Labor vows to make OFWs ‘bullet-proof’
T
he Department of Labor and
Employment assured the safety and
protection of departing overseas
Filipino workers from “tanim bala” or
bullet-planting scheme at the Ninoy Aquino
International Airport. Labor Secretary
Rosalinda Baldoz said that the DoLE and
other concerned government agencies agreed
to protect OFWs from the “bullet planting” by
immediately extending legal assistance to the
victims perpetrated by unscrupulous persons
at the airport.

the Inter-Agency Committee (IAC) to
make sure that proper and immediate
assistance will be provided to OFWs who
will be apprehended for alleged possession
of ammunitions or bullets at Philippine

Grace Poe may still be listed on the ballot if...
I
n an interview with reporters, Commission
on Elections (Comelec) Spokesperson
James Arthur B. Jimenez said: “She’s
already on the list, so the only question is
whether this case will be resolved in time to
say with certainty whether she should stay on
that list....”
Ms. Poe’s name is included in the initial
list of candidates, as already loaded in the
Comelec’s Election Management System, but
this will be revealed within the week. This
initial list also includes names of aspirants
whose candidacies were already canceled by
the Comelec but are still subject to appeals
before the SC. Asked if the SC’s case still
continues by the time ballot printing starts on
Feb. 1, Mr. Jimenez said candidates who could
not be eliminated at that point would “stay on
the list” that will be used for the election.
“It’s a process of elimination. If they have
not been eliminated with finality, then they
stay on the list,” he said. Mr. Jimenez said in
a previous interview in December that the
Comelec would count as stray votes those
cast for names still included in the ballot but
whose candidacies are otherwise canceled.

Duterte, who is on a visit to Taiwan,
sparked quite a stir when he encountered
hundreds of overseas Filipino workers
(OFWs) in Taipei on January 10.
On a visit to the Taipei Expo Park, the
70-year-old Duterte met his passionate
compatriots, mostly women, and was
immediately surrounded by them.
At the scene, high-pitch screams were
repeatedly heard and mobile phones were
raised as high as possible to take photos of
the politician, whom the Philippine workers
treated like their biggest idol.
The warm welcome for Duterte can be
seen in a video clip uploaded by a Facebook
user named Tess Pabilonia Gaja to her
Facebook page later Sunday. It had drawn
over 170,000 views as of January 11.
In the video, Duterte kissed two female OFWs,
raising the excitement among his fans to the
maximum.
Duterte flew to Taiwan on January 9 for
a three-day visit, which he said in Manila
was aimed at gaining a better understanding
of Taiwan’s political, economic, social and
infrastructural development.

procedure last November, targeting tourists
from five countries in Southeast and South

Vietnam and India. Under the new procedure,
tourists from the five countries no longer
need to submit documents on work and
finances to support their visa applications,
as long as they are traveling on a group tour
organized by select travel agencies working
with Taiwan’s Tourism Bureau.
In addition, visitors from the five
countries traveling on employee incentive
tours provided by enterprises are eligible to
use the new application procedure.

on January 19, that the Philippines will
experience the worst effects of El Niño
starting next month all the way to April.
This means that most of the country
will experience reduced rainfall coinciding
with the dry season, with 85 percent of the
Philippines expected to be under a dry spell
or drought condition by April.
The weather bureau defines a dry spell
as 3 consecutive months of 21-60 percent
rainfall reduction, while a drought is either
a dry spell that extends to 5 months, or
3 consecutive months of over 60 percent
rainfall reduction.
Adding to the challenge is the expected
reduction of tropical cyclones, another effect
of El Niño, that will affect the country in the
next few months. Cyclones, while dangerous,
are also a crucial source of water.
Analiza Solis, senior weather specialist
at the Climate Monitoring and Prediction
Center (CLIMPS) said that this early, 2016
is already a candidate for one of the hottest
years in the Philippines. This is due mainly
to the strong El Niño event, which is
characterized by rising sea temperature in
a particular region of the Pacific Ocean that
extends to the archipelago.
This is also the reason why the country’s
cold season this year has been warmer than
average.

