Guide on Application of Customs Supervision Introduction Singapore Customs conducts supervision on selective import and export containers. Traders are to efile for supervision if their container is sealed with a Customs Red seal at the Checkpoints, or the efile for supervision is tagged to the permit conditions when the permit is approved by Customs. Points to Note: 1) Please ensure that the pop-up blocker is off, when you select the type of forms from the eServices drop down list of the Customs homepage. 2) You must e-file at least 1 working day before the intended time of unstuffing operation, and you should not break the Customs Red seal, prior to submitting the e-file application. 3) Customs will reply and/or may contact you within one working day after receiving the application. Please note that supervision operations will be arranged on a first come first served basis. 4) Application may take about 10 minutes You will need the following information/documents to fill up the form: i) Entity Identifier/UEN ii) Operation details iii) Relevant permit number(s) or carnet(s) to complete. 5) For successful application, a reference number will be generated. Please refer to this reference number in your communication with us on the specific supervision matters. Examples of reference number: SPTN2014XXXX-XXXX SEW2014XXXX-XXXX SDP2014XXXX-XXXX 6) Supervision Fees is as follow: $20 per half an hour – Stuffing / Unstuffing / Surveying / Measuring / Test Weighting / Sampling / Denaturing $40 per half an hour – Destruction (Timing is billed in 30 minutes block) Please refer to our website http://www.customs.gov.sg/leftNav/trad/val/Documentation+and+Other+Fees.html at 7) The unstuffing operation starts when officers leave office, and ends when officers arrived back in office. Please note that we will commence our operations for the day at 0900hrs. For requests at a later timing (e.g. 1100hrs), the operations may have to be rescheduled or postponed to another day. 8) An ‘Authorization Letter’ from the paying party/company is required if the paying party for the supervision is not the applicant’s company. 9) For further clarifications, please contact Singapore Customs Hotline at 6355 2000 or email to [email protected]. Step 1 Proceed to Singapore Customs homepage. http://www.customs.gov.sg/topNav/hom/index.html Step 2 On the Right Navigation Panel, click on the dropdown button under ‘eServices’ tab. Select ‘Customs Supervision’ option and a pop-up will appear. Note: Please ensure that the pop-up blocker is off. Step 3 Select the “Application for Customs Supervision addressed to Company Compliance Branch” and click “Go”. Step 4 Select the desired option from the dropdown list and click “Go”. For Supervision at Licensed Premises (Proceed to Step 5) For supervision at premises under the Licensed Warehouse Scheme and Zero GST Warehouse Scheme administrated by Singapore Customs. For Supervision at Non-Licensed Premises (Proceed to Step 6) For supervision at premises that are not licensed premises administrated by Singapore Customs and consignments involved are not covered by temporary import permit, temporary export permit or ATA Carnet. For Supervision under Temporary Import (Permits or Carnets) (Proceed to Step 7) For supervision involving consignments declared under temporary import scheme, temporary export and ATA carnet. Step 5 - Supervision at Licensed Premises Select Supervision at Licensed Premises and click “Go”. Step 5.1 - Supervision at Licensed Premises Fill up all mandatory fields (marked with asterisk*) and click “Submit”. Please fill in the actual place of operation Authorization Letter is required if the paying party is not the applicant Cont’ next page… Select the type of operation required for the specific type of goods involved. To fill in all permits involved (e.g. II4A123456N, ME4B123465B) Step 6 - Supervision at Non-Licensed Premises Select Supervision at Non-Licensed Premises and click “Go”. Step 6.1 - Supervision at Non-Licensed Premises Fill up all mandatory fields (marked with asterisk*) and click “Submit”. Always refer to this reference number for any communication or referral to the specific supervision matters.
