TOWNSHIP OF OCEAN BOARD OF EDUCATION
March 17, 2015
CALL TO ORDER
The Board President, Denise Parlamas, called the Regular Monthly Meeting of the Township of
Ocean Board of Education to order at 8:00 p.m. in the cafetorium of the Township of Ocean
Intermediate School.
STATEMENT OF NOTICE
Adequate notice of the meeting to be held by the Township of Ocean Board of Education on Tuesday,
March 17, 2015 at 8:00 p.m. has been provided in accordance with the requirements of Chapter 231,
Public Laws, 1975.

Notice of the meeting was posted on the bulletin board in the lobby of the Administration
Building, 163 Monmouth Road, Oakhurst, New Jersey, all Ocean Township District Schools
and Transportation, and the School District Website www.oceanschools.org on January 7,
2015.

Notice of the meeting was transmitted to the Asbury Park Press on January 9, 2015 and The New
Coaster Newspapers on January 8, 2015.

 Ice Hockey Team thanked the Board of Education for funding and other fundraising efforts the
team has undertaken.
SUPERINTENDENT’S REPORT – Dr. Stefankiewicz
The following Students were selected for excellence in writing by the Asbury Park-Wall Elks, Lodge
#128. The writing contest was offered to students in grades 5-8. The topic this year was “What the
Pledge of Allegiance Means to Me.” The winners were invited to attend a luncheon and awards
ceremony on Sunday, March 15, at the lodge.

Laura Terlecsky, 9th Grade student, Shannon Cholak’s work was published in the Asbury Park Press
/Student Voice Section on January 20th, 2015. She took third place for her submission in the grade 912 category. The topic of the essay was “Prevention of Bullying.”

The following Intermediate School 8th grade Gifted and Talented Students participated in the
National Future City Competition, which was sponsored by national Engineering week, and placed
sixth in NJ out of 86 cities. Their Team name was Joya Verde. This project based competition
challenges participants to design a city 150 years in the future around a problem the city is faced with.
This year’s challenge was Feeding Future Cities: Select one vegetable and one protein and design a
way to grow enough of each within their city limits to feed their citizens.

Mr. Moore made a motion, seconded by Mr. Brautigan, for approval of the following item(s):
1. Acceptance and Certification of Monthly Financial Reports
The following resolution certifies that budget balances at the end of February were adequate to pay
all remaining obligations of the 2014-2015 school year and that account groupings required by the
State have adequate balances. The Board is also certifying that the independent reports of the
Treasurer and the Business Office are in agreement.
RESOLUTION
Pursuant to N.J.A.C. 6:20-2.12 (d), the Township of Ocean Board of Education accepts the Board
Secretary/School Business Administrator's Certification as of February 28, 2015 that no budgetary
appropriations account has obligations and payments which in total exceed the amount appropriated by
the Township of Ocean Board of Education; and
Pursuant to N.J.A.C. 6:20-2.12 (e), we the members of the Township of Ocean Board of Education, of
the County of Monmouth, after having reviewed the final REPORT OF THE SECRETARY and upon
consultation with the appropriate officials, certify that as of February 28, 2015 it is to the best of our
knowledge that no major account or fund has been over-expended and that sufficient funds are
available to meet the district's financial obligations for the remainder of the fiscal year; and
The Township of Ocean Board of Education hereby accepts the final Board Secretary's Report and
Treasurer of School Monies Report, which said reports are in agreement for the month ending
February 28, 2015.
2. Transfers
The following motion is to transfer monies from one account in the budget to another and
provide the adequate balances referred to in the first motion.
Move for approval of the attached RESOLUTION dated, February 28, 2015 covering
APPROPRIATION TRANSFERS in the 2014-2015 GENERAL FUND 10; said transfers shall

