We are proud to announce the annual small business
Federal Procurement Conference at the University
of Central Missouri in Warrensburg, Missouri. This
is the 26th year for this event and I am honored to
be cosponsoring the event for the fourth time.
Small businesses are the engine of the American
economy and are key to creating new jobs. That’s
why we have assembled a distinguished list of
representatives from both industry and government
to connect with Missouri small businesses. This
year’s conference is specifically designed to provide
resources, information and advice to potential
contractors about government purchasing practices.
It is our hope that we can build on this proud
tradition and continue to enhance economic
development opportunities for Missouri’s small
businesses. The 2015 Federal Procurement
Conference is sure to be a great conference. We
hope you will join us.
Senator Claire McCaskill
SENATOR CLAIRE MCCASKILL
Claire McCaskill is a fourth
generation Missourian who’s lived
her entire life in the Show-Me
State. In November 2006, Claire
became the first woman elected
to the U.S. Senate from Missouri,
winning the seat once held by
Harry Truman. Since joining the
Senate, she’s been an independent
voice for Missouri, working
with members of both parties to
strengthen accountability, boost job
opportunities and cut wasteful spending.
The Missouri Procurement Technical Assistance Centers,
which serves as a Procurement Technical Assistance Center
(PTAC), is funded in part through a cooperative agreement
from the Department of Defense (DOD) through a program
administered by the Defense Logistics Agency (DLA). The
content of any written materials or verbal communications of
the PTAC does not necessarily reflect the official views of or
imply endorsement by DOD or DLA.
The Small Business & Technology Development Centers
are funded in part through a cooperative agreement with the
U.S. Small Business Administration. Programs are extended
to the public on a non-discriminatory basis. The University
of Central Missouri SBTDC is a University of Missouri
Extension partner.
KEYNOTE SPEAKER
VICE ADMIRAL
WILLIAM HUNTER HILARIDES
Vice Admiral Hilarides became
the 43rd Commander of Naval Sea
Systems Command (NAVSEA)
on June 7, 2013. As NAVSEA
Commander, he oversees a global
workforce of more than 56,000
military and civilian personnel
responsible for the development,
delivery and maintenance of the
Navy’s ships, submarines and systems.
Since becoming an Acquisition Professional in 2002, he
has served as Director, Advanced Submarine Research and
Development, Program Manager of the SSGN Program and
Program Executive Officer for Submarines, where he was
responsible for all new construction submarine programs,
along with the acquisition and life cycle maintenance
of submarine weapons, countermeasures, sonar, combat
control and imaging systems.
He holds a master’s degree in engineering management
from the Catholic University of America, completed the Air
Force Command and Staff College, the MIT Seminar XXI
Program in International Security Affairs, and numerous
acquisition schools.
HARRY P. HALLOCK
DEPUTY ASSISTANT SECRETARY, ARMY
On 14 July 2013, Mr. Harry Hallock,
a member of the Senior Executive
Service, was appointed as the Deputy
Assistant Secretary of the Army
(Procurement) (DASA (P)). The DASA
(P) manages the Army’s procurement
mission including development and
dissemination of policies, processes
and contracting business systems. He
directs the evaluation, measurement
and continuous improvement actions for 270+ Army
contracting offices worldwide executing contracts for major
weapons systems, base logistics support, construction and
wartime operational contracting in Iraq and Afghanistan.
He ensures the execution of Federal, Defense, and Army
regulations for acquisition, procurement, and related
business practices. As designated by the Deputy Secretary
of Defense and delegated to the Secretary of the Army,
provides staff supervision and support to the Multi-National
Forces through the CENTCOM to support Joint Force
Combat Operations, humanitarian relief, reconstruction,
and security of Iraq and Afghanistan.