Senate approves Bill that provides 100
days for maternity leave

he Senate has approved Senate Bill 2982,
which seeks to increase the maternity
leave period from 60 days to 100 days
for female employees in the public and private
sectors, regardless whether it’s a normal or
cesarean delivery. The Senate-approved bill will now be
submitted to the House of of Representatives.
Once it passes all three readings and there
are no disagreeing provisions from the Senate
and Congress, the bill will be submitted to

“Expanded Maternity Leave Law of 2015,”
any pregnant employee in government
service, regardless of employment status,
shall be granted a maternity leave of 100
days, with full pay based on her average
weekly or regular wages. An additional
maternity leave of 30 days, without pay,
can be availed at the option of the employee
provided that she gives the head of the
agency a written notice at least 45 days
before the end of her ordinary maternity
leave. For private employees, the bill
amends the Social Security Act of 1997. A
female member who has paid at least three
monthly contributions in the 12-month
period immediately preceding the semester
of her childbirth or miscarriage shall be
paid her daily maternity benefit, which
shall be computed based on the average
monthly salary credit for 100 days. The 30day maternity leave, without pay provision,
shall apply to private employees, similar to
those in government service. “Employees availing of the maternity
leave period and benefits must receive
not less than two-thirds of their regular
monthly wages. Employers from the private
sector shall be responsible to pay the salary
differential between the actual cash benefits
received from the SSS by the covered
employees and their average weekly or
regular wages, for the entire duration of the
ordinary maternity leave,” the bill states. There are some exceptions:
— those operating distressed
establishments
— retail/service establishments
employing not more than 10 workers
— those who pay their workers on a

gender equality and sponsor of the bill, the
current allowable maternity leave is less
than the 98-day minimum requirement
of the International Labor Organization.

maternity leave, depending on the working
conditions and nature of the work;
Singapore provides 112 days of maternity
leave; and Cambodia, Indonesia, Lao PDR,
Myanmar, and Thailand all provide a
maternity leave period of 84 day s.

lifespan, mababawasan ng seven years to
2035. ‘Yan ang magiging lifespan,” Bugante
added. At present, the SSS fund can sustain its
operations for at least 26 years, far from the
international standard of 50 to 70 years.
“Although it’s far from ideal, we can live
with that dahil ‘yan po ang ating realidad sa
ngayon at ayaw naman natin na lalo pang
umigsi ‘yan,” Bugante said.
The pension fund for private sector
employees earlier said they are looking at a
P1,000 pension increase and its ramifications
on the fund reserves. “Hindi ko masasabing
okay o hindi okay, kasi dapat pag-aralan.
Titignan natin ‘yung impact talaga dun sa
ating funds. Meron na rin kaming mga pagaaral na isinasagawa ngayon... ginagawa na ng
Trial Department ‘yun,” Bugante said.
The Federation of Senior Citizens
Association of the Philippines (FSCAP) said
the P1,000 increase is a cheerful compromise.
“A happy compromise can be reached.
‘Yung P1,000 is a reasonable increase in
pension. ‘Yung minimum pension is P1,200 so
kung P1,000 (additional), magiging P2,200 –
still far from the poverty line pero magandang
tulong sa mga nakatatanda,” Jorge Banal Sr.
said.
Banal is the FSCAP president for the
National Capital Region (NCR) and Quezon
City. The SSS could improve its collection
system with “better efforts” and ask for better
government subsidy. “See to it na healthy ang
ating pondo,” he said. Looking forward, Banal
said he will call for an emergency meeting to
talk about the recent proposals, as well as
appeal to his members for them to pay their
monthly contributions.

The move is better than overriding the
decision of President Benigno Aquino III to
veto the proposed P2,000 hike.
“While we recognize the objective of the
bill to promote the well-being of the country’s
private sector retirees, we cannot support
the bill in its present form because of its dire
financial consequences,” the President said.
Top officials of the SSS said the increase
in pension benefits would have led to a net
loss of P26 billion for 2016 instead of the
projected revenues of P41 billion. It would
also have pushed the SSS to incur a net loss of
P130 billion by 2027.

ang main reason bakit mababa and pension
is because we asked people to contribute

“Once the CMTA is signed, each balikbayan
box would be protected by Super Section 800,”
Recto said, noting that it defines “conditionalfree and duty-exempt importation.”
Under this section, “residents of the
Philippines, OFWs, other Filipinos while
residing abroad or in their return to the
Philippines shall be allowed to bring in or send
to their families or relatives in the Philippines
balikbayan boxes which shall be exempt from
duties and taxes.” The “total dutiable value” of
the boxes shall not exceed P150,000.
The privilege can only be enjoyed “up
to three times in a calendar year,” Recto said,
quoting the proposed law.

