BIOGRAPHY:
I am PhD on Political Science in particular on democracy study. I got RGPS USM for doing
research in Indonesia in 2009-2012. My expert areas are Political Economy, democracy and
globalisation. I got PhD in Political Science from Political Science Department, School of
Social Sciences, Universiti Sains Malaysia. My Master degree from Universitas Gadjah
Mada, Indonesia. Now I'm involving research with Swedish International Development
Agency (SIDA) about Migration in Indonesia-Malaysia and Sweden Comparation.
TITLE:
Rethinking Democracy, Governance and Quadruple Helix Model
Abstract : It is widely assumed that democracy is having philosophical values as basic
implementation by government toward society, in particular capturing relations between state and
society. Philosophical values of democracy are from the people, by the people and for the people.
Using System Theory of Easton democracy produces some institutions that describes of philosophical
values. Value of from the people produces representativeness and participation. Value of by the
people produces transparency, accountability and partnership. At meanwhile value of for the people
produces responsiveness. All result known is indicator of democracy implementation.
Managing relations between state and society is needed governance in order that democracy
can be implemented well. Democratic governance becomes pivotal issue toward building good
governance as main concern encouraging democratization process. This relation between democracy
and governance is very strong to enhance their quality each other. This paper would like to explain
how important put university institution, industry sector and society together face to face state. This
approach is called Quadruple Helix Model. As current development to capture democracy and
governance, Quadruple Helix is believed can support implementation democracy and governance very
well. Each institution, such as university, industry, society and state, has important role to increase
indicator of democracy implementation and finally can encourage implementation governance itself
through their equally interaction in Quadruple Helix Model. Finally this paper would like to show
how important linking democracy, governance and Quadruple Helix Model

Dr Abdul Shukor Shamsudin

BIOGRAPHY:
Abdul Shukor Shamsudin (Dr.) is a Senior Lecturer at School of Business Management,
Universiti Utara Malaysia. He obtained his DBA from Universiti Utara Malaysia in 2012. He
has worked for 24 years as an administrator before joining the academic profession. His
current research interests are in the area of leadership, emotional intelligence, work ethic, and
organizational behavior. He actively participates as a presenter in various international and
national conferences, seminars, and workshops. Dr. Abdul Shukor‘s research works have
appeared in various national and international refereed journals such as Jurnal Pengurusan
Awam, INTAN Management Journal, The Journal of Global Business Management,
International Journal of Business and Technopreneur, International Journal of Innovation,
Management and Technology, and The Journal of Human Resource and Adult Learning.
TITLE:
Leadership practices: New approaches to leadership style among middle administrators
at Malaysian public universities.
Abstract— The purpose of this article is to examine the level of leadership practices among
middle level administrator in Malaysian public universities. Using a quantitative cross
sectional survey approach, a total of 500 self-administered questionnaires were distributed by
surface mail to the selected respondents, regardless of their service schemes, throughout
Malaysia including Sabah and Sarawak. Stratified proportionate random sampling technique
was used in determining the sampling frame. While, the Kouzer and Posner Leadership
Practices Inventory (LPI) was used to measure leadership practices of the group. The final
response rate was 47.4% and data obtained was analyzed using the Statistical Package for
Social Sciences (SPSS) version 19 for windows. The findings suggested that the overall score
of leadership practices among middle level administrators were of high importance. Finally,
implications and some suggestions for future research were also discussed.

ABSTRACT- Restaurant ambience plays an important role in establishing a restaurant
image, and to attract customers to dine. Exterior and interior design that is eye-catching will
pull the customer to visit the restaurants. The purpose of this study is to examine the
relationship between restaurant ambience and customer satisfaction in the Arabic
restaurants. This study also seeks to determine which restaurant ambience elements highly
influence customer satisfaction. The elements of spatial layout, interior design, color and
music were measured. Quantitative data were collected from 411 respondents in Shah Alam,
Selangor. It was found that color is the elements that is significantly and mostly influence
customers‘ satisfaction.

