Exnora Innovators Club holds
meet to discuss civic issues
T. Nagar Exnora Innovators Club held a special meet recently at Exnora International Head
Office (T. Nagar) to discuss a number of impending civic issues like heavy traffic congestion near
pedestrian crossings, possible problems due to
the proposed multi-storied vehicle parking near
Panagal Park and encroachment by roadside
eateries in T. Nagar which are unhygienic and
create health hazards. Office bearers from several Civic Exnora units in T. Nagar participated
in the meet. R. Sridharan (President, T. Nagar
Exnora Innovators Club) and R. Govindaraj (Joint
Secretary, Exnora International) addressed the
gathering.
It passed the following resolutions which will
be submitted to the concerned authorities:
1. Construction of pedestrian subways or footoverbridges at three key junctions on Usman
Road to ease traffic chaos. 2. Removal of roadside
eateries. 3. Ensure that the proposed multistoreyed vehicle parking at Panagal Park does
not aggravate the already heavy traffic jams at
this junction.

collect his dues, he was made
to wait for a long time.
This led to an altercation
between the two which culminated in Selvam and his aide
Vijayakumar clubbing Arockiadas with an iron rod. Arockiadas suffered grievous head
injuries and was rushed to Government General Hospital (PH
Road) where he succumbed to
them. Teynampet police later
arrested Selvam and Vijayakumar.
Two pose as cops,
steal 1 kg gold
from jewellers
Two men, who posed as
sleuths from Narcotics Wing
of Delhi police, conned two jewellers and stole 1 kg gold
jewellery on Usman Road (T.
Nagar) on April 29.
They confronted two jewelers from Kerala near a
jewellery showroom, took their
bags from them in the guise of
checks and subtly replaced the
gold it contained with sand and
stones and returned the bags.
According to the police, the
men convinced the jewellers
that they belonged to Delhi
police and had information that
narcotics is being smuggled in
the area and wanted to check
the contents of the bags.
The jewellers said that they
found no reason to suspect
them as they were also checking bags of other passersby.
When the duo found that the
bag contained gold, they demanded the jewellers to show
documents. While one man
kept questioning them to distract their attention, the other
moved with the bag a little farther on the pretext of checking
its content. After a few minutes, the men handed over the
bags asking them to take the
jewellery safely and left.
The jewellers realized that
they had been conned only when
they reached the jewellery
showroom and opened their
bags. They filed a complaint at
Mambalam Police Station.
The jewellers used to regularly bring jewellery from
Kerala and supplied to different showrooms in Chennai.
The police suspect involvement of gangs from North India. The victims told the police
that the conmen conversed
with one another in Hindi. Police have collected the CCTV
footage from shops located
near the spot where the incident took place.
An official said that the duo
could have targeted the jewellers after keeping a close watch
on their movements. “It is possible that they brought a similar bag containing stones and
might have switched the bags
because the jewellers did not
see the men taking out the
gold.
25 laptops stolen
from service centre
in MGR Nagar

a laptop service centre on
Anna Road, near Ajanta bus
stop, MGR Nagar on April 29
and stole 25 laptops.
According to the police,
Mariappan (25), the owner of
the service center, found the
locks tampered with when he
came to open the shop the next
day morning. When he entered
the shop, he found that around
25 laptops were missing.
Mariappan said that most of
the laptops were new and the
old ones were also in working
condition.
A case registered in MGR
Nagar Police Station is under
investigation.

Tree branch falls on car

April 16. There were showers during the night.

Sir, Tamilandu Government has constituted a special committee under
the chairmanship of a retired High Court judge to frame appropriate
guidelines and rules for effective implementation of Section 113C of the
Tamilnadu Town and Country Planning Act, 1971, which provides for
exemption of any building or class of buildings developed on or before
1.7.2007 from all or any of the provisions of the said Act, or any rule or
regulations by collecting such amounts as prescribed by the Government.
It is in this context, CMDA has sought the views of the owners of buildings
in George Town area on the guidelines for regularization of the unauthorized buildings constructed before 1.7.2007. Very soon, we can presume
that CMDA will come out with a similar notification seeking suggestions
from the owners of the commercial buildings in T. Nagar, as hereto, many
have constructed complexes deviating from the approved plans. In the
first place, Section 113C deserves to be scrapped as it makes mockery of
the very rules and regulations framed by the CMDA for the construction
of buildings and same was recommended by the Supreme Court when it
permitted the regularization scheme only as a ‘one-time measure’ in
1998. The violations are the direct result of the poor enforcement of the
rules by the officials and it is now trying to sanctify the same. When the
construction of a building is deemed as unauthorized, what is the point
in looking at the type and nature of violations in such a structure? What
is the logic behind seeking suggestions from the building owners who are
already at fault? What about the views of the public who are prone to
danger due to either their living closer to the violated structures or who
pass by or visit these buildings to shop/transact business? The recommendations of the special committee will have to be much more stringent as
Chennai now falls under Earthquake Seismic Zone III. Levying penalty
alone will not be the solution. Punishment like denial of power/water/
sewage connections to the buildings with violations and deviations should

Sir, The report ‘Avoid revealing PAN number unless mandatory’
published under the ‘Letters to the Editor’ column last week was indeed
an eye opener. The public should make note of it. Either the Railways
should not disclose PAN numbers on reservation charts or PAN card
should be deleted from the list of ID proof. To further avoid misuse of PAN
details, banks should make it compulsory to attach a photo copy of the
PAN card for cash deposits over Rs. 50,000 instead of the present method

Problems aplenty at tax collection centers
Sir, Property tax, water and sewerage charges for new flats situated in
West Mambalam are not being collected at the Bhakthavatsalam Street
Depot office for the past 2 years. The owners are forced to go to Corporation Office collection centers at Kodambakkam (near Power House) to
make the payments. The counters are also not functioning properly and
often the payers are forced to go multiple times to make payments. The
same is the state of affairs of centers in Mambalam and T. Nagar as well.
Elderly persons are hence put to lots of hardship. The staff said the issue
of new cards is likely to get delayed by two to three months. I request the
concerned authorities to take remedial measures to ensure that the
counters function properly and also start collecting taxes for new flats at

Encroachments stall work
on Mambalam, Nandanam
canals
The long-pending refurbishment of
Mambalam and Nandanam canals will drag
on a little longer. Chennai Corporation has
granted the private contractor further time
even after the four revised deadlines were
breached over the past three years.
The Rs. 100-crore project which is being
carried out under the Jawaharlal Nehru National Urban Renewal (JNNURM) Scheme
was commissioned to the contractor in 2010
and was to be completed in 26 weeks. The
work involves replacing the canals 40-yearold brick walls with wider concrete walls for
a stretch of 7.4 km.
The work has been held up as Tamilnadu
Slum Clearance Board is yet to evict and
rehabilitate slum dwellers that have encroached on the stretch lining the canal. An
official said that with the encroachments in
place, the contractor is not able to move the
heavy machinery needed in carrying out the
work. The three year delay has also increased
the cost of the project, he added.

misbehaving with

Mambalam Police arrested
a LPG delivery man on charges
of misbehaving with a pregnant woman at her residence
in T. Nagar on April 29.
Arunkumar (37) was employed as a LPG delivery man
with a gas agency in Mambalam for several years.
On April 29, he delivered a
cylinder at a residence in T.
Nagar. He noticed that the
woman who paid him the
money was alone in the house
and tried to misbehave with
her. She screamed and alerted
her neighbours who immediately rushed to her house and
caught and thrashed Arunkumar and handed him over to
the police.
The owner of the gas agency
also sacked him from the service with immediate effect.