PNoy defends ‘heartless’ veto on SSS pension hike
P
resident Benigno Aquino III on January

seeking

increase for Social Security System (SSS)
pensioners.
Aquino insisted that if he merely wanted
public favor, he could have easily approved
the proposed pension hike without regard to
its expected effect of bankrupting the SSS by
2027.
“Pwede akong magpa-pogi, tulungan
ang endorsement ko sa lahat. Tutal naman sa
2027, baka nakalimutan na ako. Hindi na ako
masisi. Sisisihin na lang kung sinuman ang
namamahala. Pero tama ba iyun na dadalhin
ko ang taumbayan sa direksyon na magiging
kapahamakan nila?” he said in a press
conference in Malolos, Bulacan.
The Chief Executive reiterated that the
bill will benefit two million pensioners and
their dependents but disrupt the stability of
the entire SSS benefit system and negatively
affect 31 million other pensioners.
Aquino said that multiplying the
proposed P2,000 pension increase by the
current number of more than two million
pensioners will result in an annual payout of
P56 billion.
Given an annual investment income of
30 to 40 billion of SSS, the President said that
the payout would lead to a deficit of 16 to 24
billion annually.

This would have led, he said, to SSS
drawing from its Investment Reserve Fund

Senatorial aspirant and Bayan Muna Rep.
Neri Colmenares, however, said he wants
to convince his colleagues at the House of
Representatives to override the veto.
At least 217 representatives - 2/3 of the
total number of members of the lower chamber
- are needed to override the president’s veto.
Colmenares has claimed that the fear of
the government of the shortening of the fund
life of the SSS is an unfounded one.
‘’Ang unahin dapat ng Malacañang ay ang
pagpahaba ng buhay ng myembro at hindi ang
pagpapahaba ng buhay ng pondo,’’ he said.
‘’Ang issue talaga ngayon is this: Hindi talaga
nakakabuhay ang pension ng SSS at dapat
dagdagan iyan. Ang SSS, for a long period
of time, has failed in its mandate to provide
social security.”
In the statement, Colmenares said the SSS’
claim of the shortening of its fund life in case
the bill gets passed was only a scare tactic.
‘’For SSS to claim that shortening its fund
life to only 14 years or up to 2029 will lead to
its bankruptcy is a scheme to scare those who
do not understand the actuarial potential of
a 14 year fund life. After all, SSS did not find
the situation worrisome enough to initiate
institutional reforms when it officially
admitted to having a five year fund life in
2001.”
‘’The unfunded liability argument, which
SSS claims amounts to P1.19 trillion is a
similar scare tactic. All government pension
schemes have unfunded liabilities, many of
which are larger than the Philippines per
capita but none of them went bankrupt.”
Colmenares
also
debunked
the
‘’bankruptcy argument’’ of the SSS, saying
the government, under the RA 8282 has the
obligation to appropriate funds should the
SSS fail to replenish the projected P4 billion
deficit resulting from the pension increase.
‘’There can never be a bankrupt
pension system because government will
always intervene if necessary. Even Vietnam
subsidized its last 10% pension increase,’’ he
said.