ABSTRACT- This study intends to investigate the relationships between service quality and
students satisfaction at Universiti Teknologi Mara (UiTM) Kedah, Malaysia. This study
emphasizes on the service quality (SERVQUAL) instrument involving five dimensions,
namely tangibles, reliability, responsiveness, assurance, and empathy that contributing to
students‘ satisfaction. Hence, this study provides a knowledge to the student‘s decision
before entered for enrolment in any university on future.

ABSTRACT - Job satisfaction is one of the important element in organization and it
becomes crucial in order to enhance the organizational performance. Furthermore, job
satisfaction helps to improve the service provided by the employees. Despite of this,
organizational culture becomes as main agenda and have an effect on the level of
4satisfaction among the employees. Besides, the impact of organizational culture practices
by organization is very important to emerge the level of satisfaction. In higher education
institution context, the management focused on the best service delivery practices to the
stakeholders like students and other parties. Hence, employees need to put a comprehensive
effort to provide best services and it also can be done successfully through the practice of
organization culture. Consequently, a positive organizational culture can bring a positive
element among employees and organization needs to ensure that their employees are
satisfied with their given job and the reward (or recognition).

ABSTRACT- Nowadays, every organization aims to achieve a better performance in term
of their efficiency and effectiveness so that they able to survive in this challenging
globalization era. The discussion of employees‘ work motivation had non-stop developed
variety views and orientations form many people since it is closely related with the
performance and productivity of employees in an organization. Hence, every organization
eagerly focuses on developing work motivation among their employees. Previous studies
found that the work motivation is derived from a good training program that has been
implemented in an organization. Since the public complaints increased among the public
service servants recently, the public organizations totally need to put high priority to
organize good training program so that work motivation able to build among their
employees. Therefore, this study attempts to propose a study on the hypothesis development
of Personnel Development Training Program upon work motivation amongst public service
servants at Department of Education in Kedah State, Malaysia. The results of the study are
expected to guide the top management of that public sector organization in order to provide
more effective training program and better understanding on the concept of public service
servant work motivation
THE EFFECT OF CUSTOMER ACCEPTANCE ON ISLAMIC BANKING
PRODUCTS AND SERVICES

ABSTRACT- Every Islamic banking institutional organization facing lot of obstacles in
keeping them survive this challenging globalization world. Islamic banking system
development still depending on the conventional financial institution especially in
promoting the Islamic principle to the public‘s knowledge. As for that, they put high priority
to achieve a better performance in term of their efficiency and effectiveness. In order to meet

this aim, organization should focuses on developing good marketing strategy to attract more
customers‘ acceptance. Islamic banking in Malaysia needs to improve their development and
enhance the public‘s acceptance especially convinced the non-Muslim customers towards
using Islamic principle in the financial institution. Therefore, this study attempts to propose
an investigation on the determinants of customer‘s acceptance towards Islamic banking
products and services in order to ensure the sustainability of Islamic law in financial
institution in Malaysia. In this cross-sectional survey, a total of 86 respondents are selected
as sample size to become the respondents. In this study also tried to identify the relationship
between variables by using Pearson correlation as well as Descriptive statistic to analyze
demographics of the respondent. The results of the study are expected to guide the top
management of that Islamic banking institutional organization in order to provide better
understanding and good marketing strategy to attract more customers on the future and
increase their level of acceptance on Islamic banking products and services.

