r Fair Housing: What’s New? (A LOT!)

The U.S. Supreme Court has a case before it in this term
to define what constitutes “discrimination” under the Fair
Housing Act. Meanwhile, the Department of Housing
and Urban Development has released guidance about
fair housing and new assessment tools for “affirmatively
furthering fair housing.” Communities, agencies, housing
providers and property developers will be affected by the
court’s decision and HUD’s rules. This panel will update
everyone about the very latest developments concerning
this important topic and will give some insight into the
impact on housing programs.

While there exists a broad and extensive literature on
the estimation and application of house price indices
in the analysis of real estate markets, comparatively
little research has been done on the development and
potential use of land price indices (LPIs). Much like
their housing counterparts, LPIs have great potential
for multiple applications: tracking changes in the price
levels of vacant land, identifying spatial variation in land
price appreciation/depreciation, determining the current
market value of vacant land, and as a leading indicator for
future development. We will develop and apply a series of
historical LPIs for Philadelphia, and demonstrate how the
indices are currently being used by both the Philadelphia
Land Bank (to identify parcels and neighborhoods with the

downtown Harrisburg. This 100-unit family property
recently completed preservation improvements to ensure
its long-term affordability, which included energy efficiency

An estimated 75 percent of Pennsylvania’s inventory
of affordable rental housing is 15 or more years old – a
benchmark in time when the housing may first be evaluated
under the preservation banner. During this session, the
panelists will break down and quantify the inventory by need
for preservation. The discussions will include actual case
studies highlighting the challenges and opportunities using
tax exempt bond financing and 4 percent tax credits to
preserve a mixed-use development in Philadelphia, and how
9 percent tax credits were used to reconfigure and preserve
a rural development property in Erie.

produced by the National Rural Housing Coalition that
explores federal strategies to preserve access to affordable
rental housing in rural communities. The speaker will
discuss the end of new affordable rental construction in

To provide permanent affordability, housing is only half of
the equation. Location also matters. Maximizing public
investment in transportation infrastructure and housing,
creating complete communities that are affordable for
all, is both a key to permanent affordability and a sound
revitalization strategy. Big cities are naturally cashing in,
but how can our suburban and smaller communities also
benefit from these trends? How do we identify opportunity
zones and improve the quality of life there – especially
for the elderly and poor? What roles do mass transit and
other non-car forms of transportation play? How do we
site projects and pay for this re-think? This session will
explore strategies that promote housing opportunities as
an integral part of neighborhood planning, commerce, and
economic development. We will share the how-to’s for
achieving successful, comprehensive, community long-term
investment and discuss how the leveraging of housing funds
with other sources – like the new PennDOT Multimodal

View demonstrations of two excellent tools for use by
today’s housing professionals: The Federal Reserve Bank
of Philadelphia’s Community Development Data Dashboard
and the Web resource PolicyMap. The data dashboard
provides insight into economic and housing conditions and
trends in low- and moderate-income communities. The
demonstration of the dashboard will highlight data about
mortgage lending, rental housing affordability, and consumer
credit and will also introduce the audience to additional
tools sure to be of interest to those working in community
development. PolicyMap is an online data and mapping tool
that enables users to access data about communities and

Increasingly, PHFA serves as a conduit issuer of taxexempt bonds for multifamily projects – bonds that provide
a 4 percent tax credit if the borrowers finance at least
50 percent of the basis of the property. Applications
for this means of financing are on an upswing, as other
competitive tax credits are scarce and projects with federal
resources, or projects involving preservation, are being
encouraged to use this under-subscribed resource. This