aaaring nabalitaan ng marami
ang tungkol sa Terrorismo na naganap sa France kung saan isang
daan mahigit ang namatay. Sinundan ito
ng pag-atake sa San Bernardino, California
kung saan labing apat ang patay at dalawampu
naman ang nasugatan gawa ng mag-asawa na
sinasabing may koneksyon sa ISIS (Islamic State
of Iraq and Syria). Nauna pa sa mga ito ay ang
Mali attack sa West Africa na gawa naman ng
Al-Qaida Terror group. Sa London, kamakailan,
isang lalaki ang sinubukang gilitan ng leeg ang
isang matandang lalaki sa train station. Ganti
daw niya ito para sa mga kapatid sa Syria. May
iba pang Terror groups gaya ng Taliban sa Afghanistan, Boko Haram sa Nigeria, Abu Sayaf sa
Pilipinas at Jemaah Islamiyah sa Indonesia at iba
pa. Sino nga ba sila? Ano ang pinaglalaban nila?
Ano ang kinalaman ng kanilang paniwala sa
kanilang ginagawa? Higit sa lahat, ano ang implikasyon nito sa hinaharap sa mga manggawang
Pilipino (OFW) sa iba’t ibang dako ng mundo at
lalo na sa magugulong lugar gaya ng Middle East
sa pagpasok ng Bagong Taon 2016. Kailangan liwanagin natin ang mga katotohanan dito upang
huwag magulumihanan lalo na kung may mga
kamag-anak na OFW na malapit sa lugar kung
saan gumagawa ang mga Terror groups.
Tinataya na mahigit sa isang bilyon (1.57)
ang mga Muslims sa buong mundo at ito ay
23% sa 6.8 bilyon tao sa mundo (2009 survey ng Pew Research Center). 60% ng Muslim
ay nasa Asia at 20 % lamang ang nasa Middle
East. Ang India ay ikatlong may pinakamalaking Muslim populasyon sa mundo. Ang China
ay may mas maraming Muslim kaysa Syria. Mas
higit naman ang Russia sa pinagsamang Jordan
at Libya sa Muslim populasyon. Nahahati sa dalawang malaking grupo ang mga Muslim. 87-90
% Sunni ( kalat sa Mundo) at Shia 10-13 % ay
nasa ilan lamang bansa:
Iran, Pakistan, India at
Iraq.
Kung tutuusin, kaunti
lamang ang radicalized Islamic Groups na
kinabibilangan ng ISIS,

Laden ang nagpabagsak ng Twin Towers sa New
York. Ang ISIS ngayon ay nanalasa sa Syria at
Iraq. Ngunit, ang nakararaming Muslim na hindi
radicalized ay namumuhay ayon sa patakaran ng
mga bansa na kinabibilangan nila. Ayon sa pagsusuri ng mga autoridad, nakakapasok lamang
ang mga Terrorist sa mga bansa at nakikihalo sa
mga tahimik na mamamayan. Tutuong mayroon
Islamic members na walang koneksyon sa mga
Terror groups ngunit na-inspire naman sila ng
mga radicals Islamic groups sa pamamagitan ng
social media at gumagawa ng sariling plano ayon
sa turo ng mga Terror groups.
Ano ba ang pinaglalaban nila? Bakit ba
malakas at matapang silang gumagawa ng
Terrorismo at walang pagkilala sa batas, karapatan at paniwala ng ibang tao at bansa? Ang
mga Radical Islamic terror groups ay nagnanais
isulong at ipasunod ang patakaran sa buhay
ayon diumano sa nasusulat sa Koran at batas
ng Sharia (Islamic Canonical Law) at sa patutuo
ng kanilang kinikilalang Propeta (Hadith at Sunna). Nais nilang i-sulong sa buong mundo ang
kanilang paniwala. Subalit maraming Muslim
ay hindi naniniwala sa interpretasyon ng mga
Radicals sa Koran at aral mula sa Propeta nila.
Sa tutuo lamang, maraming Muslim mismo ang
napapahamak at nagugulo ang buhay gawa ng
mga radical Terror groups. Alam ng lahat ang
sinapit ng mga Muslim refugees (mga taong
napilitang lumikas mula sa sariling bansa upang
makatakas sa persekusyon o kapahamakan) sa
Syria. Gayon din sa Iraq, Libya at ibang lugar sa
Africa.
Tumatakas sila na mapasa-ilalim sa
kapangyarihan ng mga Terror groups. Kailangan bang mabahala sa 2016 ang mga OFW
at bansang Filipino? Ilang mga dahilan kung
bakit hindi dapat mabahala.
(1) ibinigay ng Diyos ang mga autoridad,
gaya ng mga malalakas na bansa at kasama ang
United Nations upang mapigil ang mga grupong radical terrorist na kumalat at manalasa
sa iba’t ibang bansa. Minomonitor ng mga bansa ang kanilang galaw at sinusugpo ang kanilang pagsulong.
(2) Ang dapat lamang mabahala ay ang mga
tumatanggi at tumalikod sa Diyos. Makapangyarihan ang Diyos kaysa sa sino man at ano mang
bagay saan man at kailan man. Ngunit pinapayagan ng Diyos na magawa ng mga grupong ito ang
nais nila upang magsilbing warning sa lahat ng
taong ayaw pasakop sa Kanya. Maaalala na pumayag ang Diyos na masakop ang Israel ng mga
kaaway nito gaya ng Assyria, Babylon, Grecia at
Roma dahil nakakalimot at tumatalikod na sila sa
kanilang Diyos.
(3) May pangako ang Diyos sa mga nanalig
kay Jesu Cristo na kanyang bugtong na anak. Sinabi ng Biblia, “Ang sino man nanalig kay Jesu Cristo
ay maliligtas” (Juan 3:16; 6:47; 11:25; 5:24 ; Gawa
4:12 at marami pa).
(4) Angkinin ang mga pangako ng Diyos.
Hindi lamang makapangyarihan ang Diyos laban sa threat ng mga radical terrorist kundi sa
ano mang klaseng hamon sa taong 2016 gaya
ng hamon sa pangkabuhayan, ang mga agawan
ng bansa sa mga isla sa south China sea, ang
korapsyon sa bansa at sa mga iba pang katatakutan. Ito ang ilan sinasabi ng Biblia na dapat
panghawakan sa bagong taon mula sa Diyos
upang huwag mabahala….
“Tandaan mo ang bilin ko: Magpakatatag
ka at lakasan mo ang iyong loob. Huwag kang
matatakot o mawawalan ng pag-asa sapagkat
akong si Yahweh, na iyong Diyos, ay kasama mo

