2015 GRANT CYCLE
Purpose of Livable Communities Transit-Oriented
Development (LCA-TOD) Grants
The purpose of LCA-TOD grants is to promote moderate to higher density development projects
located within easy walking distance of a major transit stop that typically include a mix of uses such as
housing, jobs, restaurants, shops, and entertainment and is oriented to the transit stop. These
development projects offer people of all ages, backgrounds, and incomes abundant, convenient and
affordable transportation choices and the opportunity to live active lives.
Composition of LCA-TOD Grants
Funding stems from two accounts:
1. Livable Communities Demonstration Account (LCDA-TOD) – These grants support projects that
connect development or redevelopment with transit; intensify land uses; connect housing and
employment; provide a mix of housing and affordability; and/or provide infrastructure to connect
communities and attract investments.
2. Tax Base Revitalization Account (TBRA-TOD) - These grants provide funds to investigate and clean up
polluted land in areas that have lost commercial/industrial activity to make them available for economic
redevelopment that enhances the tax base of the recipient municipality while promoting job retention or
job growth and/or the production of affordable housing. In 2015, TBRA-TOD funds are offered only in
conjunction with a concurrent LCDA-TOD application and award.
Impact to Date of LCA-TOD Grants
Over four grant cycles, the Council has awarded $37 million in grants to 61 projects through LCATOD. These projects are expected to help generate:



$636 million in private investment and $176 million in other public investment
Over 2,500 regular jobs and 2,300 construction jobs
Nearly 2,300 housing units, 34% of which will be affordable

AVAILABLE FUNDING, AWARD LIMITS, CALENDAR
LCA-TOD-Eligible Areas
Applications for projects within the following geographic areas are
eligible:
 Areas within ½-mile of light rail, commuter rail, bus rapid
transit stations operational by 2020, as well as the A Line
 Areas within ¼-mile linear buffer along high
frequency local bus routes
 Areas within ½-mile of Park & Ride stations
Available Funding
LCDA-TOD: $5 million including up to $500,000 for Pre-Development projects
TBRA-TOD: $2 million including up to $250,000 for Site Investigation projects