ABSTRACT - For the most part, studies of the consequences of bullying in schools have
concentrated upon health outcomes for children persistently bullied by their peers.
Conclusions have been influenced by how bullying has been conceptualized and assessed,
the specific health outcomes investigated, and the research method and data analysis
employed. Results from cross-sectional surveys suggest that being victimized by peers is
significantly related to comparatively low levels of psychological well-being and social
adjustment and to high levels of psychological distress and adverse physical health
symptoms. Retrospective reports and studies suggest that peer victimization may contribute
to later difficulties with health and well-being. Longitudinal studies provide stronger support
for the view that peer victimization is a significant causal factor in school children‘s lowered
health and wellbeing and that the effects can be long-lasting. Further evidence from
longitudinal studies indicates that the tendency to bully others at school significantly
predicts subsequent antisocial and violent behaviour.

ABSTRACT- The system of budgetary control includes a variety of procedures, obligations
and instruments which lead to change the workplace and offer better services and goods.
The budgetary control process is compromised of budgeting, planning, controlling and
evaluating, which provides a formal basis for monitoring and controlling, towards the
achievement of the objectives specified in the budgeting and planning stages, thus providing
evaluating and makes auditing as a component part in the process which is necessary to be
able to make corrections to current operations and activities in order to meet the original
objectives and plans. Furthermore, accountability is an essential element of good
governance so the need for accountability and efficiency of service delivery in public
organizations, put‘s public organizations at the fore front in establishment of control
systems. Hence it is necessary to explore the factors that determine and impact
accountability in the public sector. This paper presents the relationships between budgetary
control, planning, monitoring and controlling, auditing, and integrity with accountability in
the public sector. And their impact on accountability in the public sector is examined.

ABSTRACT- The transformation of public sector has been changed all over the world since
last quarter of twentieth century. The rapid changes in the public sector are due to the
globalizations demands and complexity in the fast-changing world. Thus, the changes had
led to the rise of the corporate governance in the public sector which had changed the future
of the public sector itself and growth as well. The changes in the public sector had
strengthened the core and functions of the public sector at the same time. Hence, the rise of
the corporate governance had response to the failure, incompetent, corruption and efficient
as well. This paper will examine the elements in the governance which focus on two points
in the corporate governance; public governance and good governance. The corporate
governance in the public sector can be seen in the elements of public governance and good
governance which had changed the perspectives of public management entirely.

ABSTRACT- This paper examines the rise of the Partnership Theory in good governance
which required collaboration between two or more organizations. The transformation of
partnership in governance has led them to have common goals and achievements in
delivering public service. However, delivering public service was not as simple as people
think due to the challenges in terms of time and energy constraints yet it restraints them
from being a part of good governance. Lack of understanding in cooperation and decision
making has brought ―them‖ into the challenges created by the partnership itself. Hence, the

ABSTRACT - The matter of governance has become an essential and a critical issue for the
public sector particularly in Malaysia. Most of government leaders have stressed and given
more focus on the issues of governance, which called for the public sector to work in a
system of check and balance. Further, the public service servant, including professional

ABSTRACT- The effect of globalization is noticed on the volume of movement of people,
ideas, skills and professionalism across international boundaries in today‘s knowledge
economy. For every international trip, a new knowledge is shared, gained or transferred.
However, international students that seek to explore this intellectual property are not usually
considered as tourist because of varying length of their study. But evidence abounds to show
the interrelationship between tourism and international education which made the two
inseparable but rather complimentary. The socio-economic benefits of this sector to the
budgetary health of the host country made Malaysia to open up higher education services to
foreign students in the mid-90s. In the 9th Malaysian plan (2006) 100,000 international
students was targeted to enroll in Malaysia higher education institutions by the 2010. A
significant milestone was achieved but not fully realized. The 10th Malaysia plan (2012)
have set yet another target of 200, 000 inbound international students for 2020. This paper
examined the impact of international students on the economy of Malaysia and the
potentiality of the sector if fully integrated into the country‘s tourism concerns. The need for
synergy between Malaysia ministry of tourism and ministry of higher education is being can
versed for optimum economic benefits. This paper echoes the position of international
students as EDUTOURIST.

