Arapahoe County
facts
As Colorado’s first county, our history dates back to 1855 when Arapahoe County
was part of the Kansas Territory.
Arapahoe County was named for the Arapaho Indians, one of the larger tribes of
plains Indians, who along with the Cheyenne, occupied Arapahoe County east of
the foothills running into what is now western Kansas. In 1861, when Kansas was
made a state, Colorado was made a territory with Arapahoe County as one of the
17 original counties.
The original Arapahoe County was 30 miles wide and extended from Sheridan
Boulevard, the present western boundary of Denver, Adams and Arapahoe counties
to the Kansas border. This peculiar shape was due to the practice of giving counties
with large amounts of plains territory at least some of the foothill territory where
there was water for mining and irrigation.
After a local election to determine the new county seat, voters selected Littleton,
where it remains the county seat of Arapahoe County today.
Arapahoe County spans 806 square miles and is a land of contrast. The western
part of the County is mostly urban with residential, retail, office and industrial
areas, while the eastern portion is relatively rural. Littleton, along with Sheridan,
Englewood, Aurora, Bennett, Bow Mar, Centennial, Cherry Hills Village,
Columbine Valley, Deer Trail, Foxfield, Glendale and Greenwood Village, make
up the County’s 13 incorporated cities.
Arapahoe County offers a variety of attractive residential choices and a moderate cost
of living. Residents enjoy excellent parks, greenbelts and trail systems, superior
public services and an inviting quality of life. There are nine school districts
within the County and more than 350 local improvement and service districts.
School districts include Aurora, Bennett, Byers, Cherry Creek, Deer Trail,
Englewood, Littleton, Sheridan and Strasburg.
Arapahoe County is governed by the Board of County Commissioners. The
Commissioners, along with the Assessor, Clerk and Recorder, Coroner, Sheriff,
Treasurer and District Attorney are elected by voters to administer County services.

The Board oversees the County by serving as the administrative policy-making
body. The Board approves the budget, hires staff, oversees land-use planning and
development in unincorporated Arapahoe County; and administers county services,
such as road and bridge maintenance, transportation improvements, snow and ice
removal, human services and animal control.
The Commissioners are elected by voters to represent five districts, each
divided by population. All non-elected departments report directly to the Board of
County Commissioners. These departments include BOCC Administration,
Communication Services, Community Resources, County Attorney, Facilities and
Fleet Management, Finance, Human Resources, Human Services, Information
Technology, Office of Performance Management, Open Spaces and
Intergovernmental Relations and Public Works and Development.
The County has more than 2,036 employees and a $370 million budget. Arapahoe
County has one of the lowest mill levies in the Front Range. In 2011, Arapahoe
County voters approved a ballot question that extended the 0.25 percent open space
sales and use tax to Dec. 31, 2023.

Arapahoe County has more than 24 government offices offering citizens a
variety of services. Commissioner offices are located on the Fourth Floor of the
Administration Building, 5334 S. Prince St., Littleton, CO 80120-1136. The Board
meets every Monday and Tuesday. Public Hearings are held at 9:30 a.m., Tuesday.

Nancy A. Doty is serving her first term as Commissioner representing District 1. She is
Board Chair for 2016 and previously served as Board Chair in 2014 and Chair Pro Tem in
2013. Nancy oversees oversees BOCC Administration, the County Attorney’s Office and
Communication Services. She is a member of the Arapahoe County Foundation Board of
Directors, South Metro Denver Chamber of Commerce Economic Development Group,
South Platte Working Group and the County’s Executive Budget Committee She also serves
on the Arapahoe County Executive Budget and Audit committees and the Arapahoe County
Foundation Board of Directors. She currently chairs the National Association of Counties
Community, Economic and Workforce Development Steering Committee.

Nancy N. Sharpe is serving her second term as Commissioner for District 2. She was

in 2015 and 2013 and is Finance Officer for 2016. Nancy oversees the Finance, Human
Resources and Human Services departments. She currently chairs the Metro Area
County Commissioners and the Colorado Counties, Inc. Human Services Committee.
She also chairs the National Association of Counties Social Services, Welfare
and Immigration subcommittee of the Human Services and Education Steering
Committee and is a member of the Colorado Child Welfare Executive Leadership
Council.

Rod Bockenfeld is serving his third term as Commissioner representing District 3. Rod
oversees the Facilities and Fleet Management and Open Spaces and Intergovernmental
Relations departments. He was first sworn into office in January 2005, re-elected
in 2008 and again in 2012. His current term expires January 2017. Rod represents
the County’s interests on a variety of boards and committees including: Board of
Social Services, Arapahoe County Housing Authority and Metro Area County
Commissioners. He serves on the Arapahoe County Water and Wastewater Authority
Board of Directors and is chairman of the Boundary Control Commission.
He also serves as chairman of the National Association of Counties Finance and
Intergovernmental Affairs Steering Committee and serves on the Southeast Metro
Stormwater Authority and Colorado Counties Inc. Taxation and Finance committee.
Rod is a member of the Regional Economic Advancement Partnership and the I-70
Chamber of Commerce.