Move to approve the School Business Administrator to advertise said tentative budget in the
newspaper of record and on the district website (www.oceanschools.org) in accordance with the
format required by the State Department of Education and according to the law.
c. Resolution to Set Budget Hearing Date:
Move to approve Tuesday, April 28, 2015 as being the date for the formal Public Hearing and
adoption of the 2015-2016 School District Budget. The hearing will be held at 8:00 p.m. in the
auditorium of the School District Administration Building.
7. Participation in ‘Sustainable Jersey for Schools’
Move to approve a resolution to participate in the
Sustainable Jersey for Schools program which recognizes and promotes best practices that

result in a healthier school climate, improve the educational program and conserve our
schools’ limited physical and financial resources. (See resolution below)
Participation in the Sustainable Jersey for Schools Certification Program
Whereas, The Township of Ocean Board of Education seeks to participate in Sustainable
Jersey for Schools to focus attention and efforts on matters of sustainability and pursue initiatives
that will lead to Sustainable Jersey for Schools Certification.
Whereas, The Township of Ocean Board of Education and District Superintendent seek to
support and work with school staff and administrators, students and parents to ensure a safe and
healthy environment for students by encouraging our school community to implement
sustainable, energy-smart, eco-friendly and cost-effective solutions.
Whereas, Extensive opportunities exist to teach students about ecological, economic and
social sustainability, environmental health and nutrition; to integrate sustainability education into
classroom learning; and to support students in becoming leaders in making their schools
healthier and more sustainable places.
Whereas, Many options and choices exist for schools to use resources more efficiently; to
reduce, reuse, and recycle; to follow Green Building Standards for construction and major
renovations; to form school partnerships; to eliminate toxic chemicals; to purchase (or produce)
clean energy; and to purchase recycled paper, energy-efficient equipment and other green
products to protect our global environment.;
Whereas, Sustainability means using resources wisely, saving money and reducing our
impact on the environment, all of which will ensure the future health, safety, and prosperity of our
children.
Whereas, The Township of Ocean Board of Education commits to the formation of at least
one Sustainability Leadership Team (also referred to as “Green Team”), based on the guidance
of Sustainable Jersey for Schools. (See the “Create A Green Team” action. Your district “Green
Team” can be designated from a pre-existing group within the district if desired.).
Whereas, Green Team members help schools adopt policies and practices addressing areas
such as sustainability education and professional training, green purchasing, waste reduction,
indoor air quality, energy-saving initiatives, and community partnerships.
Whereas, The Township of Ocean Board of Education will encourage Green Teams at all
district schools by providing networking and educational opportunities.
Therefore, it is resolved, that the Township of Ocean Board of Education agrees to participate
in Sustainable Jersey for Schools, and it is the board’s intention to pursue certification for schools
in the district.
We hereby appoint the School Business Administrator of the Township of Ocean Board of
Education to be the district’s liaison to Sustainable Jersey for Schools.

We do hereby recognize Township of Ocean Public School(s): Ocean Township High
School, Township of Ocean Intermediate School, Ocean Township Elementary School,
Wanamassa Elementary School and Wayside Elementary School as the agent(s) to carry out our
commitment to building a sustainable school district through the implementation of Sustainable
Jersey for Schools actions.
8. Pricing Cooperative with HCESC 2015-2016
Move to approve a resolution to enter into a Cooperative Pricing Agreement with Hunterdon
County Educational Services Commission (HCESC).
WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative
Pricing System and to enter into Cooperative Pricing Agreements for its administration; and
WHEREAS, the Hunterdon County Educational Services Commission, hereinafter
referred to as the “Lead Agency " has offered voluntary participation in a Cooperative Pricing System for
the purchase of goods and services;
WHEREAS, on March 17, 2015 the governing body of the Township of Ocean Board of Education,
County of Monmouth, State of New Jersey duly considers participation in a Cooperative Pricing System
for the provision and performance of goods and services;
NOW, THEREFORE BE IT RESOLVED as follows:
TITLE
This RESOLUTION shall be known and may be cited as the Cooperative Pricing Resolution of
the Township of Ocean Board of Education
AUTHORITY
Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the School Business Administrator is
hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency.
CONTRACTING UNIT
The Lead Agency shall be responsible for complying with the provisions of the Local Public
Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State
of New Jersey.
EFFECTIVE DATE
This resolution shall take effect immediately upon passage.