Bittersweet year for Philippines in 2016–‘feng shui’ expert

problem” year for the economy.
Speaking to the BusinessMirror before
the launch of his book, titled Feng Shui
Essentials for the Year of the Fire Monkey, at
the Manila Hotel on Monday, noted feng shui
expert Joseph Chau said 2016 will be lucky
for industries dominated by the fire element,
such as electronics, electricity, gasoline/fuel
business, computers, telecommunications,
restaurants and financial market.
“The
metal
elements—machinery,
banking, car sales, raw materials for medical
supplies—are also lucky,”he added. The Year
of the Fire Monkey swings in on February 8,
2016.
He also said it will be a “bittersweet”
year for the country: “Before the elections
(May 9, 2016), it will be bitter. It means
the relationship between the government
and the people won’t be harmonious; there
will be much discontent. Businesspersons
have to wait and expect some change.
After the elections, it will be sweet, and
businesspersons will have the clear picture
from the government, and then they are able

their services and the like.
Meanwhile, the feng shui expert said
it will be a challenging 2016 for industries
dominated by the wood, water and earth
elements. He singles out the tourism industry
(water element) as one of those that will face
“so many challenges, because of the unstable
situation in the country.” Unstable, not
because of the coming elections, he explained,
but because of taxi drivers, who he said, “will
fool you or they will rob you.”
Chau said this can be remedied easily by
following Jakarta’s lead, i.e., certify taxis that
will cater specifically to tourists and which
charge a lower fare than the regular cabs that
ferry ordinary citizens. “If the Philippines
does it this way, no problem,” adding that the
so-called reports on the alleged laglag-bala,
or bullet-planting, scam at the NAIA, which
have gone viral, will not deter tourists, but
dishonest taxi drivers would.
Since the tourism industry is forecast to
bring in tepid numbers next year, the famed
geomancer said the local hotel industry
will also find itself in a slump. “There are
so many hotels that have established in the
Philippines, but there are only a few guests.
We Chinese have a saying, ‘A bucket of congee,
but there are so many monks, so how can you
share?’ Even the casino is not a good business;
they are losing money now.”
A recent report by the United NationsWorld Trade Organization noted the dip
in hotel-occupancy rates in Manila to 68
percent in the first half of 2015, almost two
percentage points lower than the same period

Others with a water element, such as
transportation and logistics, will also not
do very well in 2016. Chau also stressed
that even though there are many ongoing
construction projects, this does not mean the
industry will be lucky next year. He advises
large construction firms or companies
developing new properties to “draw attention
to quality. If the quality is no good, even if
they have a good name, they will destroy the
brand.”
Other industries that will experience a
slowdown in 2016 are real estate (“because
they are full already”), garments, fashion,
health, food, lumber and furniture.

