Town of North Rustico Minutes April 16th, 2015 1 Town of North Rustico, PEI Committee of Council Meeting April 16th, 2015 at 7:00p.m. PRESENT: Mayor Anne Kirk, Deputy Mayor Heather McKenna, Councillors Nancy MacAdam, Patsy Doucette, Jennifer Purvis, Kevin Keizer, Kevin MacAdam, CAO Patsy Gamauf, Assistant to the Administrator Marley Doucette REGRETS: 1. CALL TO ORDER: Mayor Anne Kirk calls the meeting to order. She first spoke on the restructuring of the town’s maintenance. Lenny Blacquiere will now be the head of maintenance for North Rustico. Robert will work under Lenny and will be working from April-October. Robert will be laid off during the winter months. Mayor Kirk said the savings from restructuring the maintenance after this year will equal to roughly $12,000. Mayor Kirk advised the council that the work truck will be parked at the maintenance building every night and will only be used when work/maintenance related. Mayor Kirk had a meeting with Fire Chief David Blacquiere. He told Mayor Kirk that he will be moving out of the town in the upcoming months. Deputy Fire Chief Scott Wakelin will be stepping up when David leaves. David advised Mayor Kirk that there is no one in the Town that the Fire Department can recruit. The Fire Department is moving towards restructuring their department. Mayor Kirk spoke on her conversation with Central Queens Health Corporation board member George Noble. The new doctor will be starting in June to shadow Dr. Pineau. Dr. Pineau’s official retirement date is scheduled for July 1st. The North Rustico Lion’s Club will be having refreshments and music for the retirement. The Town will be contributing to a golf package for the new doctor. Mayor Kirk spoke on her meeting with Jeannette MacAulay, Minister Gail Shea’s assistant. They are working to get the wharf graveled but there are some setbacks. Mayor Kirk spoke on her meeting with the boutique tenants. They had a lot of questions which the Economic Development Committee will be addressing at their next committee meeting. Mayor Kirk has also been meeting with various local artisans who would like to submit their work for the Town’s boutique, which will be called “Rustico’s Hidden Treasures”. Mayor Kirk spoke very briefly on having an event for Fall Flavours on September 12th. Councillor Nancy MacAdam and her Advertising Committee will be looking more into this. Mayor Kirk had an update on the “old Co-op” building. It was scheduled to be taken down on April 17th. It will be running about 1-2 weeks behind schedule due to the inclement weather in March. A letter was sent to the Co-op to see if they could sponsor the construction of the new sitting park. They cannot commit full sponsorship but may be able to provide some financial assistance to help with signage, etc. There has been some talk about wanting to have a farmer’s market in the Town of North Rustico during the summer. Mayor Kirk would like to look more into this but thinks it’s a great idea. Mayor Kirk received a call from a local resident who wanted to thank Lenny and the Sewer and Water Utility for helping him. A ditch by his house was filled with snow and water was running across the road into his basement. Lenny was able to help stop the flow of water and re-direct it away from the home owner’s house. 2. APPROVAL OF THE AGENDA & ANY ADDITIONS OR DELEGATIONS Councilor Kevin Keizer moves the approval of the agenda for April 16th, 2015 and Councilor Patsy Doucette seconds the motion. (2015-04-01) CARRIED (6-0) 3. DISCLOSURE OF PECUNIARY OR OTHER CONFLICT OF INTEREST 4. APPROVAL OF MINUTES Councilor Heather McKenna moves the approval of the minutes of March 30th, 2015 and Councilor Jennifer Purvis seconds the motion. N/A 5. DELEGATIONS, SPECIAL SPEAKERS AND PUBLIC INPUT 6. REPORTS Economic Development Committee – Councillor Kevin MacAdam advised the council of the EDC’s meeting on April 17th. Janet Wood and Hubert MacIsaac from the Department of Tourism will be attending this meeting to go over new signage for North Rustico. Bluefield High School is ready to start the production of the benches for the park. If Bluefield cannot finish them in time, Holland College will help. It was suggested to make a donation to school’s wood working class on behalf of the Town for donating their time to make the benches. Councillor Kevin MacAdam received an email from Nicole Warren saying that John Godina (ice cream shop renter) would like to have some input on the placement of the wall outlets and the electrical work. Advertising Committee – Councillor Nancy MacAdam had a copy of the rack card that was prepared by Paul Blacquiere. They will be taken to be printed at Kwik Kopy. *see attached report 7. REQUEST FOR DECISION 8. CORRESPONDENCE AND NEW BUSINESS Special project funds – see attachment Councillor Kevin MacAdam inquired about a community-based flea market 9. NEXT MEETING Next meeting will be April 27th, 2015 at 7:00pm 10.