10. Inter-local Services Agreement
Move to approve the Inter-local Services Agreement with the Township of Ocean for the rental of
school buses to the Township Recreation Department for use during the 2015 summer camp
program in the amount of $8,000. (As per attached)
11. Cooperative Purchasing Services for the 2015-2016 School Year
Move to approve the Educational Data Services (EDS) Cooperative Purchasing Program, at a
fee of $11,940 for the following supplies:

Note: By participating in this cooperative purchasing program the district realized a savings of

12. Replacement of IEP Student Program
Move to approve the purchase of Individualized Education Program for tracking of the district
special education students at an up-front fee of $37,846.77, with all subsequent years at $14,467.

Ocean Township High School, as part of his Educational Leadership Program in accordance with
the attached memorandum dated February 20, 2015.

Move to approve the request of Cassie Della Pesca to observe Gina Hagerman, Assistant
Principal, Ocean Township High School, as part of her Educational Leadership Program in
accordance with the attached memorandum dated February 20, 2015.
4. Student Observer
Move to approve a Student Observer for the 2014-2015 school year in accordance with the
attached memorandum dated February 20, 2015.
5. Field Observation Hours
Move to approve field observation hours for Nicholas Kulka, a student at Monmouth
University in accordance with the attached memorandum dated March 13, 2015.
6. Rude Awakening Program
Move to approve that the Rude Awakening Program be presented, to junior and senior students at
the high school, by the Township of Ocean Police Department on May 15, 2015, from 7:00 am –
3:00 pm. This program is presented during prom season and is specifically designed to educate
high school juniors and seniors on the life altering ramifications of drinking and driving, (see
attached documents).
7. High School Delayed Opening Schedule for Special Testing
Move to approve a delayed opening schedule for the New Jersey Biology Competency Test
(NJBCT), May 26 & 27, 2015 in accordance with the attached memorandum dated March 6,
2015.
8. Professional Development Activities – Staff
Move to approve the attached memorandum dated March 13, 2015 re: Staff Professional
Development Activities in accordance with District Policy 6471and NJAC 6A:23B. The
attendance at said activities is fiscally prudent and will promote the delivery of instruction
and/or will further the efficient operation of the district.
Reimbursement for travel and related expenses shall be according to the Department of the
Treasury guidelines in NJOMB circular 06-02 and A-87.
9. Cancellation to out of District Private Tuition for the 2014-2015 School Year
Move to approve a cancellation to out of district private tuition for the 2014-2015 school
year in accordance with the attached memorandum dated March 10, 2015.
10. Suspension Report
Move to approve the District’s Suspension Report for the month of February 2015.

The committee chairman reported the negotiation sessions have been productive with the TOEA. The