ABSTRACT- This paper investigates the state of the present condition of e-government
commitment in Nigeria. It also, examines the difficulties encountered in the implementation
process. Layne and Lee (2001) ―Stages of growth theory‖ was adopted to explain the

position of Nigeria in the implementation and the challenges it faced on e-government. To
do this, this paper used secondary data as a source to collect different articles and report.
This paper finds that while e-government is present in Nigeria, it is still in its initial stage.
Not only have that, the environment lacked many prerequisites for the survival and
continued maintenance of e-governance due to many factors such as inadequate electricity,
technical expertise etcetera. It is therefore suggested that both the government and the
stakeholders should take it up as a challenge to find quick and lasting solutions to them.
There must also be political will and government should have its administrative staff
retrained in IT to properly manage the facilities and infrastructure necessary for egovernment.

ABSTRACT- The study seeks to examine the relationship between intrinsic factors and job
satisfaction among the lecturers of Bauchi State University Gadau (BASUG), Nigeria. This
Study uses intrinsic factors as independent variables, whereas job satisfaction as a dependent
variable is based on the theoretical framework of ‗two factor theory‘ of Fredrick Herzberg
(1959). The study employs close-ended questions adapted and adopted from the Minnesota
Satisfaction Questionnaire (MSQ) and interviews were also conducted to compliment the
result of the survey questions in measuring the relationship between intrinsic factors and job
satisfaction among 148 academic staff of BASUG that had participated in the study.
Accordingly, descriptive statistic was used in testing the data collected. The findings reveal
that there is a positive and significant relationship between intrinsic factors and job
satisfaction where, specifically, ‗responsibility‘, ‗work itself‘ are positively related to job
satisfaction and interview responses found that staff training and library needs to be
upgraded and improved in order to increase the level of job satisfaction of lecturers of
Bauchi State University Gadau, Nigeria..

ABSTRACT- Preparing the next great leader is more important now than ever for the
public sector. Therefor, the ability to structure human resources accurately and effectively
gets the main focus as this will highlight excellence in administration and leadership
organization. In an attempt to strengthen the planning and governance of human resource
career success, succession planning examines as that is extremely relevant to the
preparation for future leaders. In order to retain and sustain the organizational
competitiveness, organization need efficient and effective leaders to generate ideas, to
elevate spirits and motivation for continuity of the organization regardless of any challenges
ahead.. Due to this issue, this research intends to determine the leadership characteristic
style which is idealized influence, inspirational motivation, individualized influence and

intellectual stimulation from the subordinate perspective on implementation of succession
planning in Malaysia‘ public sector. A sample of 394 respondents is taken from Malaysia‘
Public sector. The analysis result of group of age showed that the F value (3, 393) = 4.901 is
statistically significant at 0.05 level (p=0.002). From multiple regression analysis, the result
revealed that idealized influence (ß=. 170, p<0.000) is the predictor of implementing career
development. . Keeping in view, the finding of this study provides some practical insight
into the need for public sector to re-visit the succession planning and leadership style as
these have significant bearing on followers perception. Therefore, every organization has to
develop the capacity to withstand sudden changes in senior top management by developing
a robust talent pipeline by matching skill available internally with higher level

ABSTRACT- This study shows that insect have potential as a tourism product at Taman
Negara Johor Endau Rompin (TNJER). This research also verified that entotourism can be
focuses on certain group; in this case was ant (Hymenoptera: Formicidae). Objective: First
objective was to identify the most common insect group that can be found in TNJER. The
other objective was to determine the ecological information which can catch tourists‘
attention. Results: Ants became the easier group of insect can be found in the forest followed
by termites and flies. The survey had been done among 117 guests of TNJER. The result
shown that the respondents are interested to know about communication, defenses,
morphology and food foraging behavior of ant. Conclusion: Ants can be another good
tourism product to attract tourist attention to visit our National Park. Besides, it can be a
medium for environmental education.