Bill Holen represents District 5, which includes the City of Glendale and portions of the
City of Aurora. He was first appointed commissioner in January 2012 and elected to
his first term as commissioner in January 2013. As Commissioner, Holen oversees the
Community Resources and Public Works and Development departments. He represents
Arapahoe County on a variety of local and regional issues, including the
Arapahoe/Douglas Mental Health Network Governing Board, Aurora Chamber Board
of Directors, Board of Social Services, Colorado Counties Inc. Transportation and
Telecommunications Committee, Cherry Creek basin Water Quality Authority, Cherry

The Assessor is elected by voters to value property for taxation
purposes. Corbin Sakdol is serving his third term as Assessor. He
was first elected in 2007 and again in 2011 and for his final term
in 2014. Corbin has worked for the Assessor’s Office since 1990
and is a licensed Certified General Appraiser. Corbin was a licensed Real Estate Broker for more than 20 years and has a degree
in Architectural Technology.

The Clerk and Recorder’s Office is responsible for recording
deeds and marriage licenses, processing passport applications,
registering automobiles, issuing driver’s licenses, registering
voters, administering elections and maintaining records for
the Board of County Commissioners.
Matt Crane was appointed by the Board of County Commissioners
in March 2013 to fill the remaining term of former Clerk and
Recorder Nancy A. Doty. Prior to his appointment, Matt served
as Arapahoe County’s Deputy of Elections and was previously the
Operations/Special Projects Manager for the Clerk and Recorder’s
Office.

The Coroner’s Office serves as a guardian of the health, safety and
welfare of our community by investigating sudden or unexpected
deaths in Arapahoe County, and providing information regarding
these investigations to the families, public health agencies, the
criminal justice community and the media. The Office is led by
Coroner Kelley Lear-Kaul, M.D., who is physician trained and
board certified in forensic pathology.

The Office of the District Attorney is dedicated to prosecuting criminal cases,
crime prevention, and intervention and victim services in the 18th Judicial
District, which includes Arapahoe, Douglas, Elbert and Lincoln Counties.
George Brauchler was elected in 2012. He worked as a prosecutor in the 1st
Judicial District and previously was in private practice in the metro area.

The Sheriff’s Office is not just a law enforcement agency – it is a public safety
organization. The Sheriff is elected by voters to serve as the chief law enforcement officer of the County. He is responsible for maintaining the peace and
enforcing state criminal laws. The Sheriff also operates the County jail and is
the fire warden for prairie and forest fires in the County.
David C. Walcher is the Sheriff of Arapahoe County. He was appointed by the
Board of County Commissioners in January 2014 to fill the remaining term of
former Sheriff J. Grayson Robinson. Prior to his appointment, David served as
the Undersheriff of the Arapahoe County Sheriff’s Office.

The Treasurer’s Office is responsible for collecting and investing property
taxes in Arapahoe County and distributing funds back to more than 300 local
cities, towns, schools and special districts.
Sue Sandstrom is serving her second term as Arapahoe County Treasurer,
following seven years as an Aurora City Council member. Sue is a Certified
Public Accountant who has owned and operated her own firm since 1990.

BOCC Administration provides executive level support to the Board of County
Commissioners. The Department responds to citizen inquiries, schedules Public
Hearings and Study Sessions, manages appointments for advisory boards and
committees, coordinates meetings with local jurisdictions and agencies, works with
the County lobbyist to track legislative issues that may impact the County, manages
the process that distributes funding to entities for a variety of social service and
health programs; and represents the County on the Metropolitan Mayors and
Commissioners Youth awards program.

The Human Services Department offers financial assistance and protective services to children,
families, elderly and disabled adults. Some forms of financial help include Temporary

department provides Adolescent Services, Teen Parent Programs, Adoption and Family
Empowerment.

How do I register to vote?
Registering to vote is a right. It is available to all persons who meet
the requirements. In Arapahoe County there are many Voter Registration
Agencies where you can register or obtain a Voter Registration Application
form. If you need more information regarding the closest agency, or to obtain
a form by mail, contact our office Monday - Friday between 7:30 a.m. and

Where do I obtain a driver’s license?
Arapahoe County’s Clerk and Recorders Office offers three locations
where citizens can obtain a driver’s license. Limited services are available
at all locations. Please visit: www.arapahoegov.com for a list of available
services. All locations are open 8:30 a.m. - 5 p.m., Monday - Friday and can
be reached by phone at 303-795-4500.

Arapahoe County offers four locations where citizens can register
their vehicles. Three locations are open 7 a.m. - 5 p.m. (The Byers Branch is

Q: Where do I apply for a Concealed Weapons Permit?
A: Applications for new, renewal or retired peace officer concealed weapon
permits will be accepted on a walk-in basis at the Arapahoe County Sheriff’s
Office Administration Building located at 13101 E. Broncos Pkwy.,
Centennial. The hours for submitting applications are 9 a.m. - 3 p.m.,
Tuesday, Wednesday and Thursday.

Q: Do I need a license to operate a business in Arapahoe County?
A: Arapahoe County does not require a business license. However, state
and local jurisdictions have license requirements. Contact the Colorado
Department of Revenue at 1-800-970-3468 for more information. We also
encourage you to contact the County’s Zoning division at 720-874-6711 to
determine if any zoning requirements or permits apply.
Q: Who do I contact to dispose of household hazardous waste?
A: If you live within unincorporated Arapahoe County, the City of
Centennial, the Town of Foxfield and the Town of Deer Trail, you can
participate in the County’s Household Hazardous Waste program.
