Steve Toth is the administrative patrol officer for our neighborhood. As of November, 2012, we have begun patrols and are building to 5 and 6 patrols a week. The four hour patrols are at random times so that criminals cannot predict the patrol schedule. Our goal of 7 patrols per weeks is in sight for 2013. New participants will add coverage. Neighborhood organizations aligned with 5 Star ENP are Hillcrest Forest Neighborhood Association, Park Central HOA and Hill Haven, Hillcrest East, Kramer Crime Watches. Police patrols offer greater security, but we must continue to exercise proper precautions. Members who have a curbside mailbox will receive a small reflective sticker with a green star to mark their residences for the patrolling officers. (Stickers are property of 5 Star ENP and may be removed if memberships are not renewed.) More signage and curb markers are still being researched and designed. Procedures for Extra Vacation Surveillance 1. E-mail Lauri Fernandez [email protected] in advance. Ideally, the week before. Put "Travel Dates" in the subject line of the e-mail. Include dates you will be gone with approximate departure and return time. Add details about anyone you expect to be coming by your house...pet sitter, gardener, pool service, mail or paper pick up, etc. Lauri will forward this to the 5 Star ENP officers. 2. E-mail same to our Neighborhood Police Officer, Mark Lutz at [email protected] to alert regular on duty DPD officers for our neighborhood. 5 Star ENP Patrol Area ENP officers patrol with a detailed map of Member homes, addresses and contact info. 5 Star ENP encompasses: Forest Lane to the N side of Royal; Hillcrest Road to Park Central Place and Hill Haven (parallel to Central Expressway). When the ENP patrol officer is on duty, response time to 911 calls will be much faster than normal. Please keep alleys brush and limb free to prevent harm to police patrol cars. Most of the 5 Star ENP falls within the borders of HFNA (Hillcrest Forest Neighborhood Association). Check helpful info out at www.HillcrestForest.org . They produce the 4th of July parade, a neighborhood directory and oversee important zoning concerns. In any emergency, or to report suspicious activity, always call 911. As new neighbors move into the neighborhood, please forward contact information, and Lauri will be glad to send them an explanation of the ENP and application to join.