ABSTRACT- Services are intangible and a service represents a process, consequently the
quality of a service is more difficult to perceive and its more complicated. In general, the
perceived quality is defined as the customer‘s judgment on overall satisfaction. Customer
satisfaction is depending on the high quality services. The main objectives of this study was
to identify the level of service quality among customers at one library in Malaysia public
university and tried to examine the relationship between SERVQUAL and overall quality of
service offered. Besides, this study also tried to analyze the dominant factor that affected the

ABSTRACT- ECOWAS is a regional organization of fifteen West African countries,
created on May 28, 1975 to promote economic integration and cooperation among the
member states, the West African region is rich enough in terms of hydrological resources,
trans-boundaries rivers, lakes, water basins, oil and mineral resources, abundant human,
land, energy and river navigation for transport system etc., but still west Africa left behind in
terms of development and global competition due to some challenges that cripple and

ABSTRACT - This paper examines the development of corporate governance (CG)
mechanism in Nigeria. The CG code was developed by the Securities and Exchange
Commission (SEC) and The Central Bank of Nigeria (CBN) to handle non-financial and
financial companies in Nigeria respectively. The new SEC code is to address certain
contemporary issues in financial reporting disclosure. The practical implications for board of
directors and other stake holders in the companies are discussed. It assesses corporate
governance within the context of the tripartite legal framework of the Companies and Allied
Matters Act, Investments and Securities Act and the Bank and Other Financial Institutions
Act. It finally concludes that good laws and policies without the requisite will to conform
will only remain sacred only in papers and thus amounts to an exercise in futility. This paper
is purely a theoretical review from published articles and corporate governance code and the
applicable regulatory legal regime in Nigeria.

Abstract - Background: Service quality has been an important topic in any business
particularly in recreation experience within ecotourism services due to its intangible
products. Outdoor recreation operators should look after their service quality because this
will contribute to the future growth and development of tourism industry in Malaysia.
Objective: To evaluate the effectiveness of ECOSERV model to determine perceived service
quality among tourist while participated in outdoor recreation program. Results: Findings for
overall alpha values were satisfactory as the alpha value is closer to the high reliability
value. The six dimensions identified in the questionnaire showed medium to high reliability
result, ranging from α=0.79 to α=0.94, which were consistent with the range of reliability in
the original ECOSERV reliability test by Khan (2003). Conclusion: This ECOSERV
instrument could be used and applicable as an assessment tool to evaluate the level of
service quality in outdoor recreation programs toward outdoor recreation operators. This
assessment would provide valuable information for service providers to upgrade the service
quality based on the six dimensions in ECOSERV that most concerned by customer,
participant or tourist.

Abstract - This paper scrutinize composing demographic factors and connection with
retirement planning behavior in the Malaysian public service sector. The demographic
factors measured by several factor consist of age group, education level and job position.
The retirement has been counted as a complex and long lasting of the psychosocial process.
Therefore, the generation nowadays is more willing to emphasize the setting up for retreat in
the face of economic, societal and demographic compared to the older generation.

regarding retirement planning such as age gender and priority of retirement activities. In the
case of Malaysia, the compulsory retirement age for workers in the public sector is 60 years
old. However, an employee of the public sector may choose to retire early from the
compulsory retirement age.

Abstract - Background: Housing is a basic necessity to which we should all have access. It
is a fundamental product for every human being irrespective of financial standing. It is
obvious why the question on housing should be raised. It is also important to note that
housing stands as one of man‘s greatest needs and is associated with numerous challenges.
Objective: To enhance housing Affordability in Abuja a critical literature review and
analysis of two existing model; Results shows how existing land administration system and
land administrative paradigm could be combined to enhance housing affordability which
incorporate four global drivers of change; Globalisation, Technology, Sustainable
development, and Micro-economic reform as a benchmark for the entire system Conclusion:
The frame work proposed can be used by policy makers and other allied professionals in the
built environment in Abuja to enhance housing affordability.
