REPUBLIC OF KENYA COUNTY GOVERNMENT OF MERU INVESTMENT & DEVELOPMENT CORPORATION ADVERTISEMENT The Meru County Investment and Development Corporation (MCI&DC) is a County Corporation established under the Meru County Investment and Development Corporation Act of 2014 (hereinafter called the Act) with the mandate of promoting investments in all sectors in Meru County with partnership with the private sector. The Corporation invites applications for the following positions. DIRECTOR SUPPORT/CORPORATE SERVICES (1 post) Reporting to the Managing Director, the Director Support/Corporate Services shall be responsible for the Human Resources, Finance and Accounts, Information technology, Procurement, Public Relation and communication functions; general support services within the Corporation. The specific functions of the Directorate are to: a) Define and implement an effective and efficient human resources policy aimed at providing the corporation with adequate and well motivated human resources to enable the corporation execute its mandate; b) Define and implement an efficient finance and accounting procedures and processes to ensure prudent management of public finances; c) Formulate and implement all business administrative processes and procedures to ensure internal efficiency in the corporation; d) Develop and implement a robust information and communications strategy for the corporation; e) Management the procurement functions in the corporation in line with relevant statues; f) Ensure a client focused relation with all critical stakeholders such as the County Government, business community and the local communities; g) Build and maintain an excellent public relations framework for the Corporation while ensuring excellent relationship with the Media; h) Manage all corporate events including investment forums for the Corporation; i) Support all ICT activities and operational functions while ensuring that the corporation has the right tools to facilitate efficient and effective service delivery; j) Provide and maintain the premises and work environment that ensuring security and safety of all employees and Corporation assets; k) Management the performance contract framework for the corporation; l) Manage and negotiate service level agreements with all administrative vendors in line with the relevant laws; m) Generate all departmental business plans for the Chief Executive; n) Ensure compliance with all statutory requirements that include taxation, annual reporting, external audits; o) Prepare and present briefs and reports to the Corporation Management and Board; and p) Any other function assigned by the Managing Director. Professional qualifications and experiences for the post are: a) Masters Degree in Business Administration (MBA) with a at six years experience in a generalist management function; b) Professional qualifications in Human Resources Management; c) Working knowledge in public finance, accounting, procurement, public relations, communications, strategy and human resources functions; d) Excellent communication and interpersonal skills; e) Demonstrable experience in organizing large corporate events such as investment conferences and exhibitions; and f) Experience working in a start-up business environment an added advantage. DIRECTOR BUSINESS DEVELOPMENT/BUSINESS DEVELOPMENT SERVICES (1 post) Reporting to the Managing Director, the Director Business Services shall be responsible for Economic Analysis, Financial Analysis, Planning, Statistics and Monitoring and Evaluation functions. The specific responsibilities for the office include: a) Identifying, profiling and promoting investment opportunities in various sectors of the County; b) In consultation with other relevant departments, evaluate the viability of investment opportunities in the County; c) Prepare investment materials, information and profiles on investment opportunities in the County for various end-users; d) Define viable and sustainable financing strategies for investment projects in the County; e) Collect, collate and analyze statistics/data to support planning and investment appraisal; f) Prepare and review Corporation Investment Plans; g) Undertake feasibility study analysis in consultation with other relevant departments; h) Undertake economic and financial analysis for identified investment options using plausible economic, financial and technical assumptions; i) Provide information and data to the private sector such as financial institutions and other investors on investment opportunities in the County; j) Coordinate preparation of the Corporation strategy and annual reports; k) Align the activities of the Corporation with the County and National Developing Plans; l) Prepare quarterly and annual department reports for presentation to the Management and Board; m) Provide leadership to the members of the department; and n) Any other responsibility assigned by the Managing Director. Professional qualifications and experiences for the post are: a) A degree in either economics, Economics and Statistics, Finance, Business Statistics from a recognized university; a masters degree an added advantage b) Evidence of professional training/courses where applicable; c) Relevant years of work experience in investment and investment banking environment with specific and practical experiences in investment project appraisal, investment analysis, financial analysis and appraisal, designing and structuring commercial deals, macro-economic analysis, feasibility study analysis, planning and alternative investments accounting; and d) Good knowledge of the public finance and procurement processes, laws and regulations 1.0 DIRECTOR TECHNICAL SERVICES (1 post) Reporting to the Managing Director, the Director Technical Services shall be responsible for all technical/engineering services in the Corporation including civil, electrical, mechanical and agricultural engineering services. The specific responsibilities for the position are: a) b) c) d) Undertaking all preliminary and detailed designs for various technical works of the corporation; Define technical specifications and parameters for works; Preparing bills of quantities and provide technical cost estimates for various projects; Participating and supporting other relevant with technical, costing and other information for purposes of undertaking technical, economic and financial feasibility analysis for prospective investment projects by the Corporation; e) Provide support in the procurement of technical services by the Corporation; f) Liaise with suppliers of technical services and supervise all technical works; g) Provide technical support to business Services Directorate in undertaking feasibility studies and financial/economic analysis h) Prepare and present briefs and reports to the Corporation Management and Board; i) Provide leadership to the members of staff in the Directorate; and j) Any other responsibility assigned by the Managing Director. Professional qualifications and experiences for the post are: a) A degree from a recognized university in either civil/structural, electrical or agricultural engineering; a masters degree an added advantage b) At least 6-years experience in technical project designs, defining technical specifications and preparing technical cost estimates; c) Practical experiences in undertaking supervisory works on technical assignments; d) Working knowledge of at least one project