In addition, 11 metro lines are under implementation while eight metro lines and four monorail or light rail projects are at the planning stage. z The new government has also indicated its support for the expansion of metro rail systems to more cities. The key initiatives announced include extending viability gap funding to develop metro and light rail systems on a PPP basis and reducing the population norm to 1 million in towns/cities for financing metro projects (earlier it was 2 million and above). The union cabinet has also approved a proposal to fast-track the land acquisition process for implementation of metro rail projects. z To be sure, the implementation of metro projects has not been easy or without challenges. Pre-construction issues like land acquisition and financing constraints continue to impede project implementation. Public funding and multilateral aid remain dominant sources. Private sector participation has been limited and restricted to only four projects. The contracts for two other PPP projects have been terminated. z That said, India is set to emerge as one of the biggest markets for rail-based urban transportation systems. The total investment commitment for rail-based projects is expected to increase to about Rs 3 trillion by 2020-21. z This is leading to a surge in demand and creating tremendous market opportunity in areas like construction, rolling stock, signalling and train control, electrical infrastructure and fare collection systems. z The mission of this conference is to provide an update on urban rail projects in India, examine the experience so far, discuss key challenges and identify market opportunities.
