1. Welcome, TCC approval of 4/3/15 Meeting Summary, Public Comment Period
John Orr, ARC, called the meeting to order. There were no comments on the previously
distributed 4/3/15 TCC Meeting Summary. The summary was accepted as distributed. There
were no requests for public comment at this meeting.
2. Announcements

TIP Solicitation - Kofi Wakhisi, ARC, gave an update on the TIP solicitation process which
closed on April 6th. With the new format and the number of detailed questions asked, this
year’s solicitation process was considered successful despite a few technical glitches.
Applications are still being reviewed by ARC staff. A total of 77 Infrastructure applications
were submitted for a total request of $400 M in federal funding, 53 applications for Studies at
$7.8 M federal requested, and 40 applications for Existing TIP Projects at $260 M federal.
The total amount of federal funds requested exceeds the available budget for the STP-Urban
and TAP programs.

Draft Region’s Plan Policies - A work session with the ARC Policy Committees (TAQC,
RTC, CRC, SRC, Aging) was held on 4/9/15 to review draft policies for the Region’s Plan.
ARC staff will be making edits to the policies with an updated draft to be shared. A more indepth policy discussion will be held in May.


o New ARC Staff - Orr introduced Haley Berry as a new member to the Transportation
Access & Mobility Division. Berry replaces Michael Kray who currently works at
Jacobs Engineering.
o ARC Jurisdiction Assignments - Due to the recent staff addition, there will be a change
with the jurisdiction assignments. TCC members will be notified ahead of time of the
change. A revised assignment map will be distributed in the coming weeks.

o Proposal to Add Additional TCC Members - Orr gave an update on the proposal to add
additional city representation to TCC. Policymakers are still working on a solution. The
most likely scenario will be to add five new members, each representing a city districts.
Policy leadership is in favor of this scenario and will to finalize the proposed scenario at
an upcoming meeting.
3. Mobility Management (MM) / Human Services Transportation (HST) Work Session
Renee Ray, ARC, began the work session with a series of polling questions. Among the
questions asked included identification of barriers for HST and whether HST was a priority in
their communities. Janae Futrell, ARC, gave an overview of Mobility Management and Human
Services Transportation. Three key modes are being discussed – pedestrian infrastructure, fixed
route transit, and demand response transportation. Futrell gave a detailed overview on the needs
and support tools that are available. The Simply Get There website (www.simplygetthere.org)
was also mentioned for users seeking transportation options. The interface now includes HST
on-demand services or “specialized services” as a mode.
Presentations continued with Eric Meyer, Cobb County, giving an overview of the County’s
HST program and needs. Meyer stressed that HST is an included component of their latest
Comprehensive Transportation Plan Update. Other improvements and services were also
highlighted. Gary Watson, Douglas County, discussed the County’s Mobility Management and
HST program and services. The Douglas County Mobility Management program goes as far
back as the mid-1980’s with the vanpool program starting in 1986. Both Cobb and Douglas
Counties are experiencing an increase of senior citizens. Meyer and Watson elaborated on the
need for services and options for those unable to drive or without access to a vehicle.
The meeting continued with four breakout sessions - Demand-response transportation services;
ADA accessible pedestrian infrastructure and transit facilities; General mobility services (e.g.,
travel training, vouchers, carpool/vanpool, etc.); and, Technology innovation. Results of these
breakout sessions will be used as input in update of the region’s HST Plan.