Board of Education asked about Steve Fischer on agenda for a leave of absence versus the approval
and administrative internship.
Mrs. McGovern made a motion, seconded by Mr. Hadden, for approval of the following item(s):
1. Unpaid Family Leave of Absence
Move to approve an unpaid family leave of absence for Steve Fischer, Health and Physical
Education Teacher, High School, for the period of May 18, 2015 through June 19, 2015. Mr.
Fischer is expected to return to work on Monday, June 22, 2015. While out on an unpaid family
leave of absence, Mr. Fischer will be responsible for paying the appropriate contribution towards
his health insurance coverage.
2. Unpaid Family Leave of Absence
Move to approve an unpaid family leave of absence for Nicole Belasco, Elementary Teacher,
Wayside School, beginning at the conclusion of her eligible sick leave, (approximately February
10, 2015) through May 15, 2015. Mrs. Belasco’s last day of work was January 5, 2015. She is
expected to return to the classroom on May 18, 2015. While out on an unpaid family leave of
absence, Mrs. Belasco will be responsible for paying the appropriate contribution towards her
health insurance coverage.
3. Unpaid Family Leave of Absence
Move to approve an unpaid family leave of absence for Lisa Butler, Reading and Language
Arts Teacher, Grade 8, Intermediate School, beginning at the conclusion of her eligible sick
leave, (approximately May 13, 2015) through the end of the school year. Ms. Butler’s last
day of work will be April 2, 2015. She is expected to return to the classroom on September
1, 2015. While out on an unpaid family leave of absence, Ms. Butler will be responsible for
paying the appropriate contribution towards her health insurance coverage.
4. Unpaid Family Leave of Absence
Move to approve an unpaid family leave of absence for Deborah Smith, Special Education
Teacher, Ocean Township Elementary School, beginning at the conclusion of her eligible sick
leave, (approximately June 16, 2015) through September 28, 2015. Mrs. Smith’s last day of work
will be May 22, 2015. She is expected to return to the classroom on September 29, 2015. While
out on an unpaid family leave of absence, Mrs. Smith will be responsible for paying the
appropriate contribution towards her health insurance coverage.
5. Maternity Leave of Absence for the 2015-2016 School Year
Move to approve a maternity leave of absence for the 2015-2016 school year for Melissa
Gissubel, Science Teacher, Grade 7, Intermediate School. Mrs. Gissubel’s last day of work
will be May 12, 2015. She is expected to return to the classroom September 1, 2016.
6. Unpaid Leave of Absence
Move to approve the denial of an unpaid leave of absence for Laura Terlecsky, English
Teacher, High School for the period of September 1, 2015 through January 31, 2016.

Move to approve the retirement of Barbara A. Moran, Health and Physical Education
Teacher, Ocean Township High School effective July 1, 2015.
8. Credit Reimbursement – Summer and Fall 2014
Move to approve credit reimbursement for staff who completed courses during the Summer
and Fall 2014, in accordance with the attached list dated March 6, 2015.
9. Volunteer Coach
Move to approve Paul David Vandermark as a Volunteer Golf Coach for the 2014-2015
school year.
10. Clerical Substitute
Move to approve Sheryl Cesario as a Clerical Substitute for the 2014-2015 school year.
11. Instructional Assistant Substitutes
Move to approve Sheryl Cesario and Margaret Seager as Instructional Assistant Substitutes
for the 2014-2015 school year.
12. Substitutes for the After School Help and Homework Center/Ocean Township
Elementary School – 2014-2015 School Year
Move to approve Anne Wagar and Amy Goldsmith as Substitute Teachers for the 2014-2015
After School Help and Homework Center at Ocean Township Elementary School. The
substitute teachers would work if one of the regular teachers were unavailable at a rate of
$28.00 per hour.

Move to approve a change order with Johnson Controls, Inc. to install a solar PV system on the Ocean
Township High School E wing roof. Installation will be in accordance with the attached proposal
including all necessary materials in the amount of $227,550.00.

Minutes of the Regular Monthly Meeting – March 17, 2015 Continued:
PUBLIC COMMENTS:
 Mrs. Carol Alto, resident, asked about the Race to Nowhere movie and if it was shown to the
staff. She suggested showing it at the next in-service.
 Barbara Hudson, resident, asked about an abstention vote by a Board member. The member
explained his vote.
 Kathy Hackler, teacher/resident, thanked the Board of Education for the professional development
she recently attended and the professional growth she experienced from her attendance.
ADJOURNMENT: 9:10 p.m.
There being no further business, Mrs. Sylvia-Cioffi made a motion, seconded by Mr. Brautigan, that the
meeting be adjourned. This motion carried 9-0.