More Taiwan firms employ OFWs via direct hire
T
he Department of Labor and Employment (DOLE) said that there are more overseas
Filipino workers (OFWs) who are being employed by Taiwan-based companies via direct
hiring process. In a statement, DOLE Secretary Rosalinda Baldoz said two companies are
scheduled to hire OFWs via the International Direct e-recruitment System for the Special
Hiring Program for Taiwan (SHPT-IDES) this January 2016. “Taiwan and the Philippines are
benefiting immensely from this OFW hiring system,” said Baldoz. The two companies are
identified as Nanya Plastics and Top Union Electronics. According to the Philippine Overseas
Labor Office (POLO) in Taiwan, Nanya Plastics executives will be traveling to the Philippines
from January 13 to 15 to conduct written examination and interview 150 applicants.
“From the applicants who will qualify, Nanya Plastics will choose the top 50 workers for
deployment before the second week of February. These will mostly factory and production
workers,” said POLO official Llewelyn Diaz in her report. Top Union has already selected 20
registrants from the Philippine Overseas Employment Administration (POEA) e-registration
system. “The company is requesting the POEA for more details about the job experience of
the workers. The POEA is currently arranging for an online interview of the applicants by
Top Union Electronics executives,” said Diaz. In addition to the two companies, Diaz said
another Taiwan manufacturing firm, Powertech Technology Inc., has tested the viability of the
no-broker system through their re-hiring program. “The first batch of the re-hired workers
who did not pass through private brokers, composed of 27 workers, will arrive in Taiwan on
the first week of January,” said Diaz. Under the SHPT-IDES, it is the POEA that facilitates the
OFW recruitment process through its in-house placement facility, the Government Placement
Branch. The bilateral employment system aims to simplify the hiring process and make it
easier for Taiwanese employers to directly hire foreign workers without the participation of
private recruitment agencies or brokers.
President urges new immigrants to teach children their mother tongue
P
resident Ma Ying-jeou (馬英九) suggested that foreign spouses, or first-generation new
immigrants in Taiwan, teach their children to speak their native language, even as the
children are learning Mandarin Chinese at school. In a meeting with a group of mostly
foreign spouses from Indonesia and Vietnam, Ma encouraged them to teach their children their
native language while at home. Meanwhile, the children will learn Mandarin Chinese at school,
thus becoming bilingual, Ma said. Learning more than one language helps children expand
their horizons and is an important part of education, the president said, during a visit to the
National Taiwan Museum in Taipei, where he met with foreign spouses who have been trained
as museum guides. The government’s “New Immigrant Torch Project” subsidizes programs to
train personnel who can speak the languages of Indonesia, Vietnam, Thailand, the Philippines
and other countries and also offers subsidies to schools to devise curricula especially for
children of new immigrants, Ma said. This is all part of a government effort to help integrate
new immigrants into the society, he said, in response to a question by a Vietnamese woman on
relevant government policy. New immigrants and citizens alike have to learn to adapt to the
changing society, Ma said, noting that there is a large number of new immigrants in Taiwan.
The number of foreign spouses of Taiwanese nationals, or first-generation new immigrants,
stands at over 500,000, while the number of second-generation new immigrants is more than
350,000, according to the Ministry of the Interior. Since 2014, the National Taiwan Museum
has trained 14 new immigrant service ambassadors — 10 Vietnamese, two Indonesians,
and one each from Myanmar and the Philippines. Since the guide service began last June, the
service ambassadors have provided services to 1,097 new immigrants and migrant workers,
according to the museum.
Philippines rejects compensation ruling over death
A
Philippine Coast Guard (PCG) spokesman has rejected the latest ruling by a Taiwan court
over compensation in the shooting death of a Taiwanese fishing boat captain by eight PCG
personnel more than two years ago, according to the Central News Agency. The spokesman,
Armand Balilo, said Taiwan’s jurisdiction does not extend to the Philippines, in response to
reports that the Pingtung District Court has ordered the eight PCG personnel to pay more than
NT$3.19 million in damages over the death. The PCG personnel have been suspended and face
trial in the Philippines over the death of Hung Shi-cheng, captain of the Kuang Ta Hsing No. 28,
during a crackdown on alleged poaching in the waters of Balintang Channel on May 9, 2013.
The Pingtung District Prosecutors’ Office had already advanced more than NT$3.19 million
in damages to Hung’s family before the court ruled on Dec. 31 that the PCG personnel must
pay the same sum back to the prosecutors’ office. Balilo was cited by CNA as saying that the
eight personnel would not be able to pay the compensation because they needed the financial
help of colleagues to fund the bonds for their release pending trial in the Phillipines. CNA said
the PCG has turned in all key evidence to a Philippine court handling the trial, but the trial is
unlikely to conclude any time soon. Taipei and Manila signed an agreement in December to
address fishing disputes in overlapping economic waters.

