Passes House and Senate and moves
on to the Governor's Desk
House Bill 174 for Urban Redevelopment
PASSED out of the House and on Monday
March 23rd PASSED out of the Senate.
State Rep. LaDawn Jones sponsored the
bill in the House. Senator Mike Dugan
sponsored the bipartisan bill in the Senate.
The bill now goes on to be signed by the
Governor.
I am proud that the Douglas County
delegation worked together to bring
forward legislation specifically requested
by the Douglas County Commission. If you
see the Governor, ask him to be sure to
sign this legislation that can bring Millions
of Federal dollars to the entire State.

and Atlanta Annexation
Issue Summary:
Beginning in 2013, Representatives from
unincorporated south Fulton were approached by
citizens requesting to revisit the opportunity to vote
in favor of a new city in south Fulton. After months
of speaking to community groups, research and
planning, Rep. Roger Bruce sponsored the
legislation to give the citizens the right to vote yes
or no on the ballot.
In March 2015, the City of Atlanta dropped
legislation that would annex approximately 30,000
residents out of unincorporated south Fulton and
into the City of Atlanta. Although the bill
proponents have not hosted any community
meetings with the residents in the Cliftondale and
Welcome All communities, Rep. Pat Gardner from
Midtown Atlanta has dropped four pieces of
legislation that would allow a vote on annexation
and changes for the school system.
As a result of these various pieces of
legislation I have put together a short cheat
sheet for residents to better under stand
the variety of ISSUES that should be
considered under both bills.

Updates on the Legislation:
Changes occur quickly in the General
Assembly. As of the time of this writing, there are
two signors on the Annexation Bills. Rep. Pat
Gardner and Rep. Tyrone Brooks. A total of seven
signatures are needed before the 40th legislative
day for the bill to move forward this
session. Remember however, no matter what
happens with the south Fulton city bill or vote,
these bills can also be enacted during the 2016
legislation session as well.

An Unfortunate Ending
It is with regret that I must inform my constituents in District 62 that I
will not seek re-election as State Representative upon the end of the
2016 Legislative Session. I appreciate the condolences and prayers
received from so many of you since the loss of both of my parents,
Wayne Blackett August 24, 2014 and Bonnie Blackett March 14, 2015. I
am happy they are both resting peacefully and back together.
The question I am most often asked is, "How do you get it all
done?" My secret to being a wife, mom, business owner, legislator and
general lover of community service, was my village. Moving only
minutes away from my childhood home gave my husband and I the
ability to have great support for my two small children. I have been
honored to be selected to serve you for two terms, it was a dream come
true. However at this time, I must re-shift my priorities to give my
children all the support that my parents gave to me. I appreciate your
support in this transition and promise to complete my term in 2016
with the same enthusiasm as I started.
As this announcement will no doubt still cause speculation, I would
like to make clear, my choice to not seek re-election is not related to a
City in South Fulton, annexation or otherwise. This decision was made
without consideration of what may happen with a city bill or the
referendum in the future. The next elective office I will seek in the
near future will be Secretary of the Stonewall Tell PTSA 2019! But I
still hope that the community will consider me when seeking someone
to inspire the youth in our area, as it is a passion of mine.
It was DIVINE INTERVENTION, that in June 2014, prior to the passing
of my Father, I pledged to organize a campaign training course, to help
prepare the best advocates to be elected leaders in our
community. After my mother's passing in March, 28 dedicated citizens
signed up to learn about being or supporting candidates for office in
the future. I have no doubt that one of the class members of the
campaign class or some other qualified person in our community can
take helm. As this is an important role, I hope that District 62 has
several good options to choose from.
I am excited to have an opportunity to grow my law firm, allow my
husband to focus on his IT business, and allow us together to nurture
our children. It has been an absolute honor to serve you and I will
continue to work hard for you throughout my transition.
