June 12, 2015 [CAMPAIGN FOR RAIN WATER HARVESTING THROUGH MGNREGA] Rain water harvesting on a campaign mode through MGNREGA Traditionally, nearly 20% of expenditure on MGNREGA has been made on constructing water conservation and water harvesting structures. However, there is a need to take up these works on a campaign mode considering the need to prepare the rural economy for a possible monsoon deficit during the current year. An emergency meeting of State Rural Development Secretaries has been called on 11th June 2015 to review theaction plan of each State for taking up water conservations and water harvesting structures on a war-footing basis in view of the predicted deficit monsoon. During the meeting, each State has presented their action plan for taking up and completing water conservation/harvestingstructures before the onset of monsoon. Status of works in Works Plan 2015-16 As per the MGNREGA protocol, the Gram Sabhas finalise the list of works to be taken up for the year. Of these, only 10.80 lakh works are either ongoing or are completed. This leaves nearly 18 lakh works which need to be started. Ministry of Rural Development 1 June 12, 2015 [CAMPAIGN FOR RAIN WATER HARVESTING THROUGH MGNREGA] Presentation by States During the meeting, all States have presented their action plans for fast-tracking these works. The following were some of the important observations: a) In AP, the Government has accorded a very high priority for these works under their campaign for ‘Neeru-Chettu’ (Water and tree), which is currently going on. b) In Maharashtra a massive campaign ‘Jalayukta Shivir Abhiyaan’ has been started in 5,000 villages to complete all watershed and water harvesting works on a campaign mode. The CM of Maharashtra is personally monitoring these works. c) Karnataka is taking up large projects for rejuvenation of rivers by treating the groundwater around the riverine catchment areas; and also innovating by taking up arch check-dams to improve the water. d) Jammu& Kashmir has started a geo-membrane lining of canals and tanks to preserve water. e) In Vidarbha area, a campaign has been launched to complete 80,000 irrigation wells by August 2015. They have also evolved a hybrid model which combines unskilled work in the top layer and machinery use in the deeper layers to quickly execute farm ponds. Decisions taken in the meeting After considering the best practices from various States, the following action plan has been finalised for taking up water conservation/water harvesting and other irrigation works on a war-footing basis: a) 17.93 lakh works as shown in the Annexure Iwill be taken up by States immediately. Some of these works can be continued through the monsoon period too. All of them will be completed by end of August 2015. b) A fresh identification of irrigation works will be taken up on a saturation mode in villages where watershed programme (IWMP project) is already underway or is completed.Every small/marginal farmer in these villages shall have either a farm pond or irrigation well. c) For taking up this campaign, States will ensure that all the Blocks and GPs will reallocate labour so that 90% of the workers are deployed on these works till they are completed. d) All these works will be brought on a continuous muster-roll system continuously without break so that not only maximum employment is created, but works would be completed in time. e) For all individual farm-based works like wells/farm ponds, the muster will be issued to the individual beneficiary for 100 days at a time if need be. f) Use of machinery, if needed for quick completion of the work, shall be in accordance with the guidelines issued. g) States will ensure that payments shall be made on time, and processes leading up to the electronic payments will be monitored on a daily basis.
