Much like their housing counterparts, LPIs have great potential for multiple applications: tracking changes in the price levels of vacant land, identifying spatial variation in land price appreciation/depreciation, determining the current market value of vacant land, and as a leading indicator for future development. We will develop and apply a series of historical LPIs for Philadelphia, and demonstrate how the indices are currently being used by both the Philadelphia Land Bank (to identify parcels and neighborhoods with the 2 ST | We’re all in the business of providing housing for Pennsylvanians. But how do we reach the people who need to know about our housing programs? Are we unknowingly making missteps in some of our communication efforts, and are we overlooking important opportunities, as well? Each of our panelists has years of experience communicating with renters, homebuyers and homeowners. Hear their observations that can improve your communications with housing consumers as soon as you return to the office. MF | An estimated 75 percent of Pennsylvania’s inventory of affordable rental housing is 15 or more years old – a benchmark in time when the housing may first be evaluated under the preservation banner. During this session, the panelists will break down and quantify the inventory by need for preservation. The discussions will include actual case studies highlighting the challenges and opportunities using tax exempt bond financing and 4 percent tax credits to preserve a mixed-use development in Philadelphia, and how 9 percent tax credits were used to reconfigure and preserve a rural development property in Erie. Location also matters. Maximizing public investment in transportation infrastructure and housing, creating complete communities that are affordable for all, is both a key to permanent affordability and a sound revitalization strategy. Big cities are naturally cashing in, but how can our suburban and smaller communities also benefit from these trends? How do we identify opportunity zones and improve the quality of life there – especially for the elderly and poor? What roles do mass transit and other non-car forms of transportation play? How do we site projects and pay for this re-think? This session will explore strategies that promote housing opportunities as an integral part of neighborhood planning, commerce, and economic development. PolicyMap is an online data and mapping tool that enables users to access data about communities and markets across the United States. But what is the reality? Is this new tool yielding positive results, or have new challenges arisen through their implementation. Hear from two researchers tracking the impact of land banks in southeastern Pennsylvania and elsewhere in the state. Plus, many attendees are Boomers themselves, so the perspective of Baby Boomers as housing consumers is well known. But the younger Millennial Generation has different wants, needs and aspirations – including their perspective on rental housing and homeownership. Hear from an advertising executive, college professor, and doctoral candidate familiar with the viewpoint of people born between the early 1980s and early 2000s. Learn what’s important to Millennials and gain a better appreciation, as a result, for what’s needed to best meet their housing concerns and desires.