recommended travel destination in 2016. Fodor’s, one of the world’s largest publisher
of English language travel and tourism information, included Taipei on its “Go List” of 25
destinations to visit in 2016. The travel guide highlights Taipei as a modern Asian megalopolis
stepping into the spotlight as the World Design Capital in 2016. “Design hounds should time
their visit to coincide with the WDC International Design House Exhibition (October 13–30),
when the city will be turned into a huge exhibition ground,” Fodor’s wrote. It described
Taiwan’s capital as “a buzzing, highly cosmopolitan city where giant modern skyscrapers
tower over ancient temples, peaceful parks are juxtaposed with clamoring and chaotic
markets, and cutting-edge hotels and nightlife spots pack in the glitz and glamour.” Also on the
Fodor’s “Go List” are Utah, U.S. national parks, Philadelphia, Palm Springs in California, Cuba,
Haiti, Guadeloupe, Lithuania, Bavaria in Germany, Normandy in France, Nepal, the Philippines,

Work on send-off lounge at NAIA may start in February
C
onstruction of the P8-million passenger send-off area at the Ninoy Aquino International
Airport (Naia) Terminal 1 may start next month. This after the Manila International
Airport Authority (MIAA) bids and awards committee (BAC) concluded in December the
initial bidding for the construction of the public waiting lounge at the airport. According to
MIAA senior assistant general manager Vicente Guerzon Jr., the BAC is currently conducting
a post-qualification evaluation of the bidder being considered for the project which costs
P8,060,783.69 and has a target completion date of 100 days. The construction of the public
waiting lounge at the Naia Terminal 1 departure area, he said, was aimed at providing relatives
of overseas workers and other airport visitors an area where they could give their loved ones
a proper send-off before boarding their flights. Previously, the terminal had an OFW lounge
and a Windows of the World area but these were torn down when the airport’s P1.3 billion
rehabilitation began. According to Naia Terminal 1 manager Dante Basanta, the construction of
the public waiting lounge was not included in the rehabilitation because the previous project
called for just a makeover and the structural reinforcement of the 30-year-old terminal. The
contractor, DM Consunji Inc., basically replaced floorings, ceilings and partitions; improved
menities; and retrofitted columns. It also upgraded mechanical, electrical, plumbing and fire
detection and prevention utilities.
Private cars can’t use Edsa bus lanes starting Jan. 18

tarting January 18, private motorists should stay off the yellow lanes for buses on a portion
of Edsa if they want to avoid paying a fine of P500. Cabinet Secretary Jose Rene Almendras,
head of the Edsa Technical Working Group (TWG), and the Metropolitan Manila Development
Authority (MMDA) said that on Jan. 18, they would begin cracking down on private vehicles using
the yellow lanes on the southbound portion of Edsa between Shaw Boulevard in Mandaluyong
City and Guadalupe in Makati City. Almendras explained that they picked this particular stretch
as it was the “most problematic” area during the morning rush hour. The plan, however, is to
eventually implement the policy on the whole stretch of Edsa. According to him, private motorists
can only use the bus lanes (the two outermost lanes of Edsa) if they are making a right turn. “If
they will not cooperate, we will issue tickets,” he said, adding that the MMDA and Highway Patrol
Group (HPG) would be deploying more men for the enforcement of the policy. Almendras noted
that when private vehicles keep out of the yellow lanes, buses can move faster. Under MMDA
Memorandum Circular No. 08 Series of 2012, private vehicles are not allowed to use lanes for
Public Utility Vehicle (PUV) or yellow lanes unless they are turning right to get to a side road or
entering Edsa from a side road. Violators face a fine of P500. Despite this, many have observed
that a lot of private vehicles can still be seen using the PUV lanes. Asked if they were being lenient
to violators, PNP-HPG director Chief Supt. Arnold Gunnacao said that apprehending these would
disrupt the continuous flow of vehicles on the major thoroughfare since there were previously
no delineators to separate the yellow lanes from the ones for private vehicles. “But now, we have
started fixing the barriers placed along Edsa to educate motorists,” Gunnacao explained, as he
expressed hope that undisciplined drivers would start following traffic rules from now on. He
added that the HPG would be making further adjustments to avoid confusion among motorists.
“We will place concrete barriers on these entry and exit points for the motorists to properly
identify them,” he said, noting that this was what they did when they placed barriers on the
southbound lane between Kamuning and Cubao in Quezon City.
