CODE ENFORCEMENT OVERVIEW
The Code Enforcement Officer protects the health, safety and welfare of the general public and enhances
the quality of life within the Town of Waterloo through the enforcement of minimum standards and
administrative work in the enforcement of all Town Codes. Position requires the ability to comprehend,
explain and enforce municipal codes and state statutory code enforcement procedures concerning
garbage, weeds, litter, abandoned vehicles and related laws and ordinances.
Work Hours and Conditions: part-time flexible schedule, 20-25 hours a week, Monday thru Friday
Pay: hourly pay range is $9.69-$13.00 per hour based on experience and qualifications, to be
determined by the Town Council.

Employment Qualifications: Required:





Must have a G.E.D. or High School Diploma, Two (2) years experience in code enforcement preferred,
subject to the discretion of the Town Council.
MUST be able to effectively communicate and interact with other employees and the general public.
Must be able to understand and carry out oral and written instructions.
Must have some knowledge of relevant equipment, policies, procedures, and strategies to protect the
health, safety and welfare of the general public, data, property, and institutions.
Must have a safe driving record, pass a criminal background and motor vehicle record check
and must be insurable through the Town’s liability insurance carrier.
Examples of duties:
 Conducts field inspections on a regular basis and issues courtesy written and/or verbal legal notices
of municipal code and regulation violations.
 Employee works independently, making decisions requiring the use of technical judgment and
discretion under the supervision the Town Manager and law enforcement.
 Establishes and maintains cooperative working relationships with town officials and employees, the
general public and representatives of other agencies toward the accomplishment of assigned
projects. Must be present for occasional meetings and training.
 Deals tactfully and courteously with the public and maintains composure in difficult and/or stressful
situations. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
 Meets with residents/customers, answers phones, responds to inquiries, prepares reports,
researches property history, helps with Improvement Location Permits and verifies current owner,
tenant, or management information. Assists Zoning Administrator as needed.
 Investigates ordinance violations; prepares and serves violation letters and notices; maintains
accurate documents for evidence; prepares reports; gives affidavits and testimony if required for
enforcement proceedings; follows up enforcement decisions to ensure compliance. This may involve
outdoor work in all weather for investigations of potential health hazards, unsafe structures, walking
through overgrown areas and investigating dumpsites.
 Interacts with Town Manager and town attorney in preparation of code enforcement cases, as well
as other Town, County, and State agencies to enforce violations.
 Inspects public properties for damage after rental use.
 May assist Town Manager or other departments with blight elimination projects.
 Performs related work as required and duties may be modified as needed.
 Employee must maintain strict confidentiality regarding Town issues and projects.
