Job Description

To encourage the hydrocarbons industrialization.

To consolidate the country as a major exporter of natural gas in the region and to
stabilize their contribution in tax revenue for public finances and it’s strengthening.

To strengthen the institutional capacity of the MHE through the optimization of its
procedures, coordination with other sector entities, institutional transparency and the
development of their public servants.

To establish, promote and control the national energy policy and ensure compliance in
the context of sustainable development.

Manage resources and enable the necessary conditions for the effective implementation
of the Institutional Strategic Plan 2011-2015 of the MHE.

Development of the Energy Plan, and supporting activities such as the Hydrocarbon
Strategy, Electricity Plan, Energy Demand and Supply projections, Energy Pricing etc.

Development of the National and Departmental Energy Balance.

Energy efficiency indicators data base.

Energy Planning, Database and Policy Development.

Bolivian Energy Efficiency Network Management.

Design of the Efficient Lighting Project of Bolivia.

Design of the Savings and Energy Efficiency Strategic Plan.

Description of Tasks *
■ The tasks to be undertaken by the WFK - Advisor will be:

The main objective for the request of technical cooperation for the Ministry of Hydrocarbons
and Energy – Vice Ministry of Energy Development is to develop two components in the context
of energy planning: The first component, is to support and complement the development of the
second phase of the Savings and Energy Efficiency Strategic Plan (PAEE-F2) that entails the

design of energy efficiency measures and/or programs including energy policy, environmental
impacts and policy issues, energy efficiency measures (market, legislative, institutional,
technical) and energy efficiency technologies market research of new technology and regulation
in energy efficiency. The second component is to design and develop a working methodology
and guidelines to integrate the main four streams of the PAEE in a long term planning.

The main duty of the Energy Efficiency Expert is to support and complement the development
of the second phase of the Savings and Energy Efficiency Strategic Plan of Bolivia and to design
