Welcome to the 2015 newsletter! Yes, I know it is slightly late again, but there
have been some internal things to sort out, which will be addressed later.

Event 2014 Feedback
For me 2014 was an event of two halves.
Childrens’ day on the Sunday was busy, with a heavy crowd aided by what has
become the expected Carnival sun on the August Bank Holiday weekend. Whilst
there were no serious crowd or event related issues during the day, there was a
collision between two traders early in the morning where a truck went into a
trailer unit. Thankfully no one was hurt, but I ask you please to be careful early
morning when driving within the Carnival area - I appreciate the stress levels are
already high at this time and you have a tight deadline to get in and out, but we
need to remain safe and calm. Keep your eyes open for all objects and persons
on the road.
Monday, however, provided the worst rain seen on a single day at Carnival for
almost 30 years (so I am told) – non-stop from morning till night. The most
obvious impact of this was a reduction in crowd number at the event, but the
excessive water at some locations also unfortunately affected the ability of some
to trade normally. Reported conditions for this have been fed back to our
highways team for response, which I am still waiting for.
To clarify though, RBKC cannot and will not take responsibility for any loss of
trading at Notting Hill Carnival due to adverse weather. You should ensure this is
covered within the trader insurance policy you have.
Operationally, the rain prevented our joint enforcement teams from completing all
re-visits on sound system and street trading sites on the day and hence not all
who were deserving would have received an excellent standards certificate. Not
as many were handed out in 2014 as they were last year, but Environmental
Health did confirm to me that they felt the standards and quality of traders again
was extremely high and more certificates would have been handed out had they
been able to get around fully. So, again, well done and thank you on superb
standards. Your hard work does not go unnoticed or unappreciated.

2 sound systems were absent from the event last year; Good
Times and Sancho Panza. Good Times are expected to return this year,
hopefully as close as possible to their usual location (which was
redeveloped last year, hence their absence). Sancho Panza also gave up
their location in and outside the school on Middle Road for the same
reasons (site is being redeveloped) so another sound system, Mark
Ross, was in their place for 2014. As it currently stands it is not known if
Sancho Panza will be back as a sound system for Carnival are not
confirmed by BASS (British Association of Static Sounds) until later in the
year.

Some of the names here have been awarded a certificate before, some have been commended for the
first time and some have managed to get an excellent certificate in their first year of trading which is no
mean feat – all in all its great news for the ever growing standards of trading at Carnival. Keep it going!
As I have said before, you are an extremely important part of one of the biggest events in Europe and
greatly add to the atmosphere as well as maintaining its high reputation for food and souvenirs. You are
all flying the flag for event street trading and the public expect (and always get!) excellent food at
Carnival.

Level 2 Food Safety/Hygiene in Catering certificate
As advised last year, from this year all traders (who are cooking/selling food) will be required to hold a
minimum Level 2 Certificate in Food Safety/Hygiene as part of their application requirements. Please
return a copy - not the actual certificate – along with your application form and other supporting
documentation. As usual, the forms for this year will go out in April so please factor this in and obtain a
certificate in good time should you need to. The Royal Borough is offering a subsidised rate for those
wishing to obtain the qualification or a top up – please contact Public Health Training Service on 020
7361 3002 or fill in the enquiry form at:

to request a call back for more information. For those already holding a level 2 it is recommended that
you get a top up every 3 years.

Bye Bye….
This year is a year of change for many aspects of the organisation and operational delivery of Notting
Hill Carnival. One of the smaller changes taking place will be a change of personnel as your main point
of contact within the Filming and Special Events Office – I will be leaving for pastures new in early
March 2015.
I joined the Carnival Office in late June 2011 (6 weeks before Carnival that year) and was thrown
straight into the mix of dealing with the street trading applications and questions that year. We also
memorably had to deal with the effect of the riots of that summer and re-issue all the licences a week or
so before the event. That was a baptism of fire!
In the time since, my passion for Carnival has grown immensely and I have become the main person
for the traders to speak to. I have tried to forge good relationships with as many of you as I physically
could. My vision for Carnival street-trading was to improve the working relationship and each others’
perception between both traders and the Council, and it has been humbling to receive feedback to that
effect from some of you and colleagues at the council. I have absolutely loved working with every one
of you, sharing stories and jokes, and having a mutual appreciation of the effort and stress but also the
satisfaction of preparing for what is an amazing event.
As it stands the office is going through a restructure and the persons who will be leading on street
trading for this year are not yet defined, but the process should remain the same - email address and

receive your forms in April.
I wish the very best for all you for Carnival and in life, and hope to see you at Notting Hill this year in a
more relaxed capacity! By any chance if you are passing by Pembroke Road in the next few weeks

To reiterate - The sale of alcohol is NOT permitted from any street trading site, regardless of
whether you have submitted a Temporary Events Notice or not.