planning and management tool; e) Registration with a professional body where applicable; and f) Working knowledge of the public finance and procurement processes and laws 2.0 Commercial Lawyer (1 post) Reporting to the Managing Director, the job descriptions for the Commercial lawyer shall be to: a) Provide strategic legal advice to senior management and the Board; b) Perform and manage all required legal functions including advising, drafting, reviewing and negotiating, as policies and procedures, bylaws and transactional contracts and agreements relating to c) d) e) f) g) h) i) j) k) corporate structuring, deal structuring, securities and regulatory compliance, risk management, and the general business operation of the corporation; Tending and contracting, outsourcing, establishment of strategic alliances and collaborations, securing of commercial licenses, securing of insurances, acquisitions of rights of products and technologies and the negotiations of supply, distribution and sourcing agreements, licensing agreements, business development agreements and manufacturing agreements, marketing, advertising and promotion agreements, intellectual property agreements, consulting and services agreements, employment agreements, financing agreements, project management agreements, and engineering procurement and construction agreement; Work with appropriate business, financial and other internal and external functions to ensure appropriate due diligence and risk management and ensure that the terms of agreements are in accord with market forces, company policy and applicable law; Remain informed of legal, regulatory, and other developments within public sector; Identify communication and training needs with the organization and develop and present training materials on relevant laws and legal business issues as required; Advice on legal issues involving government and regulatory compliance, respond to all complaints made against the Corporation where the matter involves a regulatory agency, and provide advice for and participate in negotiations with other government agencies regarding such issues; Represent or supervise the representation of senior executives and manages in administrative hearings, and represent or oversee the representation of the Corporation in all legal proceedings; Identify, define, justify, source and train required legal resources, considering internal and external sources and lead and manage the legal team; Supervise and coordinate the work of outside attorneys and consult with them on sensitive legal issues; and Undertake any other function assigned by the Managing Director. Masters in law is an added advantage; Post graduate diploma from the Kenya school of Law; An advocate of the High Court of Kenya, with a current practicing certificate; At least three years of experience in a corporate setting; Self-motivated and energetic; Solid inter-personal skills; and Computer literacy Human Resources Manager (1 post) Reporting to the Director, Support/Corporate Services, the Human Resources Manager shall be responsible for human capital development in the Corporation. Specifically, the office shall carry out the following functions: a) b) c) d) Develop appropriate and progressive human resource management policies, manuals and guidelines; Carry out overall human resource/manpower planning for the Corporation; Recruit, induct and place human resources within the Corporation for efficient service delivery; Undertake work load analysis for the Corporation and assign commensurate human resources; e) f) g) h) i) j) k) l) m) n) o) Develop and implement an efficient and robust staff compensation and reward policy; Develop and implement an object performance and appraisal system within the Corporation; Promote staff development and training; Develop and manage staff disciplinary procedures within the Corporation; Promote team work and set ethical standards Develop and implement progressive health and safety policies; Manage personnel administration, including payroll, consultant files and leave Ensure that staff have adequate working tools for efficient service delivery; Ensuring that Corporation equipment and assets are safe, regularly maintained and serviced; Develop an efficient transport/fleet management; and Prepare and present briefs and reports to the Corporation Management and Board Professional Qualifications and Experience a) b) c) d) e) f) 4.0 Degree in relevant field from a recognized university; Professional training and qualifications in the field of human resource management; Good knowledge and familiarity with labor laws and regulations; At least five years experience in human at a senior level in a public or private institution; Good communication, interpersonal and people skills Membership to a professional body an added advantage Accountant (1 post) Reporting to the Director, Support/Corporate Services, they key objectives of the Accounting Function are: a) To ensure best practice in financial management of the Corporation in order to maximize efficiency and growth. b) To maximize return on financial assets by establishing financial policies, procedures, controls, and reporting systems in order to meet legislative and other reporting requirements. c) Oversee the day to day activities of the finance function and ensure that the function is efficient and produces accurate information. Qualifications and desirable attributes a) Fully Qualified Accountant [CPA(K)] or ACCA] b) Bachelor of Commerce or Business Administration degree (Accounting or Finance specialization preferred) c) At least 5 years accounting experience, with at least 3 years Supervisory Experience in Financial Accounting. d) Sound knowledge of International Financial Reporting Standards (IFRS) and International Public Sector Accounting Standards (IPSAS) e) Excellent software expertise in Microsoft Excel, Word and PowerPoint and Accounting software f) Knowledge of Integrated Financial Management and Information System (IFMIS) is an added advantage g) Excellent attention for detail h) Well organized and exercises sound judgment in decision making. i) Proven and demonstrable leadership and General Management skills. j) Excellent presentation, communication, interpersonal and negotiation skills k) A self motivated individual with proven analytical and problem solving skills l) Ability to interact with all levels of national and county government staff tactfully and effectively m) Ability to thrive in a fast-paced quasi-government and commercial environment with strict deadlines. n) Demonstrate high integrity. 5.0 Office Administrators (2 posts) Reporting to the Human Resources Manager, the function shall be responsible foroffice administrative activities within the Corporation. Key qualifications 1. A Kenyan citizen. 2. Have a Kenya Certificate of Secondary Education mean grade C plain with at least C plain in English. 3. Secretarial studies from Kenya National Examination Council (KNEC) or equivalent from a recognized institution. 4. Certificate in computer applications (Ms Office) from a recognized institution. 5. Ability to take instructions. 6. At least 3 years’ experience in secretarial work and office management 7. Good communication and interpersonal skills 6.0 Drivers (2 posts) Reporting to the Human Resources Manager, the Driver shall be responsible for proper operation, maintenance and care of Corporation vehicles assigned to them.
